TINKER AFB MACB

REQUESTS FOR INFORMATION (RFIS) AND ANSWERS

1. Are there self-performance requirements?

a. Yes, please see L.5.2.1.b.1 of the solicitation and FAR 52.219-14.

2. IDIQ overall contract value. What is the 5 year IDIQ contract value?

a. No ceiling, this is not a contract but a set of terms and conditions that will allow holders to propose on projects set aside for the BOA.

3. Can the Government provide projects and their dollar value that have been awarded in the last two years over $25M awarded to Unrestricted businesses?

a. No awards made over $25M to unrestricted business in the past two years.

4. Does the government anticipate task orders to be issued over $25M and unrestricted?

a. There is a possibility, but currently there are no anticipated projects of this magnitude on the Annual Project Synopsis.

5. Can the Government provide the forecast of projects for this contract term?

a. Provided in the Annual Synopsis of Projects attachment

6. The presolicitation notice definitively states all projects over $25 million will be unrestricted but the solicitation section C, C.2, 1, b states that task orders over $25M will only be unrestricted if there are less than 2 proposals received from small business. Could you please clarify?

a. Solicitation has been revised to state “Proposals will be solicited from all BOA Holders determined to be acceptable under Phase One, Competition for BOA Holders, for those requirements expected to exceed $25 million.”

7. Section L.5.2.1 paragraph b.1 of the Solicitation requires the offeror to identify subcontractors, by company for any specific construction tasks which cannot be self-performed. Without task order project specific information it is impossible to determine which trades will be required. Also, until bids are tabulated, it is impossible for us to determine which trade subcontractors will be the best value for the project. Can this requirement be removed? If the requirement cannot be removed could this apply to design subcontractors and not trade specific subcontractors?

a. This list does not have to be all encompassing, but is meant to demonstrate the contractor’s ability to develop and maintain professional working relationships required to meet project milestones and to complete projects on cost/on time.

8. Beginning on solicitation pg. 19, section L.5 Information To Be Submitted, required file names are listed for each item (e.g. OfferorName_SF1442, OfferorName_SF30(Amends), etc.). Please confirm then that offerors should not combine all required items to be submitted into a single PDF proposal document/volume as is customary, but should instead submit multiple individual documents/attachments.

a. If possible please submit the BOA invitation cover letter (signed), Signed BOA Invitation, and proposal as separate attachments. If multiple attachments are submitted please use naming conventions in Section L.

9. Solicitation pg. 21, section L.5.2.3 Corporate Organizational Structure (3) states that this section is limited to 6 pages. Since the Government is requesting resumes for at least 5 key personnel, a narrative (which will likely include an org chart), and roles/responsibilities and reporting structure of the team, will the Government consider increasing the number of pages allowed for this section?

a. Page limit has been increased to 12 pages.

10. Solicitation pg. 22, section L.5.2.4 Experience/Past Performance (b)(2) states, “Offerors shall identify no more than five (5) recent and relevant construction projects, performed with three (3) years of the release of this solicitation.” Will the Government consider changing the recency requirement to projects performed within the last 5 years instead of the last 3 years?

a. Negative.

11. Statement of Work pg. 4, section 3.1.2.2 Quality Control Manager (QCM) references TAFB General Specifications, Section 01 45 00.00 10 (TAFB General Specifications is also referenced multiple times throughout the SOW – pgs. 5, 7, etc.). However, TAFB General Specifications has not been included with the solicitation documents, nor is it posted on Beta Sam or on GovWin. Please provide.

a. TAFB General Specifications will be available at the order level.

12. Reference: SOW, page 7, para 4.0, Management Plan, states “Included in the Contractor’s response to the initial Solicitation must be a management plan detailed as follows…” While a requirement for submittal of the offeror’s Organizational Chart is included in Sections L/M, a Management Plan is not mentioned in Section L or M. Please clarify if the “Management Plan” is supposed to be part of the Section L/M Corporate Organizational Chart requirement.

a. Language has been added to the solicitation to match the SOW. This language was added to L.5.2.3.b.3.

