MULTIPLE AWARD CONSTRUCTION BASIC ORDERING AGREEMENT (MACB)
FOR GENERAL CONSTRUCTION SERVICES
STATEMENT OF WORK (SOW)
1. DESCRIPTION OF WORK
1.1 Background
Tinker Air Force Base (TAFB) is centrally located in Oklahoma, approximately five (5) miles east of Oklahoma City, in southeast Oklahoma County. TAFB occupies about 5,500 acres of land, to include 458 buildings encompassing 18.7M square feet.
TAFB is home to the Air Force Sustainment Center (AFSC) Headquarters, and includes a large industrial complex that performs overhaul functions on numerous airframes, engines and accessories, as well as software support. TAFB is also home to three major flying wings: Air Force Air Combat Command's (ACC) 552d Air Control Wing; Navy’s Strategic Communications Wing ONE; and the Air Force Reserve Command’s (AFRC) 507th Air Refueling Wing. Other major associate Units on TAFB include the 38th Cyberspace Engineering Installation Group (CEIG) located just east of Douglas Boulevard and the Defense Logistics Agency's (DLA) Defense Distribution Center Oklahoma City.
The facilities on base range from large industrial buildings which support overhaul and testing of aircraft, aircraft parts, engines and airframes to office space, warehouses, computer facilities, dining facilities, dormitories, medical facilities and other community support facilities such as the base exchange and commissary.
The utilities on base include but are not limited to water supply, storage and distribution;
electrical distribution (owned and operated by Oklahoma Gas & Electric (OG&E)) and backup generators; natural gas distribution; sanitary and industrial waste sewage collection and treatment; storm sewers; facilities for the generation and distribution of steam, chilled water, and compressed air; and Petroleum, Oil, and Lubricants (POL) storage and hydrant fueling.
1.2 Program Description
The MACB for General Construction Services is a written instrument of understanding, negotiated between a Tinker AFB contracting and a contractor who will be required to accomplish a broad range of sustainment, maintenance, repair, alteration/renovation, and minor construction projects affecting real property facilities at Tinker Air Force Base, Oklahoma.
Work performed under this agreement will be complex in nature, require multiple construction trades, and may require detailed engineering design performed by licensed/registered Engineers and Architects.
The TAFB MACB Agreements primary goal is to expedite order award by reducing 72 ABW/CE design work and acquisition lead time.
As projects are identified, the Government will issue an Order Proposal Request (OPR) that will describe the Government’s requirements for each project how contractors' subsequent proposals shall be submitted. At the conclusion of the proposal process, projects will be awarded as Orders against the Basic Order Agreement.
1.3 Classifications of Work
Project classification will fall within one of the following categories: Design-Build, Partial Design-Build, or Construction Only. Classification will be defined in the OPR for each individual project.

1.3.1 Design-Build
Under this method, the Contractor provides both the design and construction services for a project; in the Design-Build process, final design solutions are provided by the Contractor, not the Government.
The Government will provide a SOW, drawings, and other preliminary documents as necessary to establish requirements for the work to be accomplished; these documents will be equivalent to a 15% or greater design effort. If awarded the Order for the project, the Contractor will complete the design to the 100% level, to include drawings, specifications design analysis, and other documentation as required by the Government. During design, Contractor will provide interim (35-65%), and pre-final (95%) and final (100%) design submissions for government review, comment, and approval.
Upon completion of design, and acceptance by the Government, Contractor shall commence with construction in accordance with approved design and the order requirements.
Design-Build projects may be further classified as follows:
1. Conventional Design-Build: The process by which the Contractor provides a complete design before construction activity begins.
2. Fast-Track Design-Build: The process by which the Contractor provides a complete design;
however, construction may begin at a mutually agreed point prior to completion of the design.
1.3.2 Partial Design-Build
Under this method, the Government provides the design; the contractor will be required to further develop portions of the design and provides construction services for a project. This method will be generally be utilized for non-complex or repetitive work types of projects where full design cost and effort is not warranted.
The Government will provide a SOW, drawings, and other documents as necessary to establish requirements for the work to be accomplished; these documents will be equivalent to a 35% or greater design effort. If awarded the Order for the project, the Contractor shall complete the additional design efforts required by the SOW to produce a set of working documents for use during construction.
