About this file

This is a Florida Trench Safety Form and Certification and Disclosure Statement required for the Reconstruct Airport Perimeter Fence Phase 2 project at St. Pete-Clearwater International Airport in Florida. The form establishes compliance requirements under the Florida Trench Safety Act (Section 553.60 et seq., Florida Statutes), which adopts Federal excavation safety standards set forth in 29 C.F.R. Section 1926.650 Subpart P as the interim state standard. Bidders must acknowledge and comply with all applicable excavation and trench safety standards, and the contractor bears sole responsibility for selecting geotechnical data and designing the appropriate trench safety system for the project. The project involves replacing vulnerable portions of existing fencing and gates with 8-foot tall prefabricated, non-scalable fencing topped with razor wire and wildlife deterrent skirts, matching fencing installed during the Phase 1 project completed in 2025.

Bidders must disclose all excavation and trench safety measures and associated costs in the form's table, identifying the unit of measure (linear feet or square feet), quantity, unit cost, and extended cost for each safety measure. The disclosed safety costs are provided solely for compliance verification purposes and do not constitute full disclosure of the contractor's obligations; contractors must extend additional funds at no additional cost to the county if necessary to achieve full compliance with applicable trench safety requirements. The form explicitly states that the county's acceptance of the bid does not represent an evaluation or determination that disclosed costs are adequate for compliance, nor does it relieve the contractor of its sole responsibility to comply with all trench safety standards. Failure to complete the form may result in the bid being declared non-responsive.
