About this file

This is a curriculum example document for The Genius Lab, an afterschool program solicited by the City of St. Petersburg, Florida (Pinellas County) through Request for Proposals No. 26-087. The document provides template layouts demonstrating how vendors should structure their curriculum submissions across three grade bands (6th-7th, 8th-9th, and 10th-12th grades) organized by quarterly, weekly, and daily formats. The program integrates STEM activities, leadership development, financial empowerment, and mindfulness instruction while adhering to the WHOLE Child Framework. Vendors must submit comprehensive curriculum frameworks that demonstrate age-appropriateness, relevance, innovation, and appropriate scaffolding across all grade levels. The pre-proposal meeting is scheduled for February 23, 2026, at 11:00 am via Zoom; questions must be submitted by March 18, 2026, with answers provided by March 20, 2026; and proposals are due electronically by March 26, 2026, at 3:00 pm. An evaluation and shortlisting meeting is anticipated for April 7, 2026, with a City Council recommendation of award expected on May 28, 2026. The initial contract term is three years from execution with two optional one-year renewal periods.

The solicitation does not establish set-asides for disadvantaged enterprises; however, vendors must document their small business enterprise, minority business enterprise, or women business enterprise status and demonstrate detailed outreach efforts and planned utilization of such enterprises as subcontractors as part of the overall evaluation. No current incumbent vendor is identified. The specific award value is not disclosed in the solicitation; however, pricing will be submitted on a reimbursement basis with fully itemized costs required including per-trip rates for standard, after-hours, and weekend transportation. Vendors must be registered with the Florida Department of Companies, comply with E-Verify requirements, maintain living wage standards if employing more than 50 full-time employees, and ensure all employees and subcontractors meet Level 2 background screening requirements. Required insurance includes Commercial General Liability of at least $1,000,000 per occurrence, Commercial Automobile Liability of $1,000,000 combined single limit, Workers' Compensation as required by Florida law, and Abuse & Molestation coverage of at least $1,000,000 per claim.