The extent of the Contractor's design effort will depend upon the complexity of each project;
generally the design effort will not require the services of a registered architect (RA) or licensed professional engineer (PE). In those instances when the Government determines professional certification of the design is necessary, the requirement will be indicated in the project SOW.
Examples of work requiring RA/PE certifications include: life safety plans; fire suppression and alarm plans; and pre-engineered structures.
Upon completion of design, and acceptance by the Government, Contractor shall commence with construction in accordance with approved design and the order requirements.
1.3.3 Construction Only:
The Government will provide a 100% design package, including SOW, drawings, specifications, and other documents as necessary to establish requirements for the work to be accomplished.
If awarded the Order for the project, Contractor shall commence with construction in accordance with the design and the order requirements.

2. WORK BY THE GOVERNMENT
The Government is not obligated to issue any particular type of work under this agreement and reserves the right to accomplish work using Government workforces or by other contracts as the Government deems necessary or desirable, and to do so will not breach or otherwise violate this agreement.
3. PERFORMANCE CAPABILITIES
The Contractor is required to furnish all materials, labor, plant, tools, transportation, equipment, testing services, quality control and incidentals necessary to design and construct complete and fully operational systems. The final product provided by the Contractor shall conform to Government-accepted commercial/industrial quality standards with regards to fit, finish, form and function as detailed in each OPR Statement of Work; the OPR Technical Specifications; and industry standards as typically referenced to and utilized by the trades industries.
The Contractor shall provide sufficient technical support and project management to assure quality and completeness of responses to OPRs; process submittals in a timely manner;
accommodate a number of concurrent ’active‘ projects; assure quality and safety for construction projects in progress; and perform according to schedule.
At a minimum, the Contractor shall maintain the following management and technical support capabilities throughout the duration of this agreement.
3.1 Contractor Personnel
3.1.1 General Requirements
The Contractor shall ensure that employees and subcontractor employees have current, valid licenses and certifications necessary to perform their functions. Any cost or time associated with obtaining licenses or certifications shall be at the Contractor’s expense. Identification badging instructions will be addressed upon award of the Basic Agreement.
The Contractor shall not employ any person who is or was an employee of the US Government if the employment of that person would create a conflict of interest.
Personnel shall be easily recognized as a contract employee or sub-contractor. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges that contain the company name and employee name. The badge shall be displayed on the outer clothing, on the front of the body between the neck and waist and must be visible at all times. The badge shall clearly identify the individual as a contract employee.
3.1.2 Key Personnel
The Contractor shall, at a minimum, provide the following key personnel. One Contractor employee may hold up to two (2) key positions; exceptions are noted below (e.g. a project superintendent cannot fulfill the role of the quality control manager). Contractor employees holding more than one key position must meet the minimum requirements for both positions.
The contractor shall ensure that key personnel have the required experience listed below.
Exceptions or variances to experience requirements must have prior approval from the Contracting Officer

(CO)/Contracting Officer's Representative (COR). Exceptions/variances will be considered where the contractor can demonstrate comparable experience and/or competency.
Forward any requests for variance to the CO; include resumes for personnel, listing the qualifications to be considered (e.g. education, experience, professional certifications, etc.)
for each individual for whom a variance is requested.
Required experience levels shall be maintained throughout the duration of the agreement.
When personnel changes are required, resumes and a revised organization chart shall be submitted to the CO within five (5) business days of a vacated or filled position.
3.1.2.1 Contract Program Manager
The Contract Program Manager will be responsible for the overall performance of this contract.
The Contract Program Manager shall have a minimum of ten (10) years combined experience in the following positions: Project Superintendent, Quality Control Manager, Project Manager, Project Engineer or Construction Manager with general contracting firm engaged in multi-trade commercial construction contracts. The individual must have at least two (2) years' experience as a Project/Program Manager. The name of Contract Program Manager shall be designated in writing to the CO upon award of the Basic Agreement.
The Contractor may designate an Alternate Contract Program Manager(s) who may act on behalf of the Contractor when the Contract Program Manager is absent. Qualifications for the Alternate(s) are the same as for the Contract Program Manager. Alternate Contract Program Manager(s) shall be designated in writing to the CO.
