About this file

This Request for Offers document is issued by Marion County Public Works for the purchase and removal of recovered timber from Niagara County Park in Gates, Oregon. Following the September 2020 Beachie Creek Wildfire, hazardous trees were felled, stacked, and decked on-site. The County solicits offers from qualified third-party firms to purchase, load, and haul all decked timber off-site within three months of purchase agreement execution. An optional pre-offer conference was scheduled for 1:00 PM on November 1, 2021, at the Park to allow potential offerors to inspect timber condition and quantity. Self-guided inspection appointments were also available by contacting the point of contact. Offers were due by 1:00 PM on November 19, 2021, submitted via email, mail, or hand delivery to James Wharton-Hess at Marion County Public Works, 5155 Silverton Rd. NE, Salem, OR 97305. The salvage timber assessment identified a gross volume of approximately 733 thousand board feet (MBF), comprising an estimated 95 percent Sawlog quality (698.5 MBF) and 5 percent Pulp quality (34.5 MBF), with the majority of logs measuring 40 feet in length.

The County will award timber to the highest bidder based on price per 1,000 board feet, with separate pricing categories for Sawlog and Pulp quality timber as determined by destination Log Scaling Bureau reports. Final payment will be a lump sum calculated using the bid price multiplied by the actual volumes confirmed by scaling reports, due within 30 days of invoice receipt. The successful Offeror must assume full responsibility for any site damage, complete a purchase agreement with Marion County, and carry automobile liability insurance with minimum limits of $500,000 per occurrence for single claimants and $1,000,000 per occurrence for multiple claimants, including coverage for owned, hired, or non-owned vehicles. No set-asides or incumbent information is specified. The County reserves the right to reject all offers at its sole discretion.

SALVAGE TIMBER ASSESSMENT

Overview:

Logs are cut to sawlog lengths and piled along a park road running adjacent to and just south of Highway 22. In general, the Douglas-fir logs show some signs of damage but are in relatively good condition overall.

Log Conditions:

Moderate checking was seen on most Douglas-fir logs. Burn damage was seen on the bark but rarely below. Defect of 1-3” was taken on all logs that showed burn damage below bark, had logging damage, or had worse-than-moderate checking. Logs with severe checking or cracks were called cull (no value). All defect, pulp and cull accounted for 4% of the gross volume. Defect was removed from the sawlog volume estimates above (only net volumes are shown). Western redcedar showed severe weather damage and it was assumed that logs of this species are no longer sellable as sawlogs.

Results:

Gross volume calculated on all logs was 733 MBF (thousand board feet). Of this, 699 MBF of Douglas-fir was of sawlog quality. Other species of merchantable quality were not found. 1570 logs were counted from piles spanning the park. Of these, it is estimated that 1510 logs were of sawlog quality. I estimate that 30 MBF of logs counted as no. 2 sawmill are of peeler quality. The majority of logs are 40’ in length (571 of 699 MBF sawlog volume). A tally of logs by length is listed above as well as a breakdown by grade.
