STATEMENT OF WORK

For

TITAN ATLAS 3D PRINTER WITH INSTALLATION & TRAINING

PREPARED BY:

OC-ALC/OBCA

24 March 2021

1. SCOPE

The Contractor shall provide all labor, tools, equipment, materials, parts, quality control and transportation that are necessary to provide installation and on-site training for the

Titan Atlas 3D Printer for PMXG, in building 3001 on the Oklahoma City- Air Logistics

Complex (OC-ALC). The Contractor shall also provide Personal Protective Equipment, (PPE) and clothing, to include the following items: reflective clothing, (belt, vest, etc.);

hearing and eye protection, to include prescription safety glasses; safety harnesses; fall protection equipment; lifting equipment and any other incidentals that are necessary to perform the requirements of this Statement of Work (SOW). Any documents required by manufacturers in connection with specific acquisition functions, should be obtained from the contracting activity or as directed by the Contracting Officer, (CO).

2. BACKGROUND

The Titan Atlas Pellet-Fed Printer and Hybrid Pellet + Filament Extrusion System is a large format industrial 3D printer. The Pellet-Fed Plastic Additive manufacturing

Extruder is a technical requirement that is needed to assist with the following: reaching sufficient flow rates, meeting the increased demand for masking, tooling, large print volumes, and repair and to create process improvement for PMXG production.

3. REQUIREMENTS

3.1 Item Description – Titan Atlas 2.5 Hybrid Filament 3D Printer (Brand Name)

(1) One Atlas 2.5 Hybrid Filament + Pellet Extrusion 3D Printer CLP-A2.5F+PE

(1) One High Temperature Heater Band - Nozzle C-HTHB-N

(3) Three High Temperature Heater Band - Barrel C-HTHB-B

(1) One Atlas Standard Heated Enclosure CLP-AS-E

(1) One Pellet Dryer CLP-PD

(1) One HEPA Air Filtration Unit CLP-HAFU

(1) One Safety Switch Full functionality

(1) One Auto Z-height

(1) One 2nd Mastiff Filament Extruder CLP-2M-RDE

(1) One High Temperature Filament Dryer CLP-HT-FD

(1) One Consumables Kit - Hybrid Extrusion K-CF+P

(1) One Tool Kit - Maintenance K-MT

(1) One Tool Kit - Printing K-TP

(1) One Hardened Steel Nozzle Custom Size C-SN

3.2 Installation – The Contractor shall deliver and install the Titan Atlas 3D Printer.

The Contractor shall be responsible for all qualified personnel, tools, materials, and equipment. In addition, the Contractor shall be responsible for receiving and unloading the equipment from the carrier and placing the equipment in position. The Contractor shall make all necessary adjustments to the Titan 3D Printer until it is fully operational in accordance with, (IAW), the Original Equipment Manufacturers, (OEM) specifications.

3.3 Training – The Contractor shall provide training to familiarize the PMXG personnel with the equipment in order to help ensure reliable performance and maximum service life, during normal usage. The training shall be for up to five (5) operators and technicians. Training shall be performed at Tinker Air Force Base in Oklahoma City, Oklahoma.

4. GENERAL REQUIREMENTS

Hours of Operation: The Contractor shall perform the work required under this contract during the following days and hours: Monday through Friday, 7:00 AM - 4:00 PM Central

Standard Time, (CST). If work hours are required outside the stated hours, the Contractor shall contact the Government POC, (GPOC), to obtain approval from the CO. After approval has been received from the CO, the Government Subject Matter Expert, (SME) or GPOC must be present with the Contractor. These dates and hours exclude Federal

Holidays, and Base closures due to inclement weather, and furlough days, as applicable.

Environmental Protection & Safety: The Contractor shall be knowledgeable about and comply with all applicable Federal, State and local laws, regulations, instructions and requirements regarding environmental protection and Occupational Safety and Health.

The Contractor shall comply with any laws, instructions or regulation changes that occur during the term of this contract. Contractors shall be compliant with the following: Tinker

Air Force Base (TAFB), Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous

Materials Management”, Tinker AFB procedures per Tinker Air Force Base Instruction

(TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per

Oklahoma City Air Logistics Complex (OC-ALC) Sup to AFI 32-7086, “Hazardous

Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure.”

Spills: If a spill occurs that could enter the storm system or cause any harmful environmental effects, the Contractor shall immediately call 911 to report the incident.

When possible, the Contractor shall use a Base telephone to receive help from Tinker

AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The

Contractor shall immediately report all Environmental violations to the (GPOC) and the

Unit Environmental Coordinator, (UEC).

The Contractor shall provide five (5) copies of a typed or written report describing the incident within four (4) hours as follows: One (1) copy to the CO, two (2) copies to the GPOC, one (1) copy for the UEC and one (1) copy for record.