The Contract Program Manager or Alternate shall have direct oversight of all project planning, design, and construction activities. The Contract Program Manager shall provide overall contract management, including full authority to develop proposals, negotiate and sign Orders, provide subcontract purchasing and administration, review material submittals and shop drawings, and shall attend all status meetings, site visits and pre-final/final inspections.
The CO must be able to contact the Contract Program Manager or Alternate by phone at all times. Throughout the life of this agreement, the Contract Program Manager or Alternate shall be available to meet with the CO at Tinker Air Force Base, Building 3 during standard business hours.
• Active Orders: within one (1) hour after notification by telephone.
• No Active Orders: within 24 hours after notification by telephone.
3.1.2.2 Quality Control Manager (QCM)
The QCM is responsible for management of the Contractor Quality Control Program. The QCM shall have the minimum qualifications set forth in the TAFB General Specifications, Section 01 45 00.00 10, Quality Control. The name of QCM shall be designated in writing to the CO upon award of the Basic Agreement.
The Contractor may designate an Alternate Quality Control Manager(s) who may act on behalf of the Contractor when the QCM is absent. Qualifications for the Alternate(s) are the same as for the QCM. Any alternates shall be designated in writing to the CO.
The QCM/ Alternate, or a designated assistant/technician shall monitor each active project site (i.e., where work is being performed) daily to ensure full compliance with all safety requirements, and verify that the materials and workmanship are in accordance with the
- 5 -approved construction drawings, shop drawings, material submittals and technical specifications.
The QCM shall coordinate and review all design submissions; material and shop drawing submittals, including those of subcontractors, offsite fabricators and suppliers; prepare QC reports; schedule and coordinate testing procedures; and attend all status meetings, site visits, and pre-final/final inspections.
For additional information regarding the requirements for Contractor’s Quality Control Program, refer to TAFB General Specifications, Section 01 45 00.00 10.
The QCM or Alternate(s) cannot be Construction Project Manager.
3.1.2.3 Site Safety and Health Officer (SSHO)
The SSHO is responsible for management of the Contractor Health and Safety Program (for purposes of this SOW, the Health and Safety Program is equivalent to Safety and Occupational Health Program in EM 385-1-1, U.S. Army Corps of Engineers Safety and Health Requirements Manual). The SSHO shall have the minimum qualifications set forth in EM 385-1-1. The name of SSHO shall be designated in writing to the CO upon award of the Basic Agreement.
The Contractor may designate an Alternate SSHO who may act on behalf of the Contractor when the SSHO is absent. Qualifications for the Alternate(s) are the same as for the SSHO. Any alternates shall be designated in writing to the CO upon award.
The SSHO or Alternate shall visit each active project site (i.e., where work is being performed) daily to ensure full compliance with all health and safety requirements.
When SSHO or Alternate is not on site, a Designated Representative (DR) may be used (reference EM 385-1-1). The SSHO, Alternate, or DR shall be at each project site at all times when work is being performed.
3.1.2.4 Design Program Manager
The Design Program Manager will be responsible for the overall performance of the design portions of this agreement. The Design Program Manager shall be licensed in the State of Oklahoma as a Registered Architect or Professional Engineer; the Design Program Manager shall have a minimum of ten (10) years’ previous experience in project management, with at least five (5) of those years managing design-build programs similar to the requirements of this agreement. The name of the Design Program Manager shall be designated in writing to the CO upon award of each individual Order.
The Design Program Manager shall provide direct oversite and overall management of the design process, including: coordinating day to day production; schedule adherence; quality control of all design submittals; verification that designs meet applicable codes and standards (including Air Force/DoD standards); review of material submittals and shop drawings; and answering construction RFIs related the design. The Design Program Manager shall attend all design status meetings, initial pre-design meetings and site visits; and design review conferences.
3.1.2.5 Project Superintendents
Superintendents are primarily responsible for managing and coordinating day-to-day production and schedule adherence for each individual Order.

Superintendents must have a minimum of five (5) years’ experience in construction with at least two (2) of those years as a superintendent on commercial projects similar in size and complexity to the requirements of the individual Orders. The individual must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance. The name of Superintendent shall be designated in writing to the CO upon award of each individual Order.
