Addendum 01 to Tillamook County Courthouse Roofing Project

This is Bidding Addendum No. 01, issued by Certa Building Solutions on behalf of Tillamook County for the Tillamook County Courthouse roofing renewal project located at 201 Laurel Avenue, Tillamook, Oregon 97141 (CBS Reference OR24-084). The addendum incorporates clarifications and revisions resulting from a mandatory pre-bid walk-through conducted on June 18, 2026, and subsequent design review. The project scope encompasses comprehensive renewal of the low-slope roofing assembly with an adhered system including air and vapor barrier membrane, polyisocyanurate insulation to meet Oregon Energy Efficiency Specialty Code requirements, rigid coverboard, and single-ply thermoplastic membrane with slope to drain. The addendum approves thirteen roofing membrane alternates for bidding purposes, including products from Carlisle Syntec, Duro-Last, Elevate, IB Roof Systems, Polyglass, Soprema, and Versico, all at 60-mil thickness. The addendum provides supplemental information for infill at previously abandoned curbs, specifying the use of preservative pressure-treated 2x6 nailers, Simpson Strong-Drive fasteners, APA span-rated plywood sheathing, and Heavy Duty Construction Adhesive. The required completion date has been extended from October 1, 2026 to November 15, 2026. The bid submission deadline remains June 30, 2026 at 2:00 p.m., with bids to be opened and read aloud at 2:05 p.m. in Commissioners' Meeting Room 106.

A limited asbestos survey conducted by G2 Consultants on April 16, 2026, sampled nine materials across four areas of the low-slope roof zone and determined that no asbestos-containing materials were present in quantities greater than 1%. The existing roof assembly consists of approximately 1 inch of composite roofing, less than 1 inch of rigid foam, and an existing concrete deck. All approved alternate membrane substitutions are contingent upon full compliance with contract documents, and contractors submitting bids with alternate membranes must include costs for roof-grade reinforced flashings, roof-grade primed gypsum coverboard, and roof air and vapor barrier membranes as required by the project specifications. The addendum includes site photographs documenting existing conditions including curb elements requiring height increases, an existing masonry chimney to remain, an in-service roof access door requiring modification, existing passive turbine vents to be abandoned, abandoned equipment curbs requiring demolition and closure, in-service antenna masts and anchorage plates to remain with flashing, in-service skylight skirt flashing assembly requiring removal and replacement, and parapet areas requiring roofing and metal cladding replacement. The project is subject to Oregon prevailing wage requirements, and sealed bids must include a bid bond or certified check of at least 10% of the total bid price.

Re: Tillamook County Courthouse Roof Project - PVC Roof Membrane Substitution Request – Soprema Sentinel P150 HFB

Dear Ms. Hagerty:

This letter serves to document our response to the recent substitution request received for the upcoming roof rehabilitation project at the Tillamook County Courthouse.

The substitution request proposes to consider the use of 60-mil, fleece-backed Soprema Sentinel

P150 HFB Membrane (P150 HFB) in lieu of the specified Basis of Design Alternate 1, 60-mil fleece-backed Sika Sarnafil G410 Feltback (Alternate 1 – Adhered), and 60-mil, Soprema Sentinel P150 (P150) in lieu of the specified Basis of Design Alternate 2, 60-mil Sika Sika-Plan (Alternate

2 – Induction Welded) as specified in the project specifications.

The proposed product system by Soprema is generally comparable in performance metrics to the specified system and Certa finds this to be an acceptable alternate for consideration for alternate pricing as captured in the Project Manual. The substitution request does not include a

PMMA flashing so this should be included in cost calculations.

Please do not hesitate to reach out in case you have any questions or concerns.

Re: Tillamook County Courthouse Roof Project - PVC Roof Membrane Substitution Request – Soprema Sentinel P150 HFB

Dear Ms. Gilda:

This letter serves to document our response to the recent substitution request received for the upcoming roof rehabilitation project at the Tillamook County Courthouse.

The substitution request proposes to consider the use of 60-mil, fleece-backed Versico

VersiFleece PVC Reinforced Membrane in lieu of the specified Basis of Design Alternate 1, 60-mil fleece-backed Sika Sarnafil G410 Feltback (Alternate 1 – Adhered), and 60-mil, Versico

VersiFlex PVC Membrane in lieu of the specified Basis of Design Alternate 2, 60-mil Sika Sika-

Plan (Alternate 2 – Induction Welded) as specified in the project specifications.