13. Reference: RFP, page 26, Section L.5.2.3, Corporate Organizational Structure, places a 6 page limit on this section. However, resumes are required for 7 key personnel positions, which is part of this section. Please clarify whether the 6 page limit includes the resumes.

a. Resumes will be in the Corporate Organization Structure 12 page limit.

14. Pertaining to BOA FA813721R0022, please clarify as a newly formed Joint Venture between two experienced entities, will Past Experience from the entities that formed the JV (“offeror”) satisfy the requirement highlighted below or does the Experience need to be from the JV?

L.5.2.4 Experience/Past performance (a) The Offeror's Experience Matrix must adhere to the following: (1) Required File Name: OfferorName_Experience Matrix

(2) File Format: Fillable PDF (3) COMPLIANCE REQUIREMENT: Failure to provide the Experience Matrix in the Government[1]provided format will render the Offeror's proposal non-compliant, and it will not be further evaluated nor considered for award of an executed BOA. (b) The Offeror must provide its recent and relevant experience, as a measure of the likelihood to ensure proper execution of any orders awarded under this BOA. (1) Experience shall be provided on the Experience Matrix. The Government does not require additional documentation for experience other than a completed Experience Matrix; additional documentation, if submitted, will not be evaluated by the Government. (2) Offerors shall identify no more than five (5) recent and relevant construction projects, performed with three

(3) years of the release of this solicitation. At least one of the contract references submitted must have been performed by the Offeror.

a. Past experience from the two entities that formed the JV will suffice.

15. Can the Government provide an estimate of how many BOA’s will be issued?

a. There will not be a limit to the number of BOA holders.

16. Will the Government consider creating additional Contractor pools? For example;

8(a), HUBZone, Total Small and Unrestricted.

a. No additional contractor pools will be added.

17. Can the Government provide an estimated amount of the per year magnitude of orders to be issued?

a. Information for each project is available in the Annual Project Synopsis attachment.

18. Statement of Work section 3.1.2 Key Personnel lists several positions including, Design Program Manager and Design Project Manager. Section 3.2 Additional Capabilities paragraph 3.2.1 Design/Drafting describes the Design Team and provides that they may be part of the Contractor’s design staff or design subcontractor. Is it agreeable that the Design Program Manager and Design Project Manager may also be a part of the Contractor’s design staff or design subcontractor?

a. Yes, it is agreeable.

19. Page 24 OF 26, Paragraph M.1.1 states: “The Government will execute a BOA to any Offeror whose proposal complies with the BOA Invitation requirements and is determined to be Technically Acceptable.” This statement implies that there will be an unlimited number of participants in the BOA (MACC) “pool” as long as each firm is deemed technically acceptable. It has been this firm’s experience that expanding the number of IDIQ program participants beyond six or seven prime contractor participants results in lower participation over the life of the contract because of the considerable effort required to consistently prepare task order proposals and the reduced opportunity to secure an award in order to defray the recurring proposal costs. Please advise if there will be a limit to the number of BOA participants. If so, what will be the number of participants in the “pool”?

a. There will not be a limit to the number of BOA holders.

20. RFP Page 24 of 26 states: “An Offeror that cannot self-perform one or more construction tasks must clearly identify its subcontractors by company name and supported functional area(s). Entities identified to perform a specific functional area must provide corresponding experience as detailed in Section M.2.6.” We respectfully request that the Government set parameters for the construction tasks and functional areas for which subcontractors must be named and corresponding experience must be provided. Will the Government consider limiting subcontractors to these significant scopes: Lead Design Firm, mechanical, electrical, site work, structural steel, and fire protection?

a. This list does not have to be all encompassing, but is meant to demonstrate the contractor’s ability to develop and maintain professional working relationships required to meet project milestones and to complete projects on cost/on time.

21. It would be good to confirm in the RFP that the USAF can use Best Value as well as LPTA criteria for task order awards (depending upon the requirements of the task order).

a. Best Value or LPTA may be used at the order level.