The Contractor may designate an Alternate Project Superintendent for each Order, who may act on behalf of the Contractor when the Superintendent is absent. Qualifications for Alternates are the same as for the Superintendent, except previous experience as a superintendent is not required; subcontractors will not be used as Alternates. Any Alternates shall be designated in writing to the CO upon award of each individual Order.
An individual Superintendent may be assigned to more than one Order; however, the Superintendent shall not be assigned to more than 5 active Orders unless approved by the CO.
The Superintendent shall visit each respective Order/job site daily. Alternates may only be assigned to a single Order/job site.
Either the Superintendent or the Alternate shall be at each project site at all times when work is being performed. The Superintendent must arrive at any particular job site within 30 minutes of telephone direction from the CO, Contract Specialist or Construction Inspector.
Superintendents shall provide on-site supervision, submit weekly progress reports for each Order; schedule and coordinate subcontractors and material suppliers; and attend all status meetings, site visits and pre-final/final inspections. The Superintendent or Alternate(s) cannot be the QCM.
The Superintendent or Alternate(s) can be the DR (reference paragraph SITE SAFETY AND
HEALTH OFFICER).
3.1.3 Additional Positions
At the Contractor's discretion, or as directed by the CO, the following positions may be added based on the quantity and/or complexity of awarded Orders:
3.1.3.1 Design Project Manager(s) (Design PM)
Design PM will be responsible for the overall performance of the design portions of individual Orders issued under this agreement. The Design PM shall be a degreed engineer or architect;
Design PM shall have a minimum of five (5) years’ design experience on projects similar in size and complexity. The name of the Design PM shall be designated in writing to the CO upon award of each individual Order.
The Design PM shall provide direct oversite and overall management of the design process for individual Orders, including: coordinating day to day production; schedule adherence; quality control of all design submittals; verification that designs meet applicable codes and standards (including Air Force/DoD standards); review of material submittals and shop drawings; and answering construction RFIs related the design. The Design PM shall attend all Order related design status meetings, initial pre-design meetings and site visits; and design review conferences.
3.1.3.2 Construction Project Manager (Construction PM)
The Construction PM will be responsible for the overall performance of individual projects/Orders issued under this agreement. The Construction PM shall have a minimum of ten (10) years’experience in construction with at least five (5) of those years as a
- 7 -superintendent on commercial construction projects similar in size and complexity. The name of the Construction PM shall be designated in writing to the CO upon award of each individual Order.
The Construction PM shall have direct oversight of project planning, design, and construction activities for individual Orders. The Construction PM shall provide overall project/Orders management, including: full authority to develop proposals, provide subcontract administration, review material submittals and shop drawings, and shall attend all status meetings, site visits and pre- final/final inspections.
An individual Construction PM may be assigned to more than one Order; however, the Construction PM shall not be assigned to more than 10 active Orders unless approved by the contracting officer.
The CO must be able to contact the Construction PM by phone at all times. Throughout the life of an individual Order, the Construction PM shall be available to meet with the CO, at Tinker Air Force Base, within one (1) hour of telephone notification during normal business hours.
3.2 Additional Capabilities
The Contractor shall also provide and maintain the following capabilities to support this contract:
3.2.1 Design/Drafting
The Contractor’s design capabilities are of utmost importance. The Contractor’s design staff or design subcontractor shall have multidiscipline design experience to execute a full range of design in accordance with Tinker AFB General Specification Section 01 33 16.00 10, Design Data (Design After Award). The contractor’s design team shall include architectural and engineering personnel with experience in the following disciplines: Civil, Land Surveying, Geotechnical (Soils Engineer), Architectural, Interior Design, Landscape Architecture, Structural, Mechanical, Electrical, Fire Protection, and Environmental.
Contractor will be required to provide as-built (record) drawings in accordance with the requirements of TAFB General Specifications, Section 01 78 00, Closeout Submittals.
All construction drawings, specifications, and design calculations produced by the MACB Contractor and design consultants shall be affixed with the stamp or seal of the Architect or Engineer of Record. Contractor shall utilize individuals and firms that are licensed/authorized to offer engineering or architectural services in the State of Oklahoma.
