PERFORMANCE-BASED WORK STATEMENT (PWS)
for
Thermo King Climate Control Unit Preventative Maintenance
Model # TS-500 – P/N TK50771-3.14 Model # T-1000 – P/N TK54404-2.1

1.0 DESCRIPTION OF SERVICES: The Contractor shall provide all management, tools, supplies, equipment, and labor necessary to provide preventative maintenance for each Climate Control Unit (CCU) as defined in this Performance-Based Work Statement (PWS) for Thermo King Model TS-500 and T-1000 CCUs belonging to the US Space Force (USSF), Space Systems Command (SSC), Small Launch and Targets Division, Rocket System Launch Program (RSLP), Logistics Branch (AAMXL), Kirtland AFB, NM. The operating location is at Hill AFB, Utah.
1.1 BASIC SERVICES: Contractor shall provide Preventative Maintenance and repair of four
(4) T-1000 CCUs and six (6) TS-500 CCUs.
1.1.1 Service and Repairs: Service shall include all components in Appendix B
1.1.2 Preventative Services:
1.1.2.1 Contractor shall perform comprehensive inspections and preventative maintenance as required by the factory recommended schedule and contain, at a minimum, items listed in Appendix B.
1.1.2.2 Contractor shall provide a preventative maintenance schedule. The schedule shall include the required inspections and maintenance actions.
1.1.2.3 Report: Contractor shall include all part replacements and Original Equipment Manufacturer (OEM) repair/service in the Maintenance Record and Visit Report to the Government Representative (GR).
1.1.3 Administrative Tasks:
1.1.3.1 The Contractor shall act as the point of contact for initiating annual inspections, services and unscheduled maintenance to Model T-1000 and TS-500 CCUs.
1.1.3.2 The Contractor shall provide Commercial Off-the-Shelf (COTS) technical manuals as requested by the GR.
1.1.3.2.1 The Contractor shall maintain COTS operator manuals and provide updates to the GR as changes occur.
1.1.3.3 The Contractor shall develop and deliver to the GR any procedures, checklists and documentation for maintaining and operating the T-1000 and TS-500 CCUs.
1.1.3.4 The Contractor shall maintain a periodic maintenance list that identifies requirements, the individual performance of them, their recurrence interval, due date, and the last date performed.
1.1.3.5 The Contractor will cover T-1000 and TS-500 CCU maintenance at Hill AFB, Utah, the Utah Test and Training Range (UTTR), and the Greater Salt Lake
City valley. The Contractors response time to each location is synonymous with the type of work request listed in paragraph 1.1.4.1.
1.1.4 Problem Response, Work Requests and Remediation:
1.1.4.1 Work Requests: Work requests will be issued verbally or in writing by the GR or designated alternate.
1.1.4.1.1 Routine Work Requests: Defined as regular or reoccurring inspections or maintenance with minimal to no impact to our organization’s ability to complete our mission. The Contractor shall respond to routine work and services requests covered by this PWS within 8-hours of receipt of notification during normal business hours (Monday through Friday 5:30 a.m. to 3:00 p.m.). This category of work requests will cover majority of requests and dramatically reduces the probability for Urgent or Emergency Work Requests.
1.1.4.1.2 Urgent Work Requests: Defined as a need for service or repair that without resolve could severely impede or threaten our organization’s ability to complete our mission. The Contractor shall respond to urgent work requests covered by this contract within 4-hours of receipt of notification during normal business hours (Monday through Friday 5:30 a.m. to 3:00 p.m.).
1.1.4.1.3 Emergency Work Requests: Defined as a need for service or repair that without a resolve would halt any in-process activities and our organization’s ability to complete our mission. The Contractor shall respond to an emergency work request within 2-hours during normal business hours (Monday through Friday 5:30 a.m. to 3:00 p.m.) and within 4-hours during non-business hours (Monday through Friday 3:00 p.m. to 5:30 a.m., or 24 hours a day on weekends and holidays) for on-site investigation, control and correction of emergency conditions as they occur. Response times are subject to Contractor personnel obtaining access to secured areas in a timely manner.
1.1.4.2 Emergency Repair Work Procedures: Emergency repair shall take precedence over all other categories of work. In an emergency, the Contractor shall perform temporary repair or modification of equipment as necessary to provide continuing operations and mission completion.
1.1.4.2.1 In ALL cases, the Contractor shall attempt to obtain the GR’s approval prior to making emergency repairs or performing emergency actions and that attempt shall be documented.
1.1.4.3 Response to Emergency Action Plans:
1.1.4.3.1 The Contractor shall comply with any emergency action plan(s) supplied by the GR for anticipated emergency situations at the government facilities. The plan(s) shall include notification procedures and training requirements in addition to the emergency actions to be taken to ensure prompt and effective action if an emergency occurs.
1.1.4.4 Overtime Services:
1.1.4.4.1 The Contractor shall provide 24 hours a day 7 days a week coverage for overtime maintenance.
1.1.4.5 Recommendations:
1.1.4.5.1 In the event of labor shortages, troubleshooting expertise, or the availability of necessary parts, The Contractor retains the option to subcontract its services to another authorized Thermo King vendor with certified technicians. To ensure program consistency, any such subcontracting arrangement is contingent upon prior coordination and approval by both the SSC/AAMXL Program Office and The Contractor.
1.1.4.5.2 In the event of an Emergency Work Request that exceeds the Greater
Salt Lake City valley, The Contractor retains the option to subcontract its services to another authorized Thermo King vendor with certified technicians. To ensure program consistency, any such subcontracting arrangement is contingent upon prior coordination and approval by both the SSC/AAMXL Program Office and The Contractor.
1.2 CONTRACTOR REQUIREMENTS
1.2.1 Sustaining Engineering and Maintenance Functions: The Contractor shall provide the following sustaining engineering and maintenance functions as described in this
PWS:

1.2.2 Equipment to Be Maintained: The systems and equipment the Contractor shall maintain, and repair includes components, groups, and systems listed in Appendix B.