22. Can the government please clarify the following statement? Are we to submit up to 3 Subcontractor project examples, OR for each subcontractor, we can submit up to 3 project examples:

a. Up to 3 project samples for each subcontractor.

23. The small business size is <25M and that's fine, but the bonding requirement is 4M single and 20M Aggregate and that seems really high for small businesses of that size, other than a few local and out of state contractors. Is this a mistake or is this the correct bonding limit requirements?

a. Bonding limit is correct.

24. The SF 1442 indicates that the date for proposal submissions is May 21, but beta.sam indicates offers are due on May 14. Please confirm the correct date for proposal submission.

a. Please see formal solicitation posted with this RFIs and Answers document.

25. Paragraph L.5.2.1(b)(1) states “An Offeror that cannot self-perform specific construction tasks must clearly identify its subcontractors, by company and supported functional area(s).” Because the potential nature of the projects issued under this BOA are potentially large, please specify what construction tasks we should identify in this section.

a. This requirement only applies to subcontractors that will perform a significant amount of work for your company, based on the projects projected in the Annual Project Synopsis.

26. The requirements for the QC Manager are listed under “TAFB General Specifications, Section 01 45 00 00.00.” However, the TAFB General Specifications were not provided with the solicitation. Please provide the requested specification file.

a. TAFB General Specifications will be available at the order level.

27. Are we allowed to provide cover pages for each of the requested files? If so, are cover pages outside of the stated page limitations?

a. Only the BOA invitation cover page is required. Additional cover pages will be part of the stated page limitation.

28. Will all contractors that meet the minimum qualifications become a BOA Holder, or is there a limit to the number of firms that will be qualified? If there is a limit, what is that number?

a. Any contractor that provides a technically acceptable proposal will be issued a

BOA.

29. Are BOA Holders required to bid every project that TAFB invites them to bid?

a. No, please see Section 13, paragraph 3 of the SOW.

30. Will every project require a full-time, on-site Safety Officer?

a. Project Site must be monitored daily (where work is being performed). Please see the SOW Section 3.1.2.3, and specifications, for additional information.

31. Will every project require a full-time, on-site Quality Control Manager?

a. Project Site must be monitored daily (where work is being performed). Please see the SOW Section 3.1.2.2, and specifications, for additional information.

32. Based on an old (dated 8/17) copy of Section 01 45 00.00 10 Para.3.2.1, page 2 a.

states "Include a CQC Manager that reports to the project superintendent".

Solicitation Section L Para. 5.2.3 (b) 2, page 21 of 26 states to provide adequate demonstration that the quality control organization reports directly to the corporate quality office and operated independently of the Project Management Office, the Project Manager, and/or any superintendents responsible for the direct oversight of individual orders. Please clarify.

a. Solicitation information applies as specifications have been updated since 2017, and all BOA projects will require the 3 phase inspection as stipulated in the SOW.

33. Based on an old (dated 8/17) copy of Section 01 45 00.00 10 Para. 3.4.1, page 3 states "The Contractor's CQC staff maintains a presence at the site at all times during progress of the work". Statement of Work Para. 3.1.2.2, page 9 of 46 states "The QCM/Alternate, or designated assistant/technician shall monitor each active project site (i.e., where work is being performed) daily to ensure full compliance with all safety requirements, and verify that the materials and workmanship are in accordance with the approved shop drawings, material submittals and technical specifications". Please verify that the QCM staff is to be onsite at all times work is being performed.

a. IAW Section 01 45 00.00 10, the Contractor's QC staff maintains a presence at the site at all times during progress of the work and have complete authority and responsibility to take any action necessary to ensure Contract compliance. The QC staff will be subject to acceptance by the Contracting Officer.

34. If the answer to the above question is yes, and the Government is requiring multiple Contractor personnel onsite at all times, will the Government provide a monetary threshold where this will be required (ie $2,000,000 or greater)?

a. Negative; applicable for projects.