3.2.2 Cost Estimating
Provide estimating support capable of producing accurate quantity take-offs and detailed line-item cost estimates as described in section DETAILED COST PROPOSAL for multi-discipline construction projects within the time constraints specified.
3.3 Subcontractors
All subcontractor firms shall be licensed in the State of Oklahoma in their specialty where required.
4. MANAGEMENT PLAN
Included in the Contractor’s response to the initial Solicitation must be a management plan detailed as follows:

4.1 Home Office Management and Support
Describe the home office organization, responsibilities and lines of authority established for the agreement. Describe plan for managing subcontract acquisition, execution, and administration.
Describe material purchasing system and capabilities. Describe resources available and capabilities to support this agreement concurrently with other on-going or new work, including capabilities to manage and execute several concurrent orders.
4.2 Organizational Chart
Include an organizational chart detailing the organization described in the proposal, including the required positions described in section CONTRACTOR PERSONNEL. Include names of personnel assigned to the required positions; proposed subcontractors; and their areas of responsibility. Clearly delineate on-site from off-site personnel.
Upon award of the agreement, the organizational chart shall be updated and provided to the CO monthly, by the last day of the month. In addition to the information discussed above, the updated organizational chart shall also include contact information for personnel in required positions; indicate vacant required personnel positions in the organization; and provide a list of assigned Orders for each designated Project Superintendent.
4.3 Support for Orders
Describe capability and commitment to support an on-site management team, including a sole source of responsibility for both design and construction of any Orders. Describe how they will manage, supervise, and coordinate the subcontractor’s work and who in the organization will be responsible for this management and coordination. Discuss which resources are available but will not be present at the site. Describe the role of the design team in response to an Order.
Describe how warranty support, unforeseen site conditions, design errors, etc. for individual Orders will be handled by your organization.
5. DESIGN REQUIREMENTS
When Partial Design-Build or Design-Build are specified as the execution by the SOW, the Contractor shall execute design in accordance with Tinker AFB General Specification Section 01 33 16.00 10, Design Data (Design After Award). All design and construction accomplished pursuant to this agreement shall fully comply with the Government’s design requirements as well as the most current governing codes, TAFB General and Technical Specifications.
5.1 Minimum Guidance Documents
The Contractor, as a minimum, is required to comply with the current editions of each of the following publications for design of each Order; codes/standards/regulations referenced by these publications are included to the extent referenced. The term “current” is to be understood to mean “Most current as of date of the issuance of the OPR.
Tinker AFB Facility Standards and General Specifications are updated annually. Electronic copies of the most current edition of these standards are included as attachments to this SOW (reference Section GOVERNMENT FURNISHED DRAWINGS, SPECIFICATIONS & ATTACHMENTS below); any updates to these standards and/or specifications will be included as attachments to the individual Orders.

5.2 Design Submittals
5.2.1 Preliminary Design (35% Design)
The preliminary design shows the essential components of the proposed design and conveys that the Contractor fully understands the Order requirements and has included all elements of work to complete the project.
The documents shall include the following minimum information, as applicable to the project:
• Changes necessary to comply with Government comments/scope refinements resulting from the initial design conference;
• Site plans, floor plans, elevations, building sections, and wall sections that have been further developed from preliminary documents provided by the government
• Locations of existing and new equipment for mechanical, plumbing, electrical, etc.
• Single line schematic drawings for mechanical, plumbing, electrical, etc.
• Preliminary schedules for mechanical, plumbing, electrical, etc.
• Listing of proposed specification sections for the project
• Design analysis that includes design narrative and analysis including code analysis by all disciplines;
• Listing of Government furnished materials
• Copies of previous design review comments and responses; previous meeting minutes;
and documentation of any other communication between the Government and the Contractor that influenced the design.
5.2.2 Intermediate Design (65% Design)
Intermediate design builds upon the 35% design and demonstrates that design development is in full progress. Intermediate Design begins after Government approval of the Contractor’s responses to the Government’s review comments on the Preliminary (35%) Design.