3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES
The Government will supply access to T-1000 and TS-500 CCUs for preventative maintenance.
4.0 GENERAL INFORMATION
4.1 SECURITY REQUIREMENTS:
4.1.1 For Base Access: The contracted company representative shall check in at the North or South Gate Visitor Center. They shall have a valid REAL ID Compliant Drivers License, or a valid state issued driver’s license with a second form of identification.
All visitors are subject to a criminal background check.
4.2 PHYSICAL SECURITY: The Contractor shall be escorted during work performed on
Government assets but shall be responsible for safeguarding all Government property provided for Contractor use. At the close of each work period, Government facilities, property, and materials shall be secured.
4.3 HOURS OF OPERATION:
4.3.1 Normal Hours of Operation: The Contractor shall perform the services required under this contract during the following hours Monday through Friday 5:30 a.m. to 3:00 p.m.
as standard work hours.
4.3.2 Recognized Holidays: The Contractor is not required to provide service on the following days: New Year’s Day, Birthday of Martin Luther King, Jr., Washington’s Birthday, Memorial Day, Juneteenth National Independence Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.
4.4 RECORDS: The Contractor shall be responsible for creating and maintaining and of only those Government required records that are specifically cited in this PWS. If requested by the Government, the Contractor shall provide the original record or a reproducible copy of any such record within 5 working days of receipt of the request.
4.5 ENVIRONMENTAL CONTROLS
4.5.1 Compliance with Laws and Regulations: The Contractor shall be knowledgeable of and comply with all applicable Interstate, Federal, State and Local laws, regulations, and requirements regarding environmental protection. In the event environmental laws/regulations change during the term of this contract, the Contractor is required to comply accordingly as such laws come into effect. If there is an increase or decrease in cost because of the change, the contractor shall inform the Contracting Officer (CO) pursuant to notice requirements and negotiate a modification to the contract.
4.5.2 Notification of Environmental Spills: If the Contractor spills or releases any substance contained in 40 CFR 302 into the environment, the Contractor or its agent shall immediately report the incident to Hill AFB Fire Department at 801-777-3021. The liability for the spill or release of such substance’s rests solely with the contractor and its agent.
4.5.3 Material Storage and Use: The Contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness, and materials handling. This includes hazardous materials.
4.5.4. Hazardous Materials Management:
4.5.4.1 The Contractor shall maintain current SDS documents for all chemicals used in maintaining and operating the system and shall provide copies to the Government within 5 days of request.
4.5.4.2 The Contractor shall ensure all Hazardous Materials (HM) used during performance are inventoried, labeled, tracked, managed, and issued under the direction of, and working through, the established Hazardous Material Cell (HazCell) in Building 1256.
4.5.4.3 Material Storage and Use. The Contractor shall use HM in the process and manner for which it is intended by the manufacturer and as authorized by the HazCell.
The Contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness, and materials handling. This includes the handling, tracking, and storage of hazardous materials, as well as flammable and combustible liquids as identified in DAFI 32-7001, HillAFBI 32-7001, DAFMAN 91-203 Chapter 22 and NFPA 30. The Contractor shall always practice housekeeping/storage methods and procedures of material/work residue to ensure items do not migrate out of the immediate work area to become a potential Foreign Object Debris (FOD) or fire hazard.
4.5.4.4. The Contractor shall remove all HM from the work site and the end of a work shift. HM must be in the employee’s possession during use and must be removed from the base at the end of each shift. HM for use shall only be transported, stored, and used on base from its original container, with the yellow sticker issued by the HazCell affixed to the container.
4.5.4.5. Spent or used HM generated because of the services provided will be carefully collected and transferred to a suitably sized collection container. The collection container must be labeled with the contents, date, company name, responsible point of contact, and phone number. The contractor shall ensure that empty HM containers or other refuse is not discarded in a government refuse can or dumpster. The Contractor shall manage its generated waste IAW applicable federal, state and local laws when disposing of wastes.
4.5.4.6. The Contractor shall use rags instead of absorbent pads or “kitty litter” to clean the work site. Rags are considered tools and shall be accounted for IAW the tool and FOD instructions DAFI 21-101.
4.6 SAFETY REQUIREMENTS: In performing work under this contract, the Contractor shall:
4.6.1 Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.
4.6.2 Take such additional immediate precautions as the CO may reasonably require for safety and mishap prevention purposes.
4.6.3 Provide protection to Government property to prevent damage during the period the property is under the control or in possession of the Contractor.
4.6.4 All subcontractors are required to comply with the safety provisions of this contract as applicable.
4.6.5 Record and report promptly (within 1 hour) to the CO or authorized GR all available facts relating to each instance of damage to government property or injury to either Contractor or Government personnel.
4.6.6 In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the CO.
4.6.7 If the Government elects to investigate of the accident/mishap, the Contractor shall cooperate fully and assist Government personnel in the conduct of investigation until the investigation is completed.
4.6.8 All subcontractors will cooperate and assist in accident reporting and investigation.
