About this file
This is a technical report prepared for the St. Pete-Clearwater International Airport regarding the replacement of the Airport Perimeter Fence Phase 2 project in the Air Operations Area (AOA). The project involves the removal and replacement of vulnerable existing fencing and gates with 8-foot tall prefabricated, non-scalable fencing topped with razor wire and wildlife deterrent skirts at the base. The new fencing system is designed to enhance safety and security by improving prevention of access by people and wildlife, and will match the specifications of the existing fencing installed during the Phase 1 project completed in 2025. The report provides detailed analysis and specifications necessary for contractors to understand project requirements and prepare accurate bids for the fence replacement work across multiple locations at the airport.
The report serves as supporting documentation for the solicitation process and includes technical specifications, site conditions, and engineering analysis relevant to the fence replacement project. This document would typically inform contractors of existing conditions, materials standards, and installation requirements needed to ensure consistency with Phase 1 work and airport security standards. The report supports the procurement process by providing necessary technical detail to enable competitive bidding and accurate cost estimation for the fence replacement work throughout the designated airport perimeter areas.

PROJECT DESCRIPTION
Project Information
The project is located at the St. Pete-Clearwater International Airport (PIE) in Pinellas County, Florida. The project consists of replacing and/or improving portions of the AOA fence, including gates. This report has been developed to provide geotechnical support for the project by testing and identifying the subsurface conditions at requested locations. The geotechnical explorations were performed at requested locations as they relate to the proposed improvements.
Scope of Services/Objective
The objective of our study was to obtain information concerning the subsurface conditions at the approximate requested locations along the replacement fence alignment and at gates in order to obtain data to support the project evaluation and design. In order to meet the preceding objectives, we provided the following services:
1. Reviewed published soils and topographic information. This published information was obtained from the appropriate Florida Quadrangle Map published by the United States Geological Survey (USGS), as well as the Soil Survey of Pinellas County, Florida, published by the United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS).
2. Executed a program of subsurface exploration consisting of auger borings and static cone penetrometer testing, at requested locations.
3. Visually classified the soil samples in the laboratory using the Unified Soil Classification System (USCS). Identified soil conditions at each boring location.
Performed laboratory testing on selected representative soil samples.
4. Collected groundwater level measurements at the boring locations.
5. Prepared this engineering report in accordance with our proposal and in coordination with RS&H, which summarizes the course of study pursued, the field data generated, subsurface conditions encountered, and our engineering evaluations in each of the pertinent topic areas.
The scope of our services did not include an environmental assessment for determining the presence or absence of wetlands or hazardous or toxic materials in the soil, bedrock, groundwater, or air, on or below or around this site. The scope of our services did not include determination of the potential for sinkhole activity. Any statements in this report or on the boring logs regarding odors, colors, unusual or suspicious items or conditions are strictly for the information of our client.