The documents shall include the following minimum information, as applicable to the project:
• Any changes necessary to comply with Government comments to the preliminary design
• Complete site and landscaping plans
• Architectural plans with complete floor and roof plans; elevations, building sections, wall sections; door/window/hardware schedules; interior/exterior finish schedules;
color boards; other details and notes as required
• Structural plans
• Mechanical, fire protection, plumbing, and electrical plans with details, notes, and complete equipment schedules. Equipment layouts showing clearances required for maintenance and/or code.
• Specifications in rough draft (edited, with all non-applicable information removed and all 'bracketed' items addressed; include all redlines and strikeouts)
• Submittal Register based generated from draft specifications
• Design analysis that includes design narrative and analysis. The design analysis shall include all design assumptions and calculations for all disciplines, code analysis by all disciplines, manufacturers’ material and equipment cut sheets for major equipment/fixtures
• Listing of Government furnished materials, equipment and property;
• Updated construction schedule to include any work phases to accommodate
Government operations;
• Copies of previous design review comments and responses; previous meeting minutes;
and documentation of any other communication between the Government and the Contractor that influenced the design.
5.2.3 Pre-Final Design (95% Design)
The pre-final design represents what the contractor believes to be a complete design, ready for construction to begin. Pre-Final Design begins after Government approval of the Contractor’s responses to the Government’s review comments on the Intermediate (65%) Design.
The documents shall include the following minimum information, as applicable to the project:
• Any changes necessary to comply with Government comments to the intermediate design
• Complete plans and specifications (redlines/strikeouts removed).
• Final Submittal register
• Final design analysis
• Color boards and finishes
• Final listing of Government furnished materials
• Final construction schedule to include any work phases to accommodate Government operations
• Copies of previous design review comments and responses; previous meeting minutes;
and documentation of any other communication between the Government and the Contractor that influenced the design
5.2.4 Final Design (100% Design)
Final 'issued for construction' versions of documents submitted for Pre-Final (95%) review.

The documents shall include the following minimum information, as applicable to the project:
• Any changes necessary to comply with Government comments to the pre-final design
• Sealed plans and specifications
• Sealed design analysis
6. QUALITY CONTROL
It is the Contractor’s responsibility to provide, inspect, and document the level of quality that has been established by the minimum standards of this Statement of Work (SOW). The QCM shall direct the execution of the Contractor’s QC Plan.
Quality control shall be executed in accordance with TAFB General Specifications, Section 01 45 00.00 10. The QC program shall include, but is not limited to the following:
6.1 Inspection System
The Contractor shall establish a three phase inspection system which monitors the execution of any task completed under this agreement. The Contractor must specify the areas to be inspected on a scheduled or unscheduled basis, how often inspections will be accomplished, and titles of the individuals who will perform the inspections.
6.2 Deficiency Prevention
The Contractor shall establish a method for identifying, correcting, and preventing future recurrence of quality deficiencies; this includes deficiencies within the same Order (i.e. a deficiency addressed in an initial phase of an Order shall not recur in follow-on phases) and in future Orders awarded to the Contractor.
6.3 Inspection Files
In accordance with Section 01 45 00.00 10, the Contractor shall maintain records of all required inspections conducted by the QCM and the necessary corrective actions taken. This documentation shall be submitted to the Government weekly (with the order progress reports) throughout the life of each Order.
7. STAGING AREAS
7.1 Staging Areas
A permanent on-base storage area will not be made available for Contractor owned material/equipment.
A Staging Area is not guaranteed however, as necessary for each Order, the Contractor shall make an official request and may be assigned an area located on or near each construction site to stage materials, store equipment and tools, and maintain miscellaneous items. If approved, the Contractor’s storage area shall conform to TAFB General Specifications, Section 01 50 00, Contractor Facilities, and shall be utilized for the purpose of this order only, or as authorized by the CO. All equipment, materials, supplies, etc. required to establish and maintain the staging area shall be at the Contractor’s expense. Portable buildings and structures may be used in these staging areas; however, the space shall not be used for occupancy. The assigned area must be fenced in accordance with specification Section 01 5000.
All Contractor supplied materials and equipment are the sole responsibility of the Contractor.
The Government is not liable for the theft, vandalism, or damage (to include acts of God) of any Contractor supplies, equipment or property. The Contractor shall take necessary steps to secure his materials and protect all equipment from damage.