• While not included with the technical documents related to this substitution request, the requirement for roof-grade, reinforced, cold fluid-applied flashings at select penetrations and transitions, as indicated in the Certa project documents, remains.

• If the manufacturer does not offer such a product (PMMA, PUMA, etc.) they will need to seek the use of another manufacturer’s suitable product and ensure in writing that the use of the product will maintain a warrantable completion.

• The methodology related to roof-grade liquid flashings is captured in the project specifications and drawings and is expected to be reflected in the contractor pricing.

Post award, a change order will not be considered for the installation of these items.

While published performance information may qualify for a substitution based solely on ASTM compliance and testing data The Owner should be aware that pricing the proposed membrane along side a premium PVC membrane system does not represent an equivalent basis of comparison and formulation differences and long-term performance characteristics result in materially different durability and risk profiles.

Re: Tillamook County Courthouse Roof Project - PVC Roof Membrane Substitution Request – Elevate SBS Premium FR/Glass Torch Base and Elevate Max PVC

Dear Ms. Gilda:

This letter serves to document our response to the recent substitution request received for the upcoming roof rehabilitation project at the Tillamook County Courthouse.

The substitution request proposes to consider the use of:

• Elevate SBS Premium FR Torch with Elevate SBS Glass Torch Base in lieu of the specified Basis of Design, Soprema Sopralene Flam FR GR with Soprema Sopralene

Flam 180 SBS modified bitumen multiply roof system, as specified in the project specifications section 07 52 16.

• 60-mil, fleece-backed Elevate Max PVC XR in lieu of the specified Basis of Design

Alternate 1, 60-mil fleece-backed Sika Sarnafil G410 Feltback (Alternate 1 – Adhered), as specified in the project specifications section 07 54 00 – Alternate 1.

• 60-mil, Elevate Max PVC in lieu of the specified Basis of Design Alternate 2, 60-mil Sika

Sika-Plan (Alternate 2 – Induction Welded) as specified in the project specifications section

07 54 00 – Alternate 2.

The above-mentioned product substitutions are comparable to those listed in the respective project manual sections but we have noted the following points:

• The requirement for roof-grade, reinforced, cold fluid-applied flashings at select penetrations and transitions, as indicated in the Certa project documents, remains. Certa understands that Elevate manufactures a PMMA accessory flashing membrane compatible with the proposed membrane systems.

• While not included with the technical documents related to this substitution request, the requirement for roof-grade primed gypsum coverboard, as indicated in the Certa project documents, remains.

• While not included with the technical documents related to this substitution request, the requirement for roof air and vapor barrier membrane (and temporary roof membrane), as indicated in the Certa project documents, remains.

Re: Tillamook County Courthouse Roof Project - SBS Roof Membrane Substitution Request – Polyglass

Dear Shyne:

This letter serves to document our response to the recent substitution request received for the upcoming roof rehabilitation project at the Tillamook County Courthouse.

The substitution request proposes to consider the use of Polyglass Elastoflex V HP/Elastoflex S6 G HP FR SBS roof membrane system in lieu of the specified Basis of Design, Soprema Sopralene

180 Sanded/Sopralene Flam 180 FR GR as specified in the project specification section 07 52

16/2.3.

There are notable differences between the proposed system and basis of design system. In particular, the proposed Polyglass system is an ASTM D6163 (for base sheet) and ASTM D6164

(for cap sheet) Type II membranes, which are higher density and thicker products than the specified.

The proposed product system by Polyglass is therefore considered a higher performer than that specified and Certa finds this to be an acceptable alternate for consideration for pricing as captured in the Project Manual.

Substitution request did not include accessories such as coverboard and board adhesive that are identified in the NDL Warranty Statement Letter.

Please do not hesitate to reach out in case you have any questions or concerns.

Tillamook County Courthouse - 201 Laurel Avenue, Tillamook, OR April 23, 2026

None of the suspect materials sampled as part of this limited survey were determined to be ACMs.

If any untested suspect materials are encountered during renovation activities, they should be assumed to be ACM and not disturbed, unless sampling and analysis of the materials proves otherwise.

Friability is determined by whether a material can be crumbled, pulverized or reduced to a powder by pressure of an ordinary human hand. The friability of materials listed in this report are based on the present state and actual conditions of the materials observed at the time of G2’s survey.

Materials listed as non-friable can become friable through impact or damage.