AOA Fence Replacement – Phase II
RESULTS OF SUBSURFACE EXPLORATION
The field boring locations were recorded in the field by a representative of Tierra using hand-held Global Positioning System (GPS) equipment. The results of the borings and approximate locations are presented in the Appendix.
Soil Borings and Static Cone Penetrometer Testing
Tierra performed twelve (12) auger borings with Static Cone Penetrometer testing at locations coordinated with RS&H. The auger borings were performed by manually twisting a bucket auger into the ground in 6-inch increments. As each soil type was encountered, samples were collected and visually classified in the field.
The soils generally encountered sand (with varying amounts of silt) with relative densities ranging from loose to medium dense within the top 4 to 5 feet. Organic soils were encountered in two of the test borings (AB-FUEL-1 and AB-C-1).
The results of the borings performed are presented on the Soil Profiles in the Appendix.
The soil strata encountered in the borings performed are summarized in the following table.
Stratum Number
Soil Description
USCS
Symbol
1 Gray to Brown Sand to Sand with Silt SP/SP-SM
2 Dark Brown Silty Sand SM
3 Light Brown to Brown Clayey Sand SC
4 Black Organic Sand to Organic Silty Sand PT
The subsurface soil stratification is of a generalized nature to highlight the major subsurface stratification features and material characteristics. The soil profiles included in the Appendix should be reviewed for specific information at individual boring locations.
These profiles include soil descriptions, stratifications, and static cone penetration resistance values. The stratifications shown on the boring profiles represent the conditions only at the actual boring location. Variations did occur and should be expected between boring locations. The stratifications represent the approximate boundary between subsurface materials and the actual transition may be gradual.
Groundwater Information
The groundwater table, when encountered, was measured at depths ranging from 2.8 to
4.9 feet below the ground surface at the locations tested. The groundwater table was not encountered within several of the auger borings prior to the boring termination depth. As a result, GNE (Groundwater Not Encountered) is shown adjacent to these soil profiles. The encountered groundwater levels are presented adjacent to the soil profiles in the Appendix.
AOA Fence Replacement – Phase II
It should be noted that groundwater levels tend to fluctuate during periods of prolonged drought and extended rainfall and may be affected by man-made influences. In addition, a seasonal effect can also occur in which higher groundwater levels are normally recorded in rainy seasons.
EVALUATION AND RECOMMENDATIONS
Results of Soil Borings
The Boring Location Plan and Soil Profiles included in the Appendix should be reviewed for specific soil information at each location tested. The borings generally encountered sandy soils occasionally underlain by layers of silty to clayey soils. These materials are suitable for support of the proposed fence replacement, provided and deleterious materials including organic soils are removed and replaced, as discussed below.
Organic Soils
Organic soils were encountered in auger borings AB-FUEL-1 and AB-C-1 at depths from approximately 4 to 5 feet below current grade. The organic contents ranged from 7 to 13 percent. Organic soils are deleterious in nature and are not suitable for structural loading.
At the locations of these borings, where we understand gate infrastructure is proposed, the area should be excavated for removal and replacement of the encountered organic material. Backfill soil should consist of clean sand (less than 12% passing the -200 sieve) placed in 12-inch lifts and compacted to a minimum density of at least 95% of Modified proctor maximum dry density.
Design Parameters
The soil parameters table below can be utilized by the structural engineer to evaluate their proposed fence foundation embedment.

(1) Due to the shallow groundwater encountered during the dry season, Tierra recommends utilizing the effective soil unit weight in design.
(2) Tierra recommends a minimum embedment of 12-inches below adjacent grades with a minimum of 24-inches of width for structural foundations.
AOA Fence Replacement – Phase II
On-Site Suitability
The suitability of soils for reuse in construction should be evaluated against the project engineering fill requirements. Variations in the subsurface stratification should be expected between borings. All fill should be placed in accordance with current Pinellas County specifications.
In general, the Strata 1 and 2 (SP/SP-SM/SM) soils may be moved and used for grading purposes, site leveling, fill and backfill in other areas, provided the fill is free of organic materials (roots), clay, debris or any other material deemed unsuitable for construction and evaluated against project fill requirements. Stratum 2 (SM) materials will be difficult to dry and compact due to the fines content. The appropriate Pinellas County Specifications should be consulted to determine the specific use/suitability of the soil types encountered during construction.
Stratum 3 (SC) soils are not recommended for use as structural fill materials due to its plastic nature.
Stratum 4 (PT) soils should not be used as structural fill materials due to its organic content.
REPORT LIMITATIONS
The data contained in this report are opinions based on the site conditions and project layout described herein and further assume that the conditions observed in the exploratory borings are representative of the subsurface conditions throughout the site, i.e., the subsurface conditions elsewhere on the site are the same as those disclosed by the borings. If, during construction, subsurface conditions different from those encountered in the exploratory borings are observed or appear to be present, we should be advised at once so that we can review these conditions and reconsider our recommendations where necessary.
This report was prepared for the exclusive use of RS&H and their client for evaluating the design of the project as it relates to the geotechnical aspects discussed herein. It should be made available to prospective contractors for information on factual data only and not as a warranty of subsurface conditions included in this report. Unanticipated soil conditions may require that additional expense be made to attain a properly constructed project. Therefore, some contingency fund is recommended to accommodate such potential extra costs.