8. START-UP PERIOD
The first thirty (30) calendar days following award of the basic agreement shall be designated as a start-up period, after which the Contractor shall have all equipment and personnel in place to fully execute the requirements of this agreement.
9. DOCUMENT REQUIREMENTS
All documents shall be submitted in accordance with TAFB General Specifications, Section 01 33 00, Submittal Requirements.
The Contractor shall submit all documents electronically via optical disk, e-mail, or a file transfer service, unless noted otherwise in the Order or as directed by the CO. This requirement is in addition to any other requirement throughout this agreement. If any other specification or section requires hard copy documents, the Contractor shall submit these documents in both hardcopy and electronic copy to the CO unless directed otherwise by the CO.
All documents submitted by the Contractor requiring a signature shall be submitted to the CO with an electronic digital signature. All documents submitted by the Contractor requiring further action and signature by the Government shall be capable of being digitally signed and saved by the Government representative(s) as required.
9.1 DOCUMENT FORMAT
9.1.1 Specifications/Reports/Material Submittals
Specifications, design analyses, reports for calculations, material submittals, warranty information, and similar documents shall be letter sized 8-1/2 inches x 11 inches, submitted in Adobe Acrobat (.pdf) format. Black and white documents are preferred but color copies will be accepted if they are necessary to convey intent.
9.1.2 Drawings
All drawings produced by the Contractor shall be created utilizing Computer-Aided Design and Drafting (CADD) software. The drawing files shall be in AutoCAD (.dwg) format and adhere to the drawing standards contained in Tri-Services A/E/C CADD Standard Release 6.0.
Drawing size shall be ANSI D sized 22 inches x 34 inches. Drawing scale shall be at least 1 inch=30 feet for civil/site drawings and 1/8 inch =1 foot for all other plan drawings; text and other non-scale annotation elements shall be sized to produce clear and legible prints at half-size. Contractor shall use English scales and dimensions.

Drawings submitted by the Contractor shall be .pdf format; in addition, final design drawings and as-builts record drawings shall be submitted in .dwg format. Hard copy submittals shall be printed at half-size 11 inches x 17 inches.
Reference TAFB General Specifications, Sections 01 33 00; 01 33 16.00 10; and 01 78 00, Closeout Submittals, for additional requirements regarding developing and submitting design, shop and as-built drawings.
9.2 FILE NAMING CONVENTIONS
All documents submitted by the Contractor shall follow a standardized file naming convention as indicated below. File naming conventions shall be strictly adhered to and may only be modified by the Contracting Officer. File names shall have no spaces.

10. CORRESPONDNENCE
All electronic correspondence related to the awarded agreement shall be addressed to the CO, Contract Specialist, Government PM, Construction Inspector, the COR, and the respective organizational workflow accounts. Hardcopy correspondence will be addressed to the CO and the Contract Specialist.
Contact information for the above will be provided at the Pre-Construction meeting.
All electronic correspondence from the Contractor regarding a specific project shall follow a standardized subject line naming convention. Subject line for all electronic correspondence shall be as follows:

11. COMMUNICATION
The Contractor shall ensure that the PM, designated Alternate PMs and the Project Superintendents can be contacted at any time by telephone throughout the period of this agreement.
Contractor shall include contact information for all required positions in the monthly updated organizational chart, as required in section MANAGEMENT PLAN.
12. JOBSITE VERIFICATION / GOVERNMENT-FURNISHED RECORDDRAWINGS
The Contractor is responsible for researching the Government provided as-built drawing files for preparation of their proposals and subsequent design/construction activities. Additional record drawings, showing existing facilities and underground utilities, are available to the Contractor through the 72 ABW Civil Engineer Directorate, Engineering Support Section.
The Government does not guarantee the accuracy or adequacy of existing as-built/record drawings. The Contractor is REQUIRED to verify all dimensions and actual conditions, including availability/suitability of potential mechanical/electrical tie-ins identified by the Government, when developing proposals and subsequent design/construction activities.
If required, escorts for secure areas will be provided upon notification to the CO.