The format of the report shall be left up to the Contractor, but the report shall contain the following information:

1.) Name and contact number of person reporting the spill

2.) Date and time of incident

3.) Location and source of spill

4.) Substance or pollutant spilled

5.) Amount spilled and rate of discharge

8.) Potential hazards

9.) Actions taken

10.) Organizations contacted

11.) Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.

Housekeeping: The Contractor shall keep the work areas clean and neat IAW industry standards, OSHA, fire and safety standards, and this SOW.

Foreign Object Damage (FOD) and Dropped Object Prevention:

Contractor’s personnel who work in or travel though areas near Operational and Production Aircraft, Engines, Munitions, Missiles, Drones, Space Systems, Support Equipment, Aerospace Ground Equipment (AGE), trainers, and the Contactor’s

Personnel who are operating vehicles and equipment on flight lines, runways, taxiways, Parking ramps, and in Aircraft Hangers and maintenance areas are required to receive the FOD/DOP training and to comply with AFI 36-2650, AFMC Supplement 1, paragraph 9.2., and A4.4.4. (Initial)/A4.4.5. (Refresher). The Contractor and

Contractor’s personnel shall acknowledge the FOD/DOP training either by viewing the

Digital Versatile Disc, (DVD) that is provided by the GPOC or the YouTube site, http://www.youtube.com/watch?v=tYcbodjFPnM.

The Contract Manager shall provide written Certification to the GPOC for each employee within ten (10) business days after the contract award date. The Certification shall have the title of the training, the name of the person who received the training, and the date of the training. The Contractor shall also ensure that all new employees view the FOD/DOP training and provide written Certification for the training to the GPOC, prior to the employees starting work in the OC-ALC shops. Every 36 Months, the Contractor and

Contractor’s personnel shall review the FOD/DOP training and to provide written

Certification to the GPOC.

Privately Owned Motor Vehicles (POV):

The Contractor’s personnel shall comply with the directives pertaining to operation of

POVs on OC-ALC/Tinker AFB per AFMAN 31-116, in its entirety, “Motor Vehicle

Traffic Supervision”. The Contractor shall comply with Tinker AFBI 24-302, in its entirety for the operation of POVs within the OC-ALC/Tinker AFB.

Visitors Pass: The Contractor shall contact the GPOC seven (7) business days before arriving on Tinker AFB in order to make arrangements for the Visitor’s Passes. The GPOC will assign the Contractor a Sponsor from within the organization. The Contractor and the

Sponsor will arrange to meet at the Pass and ID Registration, Building 6611, which is located at the Tinker Gate that is South of I-40 off of Air Depot. The Contractor shall provide the 72 Security Forces, (SF) with two (2) forms of identification, one of which shall be a picture ID. The 72 SF will provide an AF Form 75, (Visitor’s Pass), which will be valid for thirty (30) calendar days. If an additional 30 days is required, the same process will apply.

Foreign Nationals: The Contractor shall notify the Government POC before sending a

Foreign National representative to perform services. Special rules apply for Foreign

Nationals visiting a US Government facility.

Safety and Health on Government Installations: While performing work under this contract on a Government installation, the Contractor shall comply with Federal, State and

Local Regulations, and AFI 91-203, “Air Force Consolidated Occupational Safety

Instruction”, as established by this contract. The Contractor shall notify the Government

Contract Administrator (CA), and the GPOC, if the Contractor’s personnel sustain any injuries while on the installation. The Contractor shall immediately notify the CA, and the

GPOC, if there is any damage to Government Property or equipment during the execution of the contract.

Combating Trafficking in Persons: IAW DFARS PGI 222.17, the GPOC will pursue, as appropriate, the below following methods for monitoring the Contractor’s performance regarding trafficking in persons. Non-compliances with FAR Clause 52.222-50 will be brought to the immediate attention of the CO:

a. Keep the lines of communication open with the Contractor. After the contract has been awarded remind the Contractor that it is their responsibility to notify the

Government if the Contractor receives notification about any alleged violations to this policy or if actions have been taken against any of the Contractor’s employees, Sub-Contractor’s or Sub-Contractor’s employees.

b. When appropriate, encourage the Contractor to complete Human Trafficking

Awareness Training.

c. Encourage the Contractor to take steps to investigate and eliminate human trafficking in their supply chains and to publish information for consumer awareness.

d. Periodically accessing the Department of State’s Trafficking in Person, (TIP), website at http://www.state.gov/g/tip , for updates and to view the latest reports.

Communicating Hazards Of Workplace (CHOW): The Contractor’s onsite representative shall communicate all hazards that the Contractor is introducing into the worksite. This shall be accomplished before beginning work and refreshed daily during performance, IAW the Contractor’s Site Safety Plan.

Emergency Procedures:

The Contractor’s personnel shall follow the direction of the Government’s personnel in regards to Emergency Procedures, such as Fire, Tornado, Active Shooter, Bomb

Threats, or any other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees regarding how to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor’s personnel shall participate with the

Government’s personnel in all Fire and Tornado drills, at no additional cost to the

Government.
