GENERAL INFORMATION

1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested, and a written solicitation is issued. The Government intends to use simplified acquisition procedures for evaluating quotes and awarding the resulting purchase order in accordance with FAR 13.106.

2. This solicitation is a Request for Quote (RFQ).

3. This will be a full and open competition solicitation.

4. The North American Industry Size Classification System (NAICS) code associated with this requirement is 811310 “Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance”.

5. The Product Service Code (PSC): J041 “Maintenance, Repair, and Rebuilding of Equipment- Refrigeration, Air Conditioning, and Air Circulating Equipment”.

6. Estimated award date is no later than Wednesday, 29 October 2025.

7. Quotes must be valid through Monday, 15 December 2025.

REQUIREMENT INFORMATION

The Performance Work Statement (PWS) is attached for review of the requirement. The service Period of Performance (PoP) is (29 Oct 2025- 28 August 2026) with up to four (4) option years, renewable on an annual basis. See attached Standard Form (SF)1449 Solicitation for Contract Line Items (CLINs) and PoP for the CLIN.

INSTRUCTIONS TO OFFERORS

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.

As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein as follows:

Offerors shall submit a complete proposal that includes the following elements. All documents shall be submitted via email to both the Contract Specialist (CS) and Contracting Officer (CO). Failure to provide all required information may result in your proposal being deemed non-responsive and ineligible for award.

Proposals shall include the following:

1. Evidence that service employees are certified to service and maintain the trailer refrigeration units specific to semi-trailers and containers for cold chain transportation.

2. Evidence that the Offeror is close enough in proximity to be able to respond to the Hill AFB, Utah Test and Training Range, and the greater Salt Lake City area within the following timelines:

a. Within 8 hours of receipt of notification during normal building occupancy hours for routine work requests (Monday through Friday 5:30 a.m. to 3:00 p.m.). (PWS 1.1.4.1.1)

b. Within 4 hours of receipt of notification during normal building occupancy hours or urgent work requests (Monday through Friday 5:30 a.m. to 3:00 p.m.). (PWS 1.1.4.1.2)

c. Within 2 hours, during normal building occupancy hours (Monday through Friday 5:30 a.m. to 3:00 p.m.), and within 4 hours during unoccupied times for emergency work requests (Monday through Friday 3:00 p.m. to 5:30 a.m., or 24 hours a day on weekends and holidays). (PWS 1.1.4.1.3).

3. Provide firm fixed pricing for both monthly and annual maintenance for both CLINs X0001 and X0002 along with the corresponding options.

4. A spreadsheet including all labor rates, equipment rates, and material costs for all work that could be accomplished while performing under this contract (CLIN X0003).

a. IAW FAR 16.601(2)(i), the resulting contract shall specify separate fixed hourly rates that include wages, overhead, general and administrative expenses, and profit for each category of labor.

b. Provide pricing for the base period and all option periods. Note that in accordance with 52.222-43(b), the Contractor warrants that the prices in this contract do not include any allowance for any contingency to cover increased costs for which adjustment is provided under 52.222-43 Fair Labor Standards Act and Service Contract Labor Standards-Price Adjustment (Multiple Year and Option Contracts).

5. Technical approach, pricing (utilizing the rates provided as requested in paragraph

4), labor hours, and details for all materials/equipment used to respond to each of the following scenarios in accordance with the requirements in the PWS:

• A: During a functional use check (performed by the user), the Thermo King unit failed to start (i.e. dead battery). The contractor service technician performed a mechanical diagnosis to determine the failed component.

What steps will be taken to diagnose and resolve the issue presented?

• B: With an explosive laden semi-trailer, the Thermo King unit fails to maintain the container within desired temperature limits. The contractor service technician immediately begins to walk the user through a series of troubleshooting procedures. What steps would be taken to diagnose and resolve the issue presented?

EVALUATION FACTORS FOR AWARD

FAR provision 52.212-2, Evaluation - Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein as follows:

Award will be made on a Lowest Price Technically Acceptable (LPTA) basis.

Price Evaluation: A price evaluation will be performed on all proposals. The pricing criteria used for evaluation are (1) Completeness, (2) Reasonableness, and (3) Total Evaluated Price (TEP).

1. Completeness – The Government will review the pricing submissions for completeness. Incomplete price submissions may not be evaluated, and the proposal may be eliminated from the competition.

2. Reasonableness – The existence of adequate price competition is expected to support a determination of reasonableness. If adequate price competition is not obtained, or if price reasonableness cannot be determined using analysis of the provided information, additional information IAW FAR 15.4 may be required to support the proposed price.

3. Balanced Pricing - Offerors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more price elements is significantly over or understated as indicated by the application of price analysis techniques such as those defined by FAR 15.404-1. The Government will analyze offers to determine whether there is unbalanced pricing within the offers. IAW FAR 15.404-1, offers determined to be unbalanced may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government. The following will be evaluated for balanced pricing:

a. Rates and costs for all work that could be accomplished while performing under this contract.

b. Proposed price for the two scenarios provided in “Instruction to Offerors”.

4. Proposals will be ranked from lowest to highest price based on the Total Evaluated Price (TEP). If a TEP for an Offeror cannot be calculated due to the omission or error of the Offeror, the Government may set aside the Offeror’s proposal and proceed to other Offerors’ proposals. The following will be evaluated for the TEP ranking:

a. Proposed price for monthly and annual maintenance for Base Year and all Option Years (CLINs X001 and X002).

b. Proposed price for the two scenarios provided in “Instructions to Offerors”.

The amount of both scenarios will be combined to create the TEP for CLIN X003.

Technical Evaluation: A technical evaluation will be performed beginning with that of the lowest priced Offeror. A minimum of two lowest priced offers will be evaluated, unless fewer than two offers are received. Evaluations will cease when no more than two proposals receive an acceptable rating for Technical Acceptability. The following will be evaluated for technical acceptability on a pass or fail basis:

1. Offeror’s Technical Proposal:

a. Evidence that Offeror’s service employees are certified to service and maintain the trailer refrigeration units specific to semi-trailers and containers for cold chain transportation.

b. Evidence that the Offeror is close enough in proximity to be able to respond to the Hill AFB, Utah Test and Training Range, and the greater Salt Lake City area within the following timelines:

• Within 8 hours of receipt of notification during normal building occupancy hours for routine work requests (Monday through Friday 5:30 a.m. to 3:00 p.m.). (PWS 1.1.4.1.1)

c. Proposed technical solution for each scenario requested in the PWS, including any proposed methods, processes, and technologies.

i. To be considered Acceptable, the Offeror's Technical Proposal must:

1. Address each scenario requirement in the PWS.

2. Propose a feasible technical approach that demonstrates a clear understanding of the technical requirements IAW PWS.

d. Proposed labor categories and labor hours to complete each scenario requested in the PWS.

i. To be considered Acceptable, the Offeror's Technical Proposal must:

1. Identify labor categories that are appropriate for the scenarios described in the PWS.

2. Provide a reasonable estimate of the labor hours required, demonstrating a clear understanding of the scope of work.

e. Proposed list of all materials, equipment, and software anticipated to be used to perform the work for each scenario requested in the PWS.

i. To be considered Acceptable, the Offeror's Technical Proposal must:

1. Include a comprehensive list of all materials, equipment, and software that demonstrates a clear understanding of the scope of work.

The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