Failure to verify the dimensions and actual conditions will be at the Contractor’s risk and shall not relieve the Contractor of responsibility for any design work performed by the Contractor, and will not give the Contractor a basis for reimbursement of cost increases. The Contractor’s construction drawings must show existing conditions in the project area.
13. ORDERING PROCEDURES
As the need arises for performance under the terms of this agreement, an OPR will be issued which includes a SOW, drawings, specifications (if available), submittal register, bid schedule, and other documentation as required to communicate the Government's requirements. The OPR will also specify date for site visit, evaluation factors to be used for award of the Order, and required proposal response time.
After award of initial agreements, it is the Government’s intention to allow all MACB contractors compete for OPRs. However, the Government will set-aside, for small businesses, OPRs with a magnitude of construction less than or equal to $25M and on a full and open basis for OPRs with a magnitude of construction more than $25M.
Submission of proposals in response to all OPRs is not required; however, contractors are required to notify the CO within two days of the required response date that the contractor will not be submitting a proposal.
The Government reserves the right to withdraw the OPR at any time prior to award. In the event the Government cancels an OPR, the Government has no obligation to reimburse the Contractor for any costs associated with site visits, proposal preparation, or exchanges.
13.1 Project Documents
For each project, the Contractor will be furnished with one electronic copy of the SOW, drawings, specifications (if available), and a submittal register. The level of the design provided to the Contractor shall be anywhere from a basic concept to a complete design package. The

Contractor may reproduce the drawings and specifications at the Contractor’s own expense if additional copies are needed. The Contractor shall check all drawings and specifications immediately upon receipt for discrepancies and notify the CO immediately of any/all discrepancies found in the form of a Request for Information (RFI).
13.2 Site Visit
The site visit date will be established by the CO in the OPR. The Contractor and all subcontractors shall attend the site visit and obtain all necessary measurements and information to develop and produce a complete and accurate proposal. The scope validation/site visit discussions will include:
• Necessary refinements for Contractor-furnished scope requirements
• Methods and alternatives for accomplishing work
• Requirements for plans, sketches, drawings, etc.
• Access to the facility/project site, work hours, etc.
• User impacts
• Phasing or work sequence
• Security requirements
• Utility outages
• Airfield Waivers, Permits, Excavation
• Temporary protection of Government property
• Debris and trash disposal
• Fire protection and alarm scope
• Noise and dust control
• Environmental Impacts/Asbestos, Lead, PCB, SWPPP
• Special Requirements specific to project such as applicable codes and regulations
Questions or clarifications concerning information presented during the site visit should be directed to the Contract Specialist/CO in the form of a RFI. RFIs will be due within five (5) work days after the site visit is accomplished; or as directed by the CO.
13.3 Contractor’s Proposal
Contractor's proposal shall be submitted IAW with this SOW and the OPR. Proposal preparation time will start from the date of the site visit; receipt of all RFI responses; or as directed by the CO. Depending on the complexity of a project, proposal due dates may be discussed/negotiated at the site visit. General expectations for proposal turn around are categorically listed below:
1. Routine: For Partial Design/Build projects, proposals shall be submitted to the CO within ten
(10) workdays after the site visit. For Full Design/Build and Bid/Build projects, proposals shall be submitted to the CO within thirty (30) calendar days. Projects will be classified as "Routine" approximately 80% of the time.
2. Urgent: For Partial Design/Build projects, proposals shall be submitted to the CO within three (3) workdays after the site visit. For Full Design/Build and Bid/Build projects, proposals shall be submitted to the CO within ten (10) workdays. Projects will be classified as "Urgent" approximately 15% of the time.
3. Emergency: For Partial Design/Build projects, proposals shall be submitted to the CO within eight (8) hours after the site visit. For Full Design/Build and Bid/Build projects, proposals
- 17 -shall be submitted to the CO within two (2) workdays. Projects will be classified as "Emergency" approximately 5% of the time.
13.4 Proposal Package
The proposal package shall comply with the Government’s OPR as well as ensure that all proposed work will comply with governing codes, regulations and the Technical Specifications.
The Contractor’s proposal package shall be submitted electronically (except as indicated) and include the following documents:
• Cover Sheet
• Project Narrative
• Detailed Cost Proposal
• Proposal supporting documentation
• Estimated construction timeline