All identified and presumed ACM must be removed by a licensed asbestos abatement contractor, or other certified individual, prior to impact if they are to be disturbed during renovation activities. ACM remaining in the building should be managed in good condition, under an Operations and Maintenance Plan, and checked regularly for damage.

OR-OSHA requires a variety of actions when ACM is present in a commercial structure. These include labelling, warning signs, hazard communication and periodic inspections. All of the requirements of a building owner/operator with regard to asbestos can be found in Oregon Administrative Rules (OAR) 437, Division 2.

Any ACM likely to be disturbed during renovation or demolition activities, other than by incidental contact with no generation of debris related to other construction activities, should be abated by a licensed asbestos abatement contractor. Any activities conducted where the primary object of the activity is the removal of ACM must be conducted by a licensed asbestos abatement contractor or other properly trained individuals.

The National Emissions Standards for Hazardous Air Pollutants (NESHAPs) requires that all Regulated Asbestos-Containing Materials (RACMs) be removed from a building prior to demolition.

No materials were identified during this survey that contained 1% or less asbestos.

Recommended Response Actions

Asbestos-Containing Materials (ACM)

Any building material which contains asbestos in an amount greater than 1% is considered an ACM by the United States Environmental Protection Agency (EPA) and Occupational Safety and Health Administration (OSHA), and by the State of Oregon Department of Environmental Quality (DEQ) and the Oregon Occupational Safety and Health Division (OR-OSHA).

Asbestos-Containing Materials - 1% Asbestos or Less

Any building material which contains asbestos in an amount of 1% or less is considered asbestos-containing by OSHA and OR-OSHA. Although these materials are not considered ACMs, workers must be protected from exposure to asbestos, regardless of the percentage.

Tillamook County Courthouse - 201 Laurel Avenue, Tillamook, OR April 23, 2026

Many of the engineering controls and work practices required by the EPA and OSHA are applicable only to materials that contain greater than 1% asbestos. However, OSHA has established work practice requirements and prohibitions that apply when asbestos is present in any quantity, and/or whenever worker exposure exceeds the PEL, regardless of the amount of asbestos in the materials involved. Applicable requirements for materials that contain 1% or less asbestos can be found in the OSHA Asbestos Construction Standard 29 CFR 1926.1101.

The field work was conducted using industry best practices. Samples of representative accessible suspect materials within the scope of work were collected during the course of the inspection.

Materials were sampled according to homogeneous groupings using the Asbestos Hazard Emergency Response Act (AHERA) sampling guidelines.

Asbestos samples were collected in such a manner as to minimize release of the material into the surroundings. Sample number, material description, sample location and material location were recorded at the time of sampling. Each sample was placed in a sample container labeled with a unique sample number and submitted to a National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory, for analysis under chain of custody documentation. Samples were analyzed in accordance with EPA Method 600/R-93-116, using PLM with dispersion staining and using visual area estimation to determine percent asbestos content. This method allows for the identification of the primary types of asbestos used in building materials. The lower limit of detection for this method is one percent. Samples containing one percent or less asbestos by PLM with visual area estimation are reported as “Trace”.

G2 has performed this inspection in accordance with best industry methods and practices of the profession, and consistent with the level of care and skill ordinarily exercised by reputable environmental consultants under similar circumstances and conditions. The observations contained within this assessment are based upon site conditions readily accessible at the time of the site inspection. No other representation, guarantee or warranty, express or implied, is included or intended in this hazardous materials survey report.

G2 utilized state-of-the-art practices and techniques in accordance with regulatory standards while performing this inspection. A copy of personnel and company certifications have been provided in Appendix C.

As with all environmental investigations, this inspection is limited to the defined scope and does not purport to set forth all hazards, nor indicate that other hazards do not exist.

The test report shall not be reproduced except in full, without written approval of the laboratory. The report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST, or any agency of the federal government. The Company reserves the right to dispose of all samples after a period of thirty (30) days, according to all state and federal guidelines, unless otherwise specified.

All components not quantified as asbestos content and non-asbestos content are considered to be non-fibrous matrix components. Matrix components may include, but are not limited to, gypsum, paint, silicate minerals, vinyl, binder, calcium carbonate, tar, and foam.

Inhomogeneous samples are separated into homogeneous subsamples and analyzed individually. ND means no fibers were detected. When detected, the minimum detection and reporting limit is less than 1% unless point counting is performed. Floor tile samples may contain large amounts of interference material and it is recommended that the sample be analyzed by gravimetric point count analysis to lower the detection limit and to aid in asbestos identification.
