SOLE SOURCE NOTIFICATION (SSN) -TGP-2025-32
Proposed Sole Source Purchase for Consulting Petroleum Engineering Support Services
The University of Wyoming (the University) intends to issue a sole source purchase order to Robertson Solutions LLC for Consulting Petroleum Engineering Support Services with the Enhanced Oil Recovery Institute, in Casper, Wyoming. Any purchase order resulting from this proposed sole source will be governed by the University of Wyoming’s Terms and Conditions.
The Enhanced Oil Recovery Institute (EORI) is dedicated to advancing the science and application of improved and enhanced oil recovery (IOR and EOR) methods to maximize oil production, extend field life, minimize stranded oil in Wyoming oil fields and provide increase severance/ad valorem taxes to the State from increased oil production. This energy sector is growing rapidly in Wyoming and is critical for state’s energy future. EORI requires specialized expertise to address complex engineering challenges, develop innovative recovery techniques, and support industry partners in implementing best practices. The Institute’s mission relies on the engagement of highly qualified professionals with a proven track record in oil and gas engineering, particularly in enhanced oil recovery (EOR) technologies.
To meet its objectives and maintain leadership in this critical field, EORI may seek to engage a consultant or contractor with a unique combination of technical knowledge, practical experience, and industry insight. The minimum requirements of these services included but are not limited to:
1. Contractor shall be responsible for performing the following duties:
• CO2-EOR flood evaluation and waterflood optimization
• Monitoring CO2 supply and CO2-EOR project development in Wyoming
• Providing updates and reports related to the CO2 transport system in Wyoming
• Monitoring and updating information on current CO2-EOR projects in Wyoming
• Providing reservoir engineering expertise on a muti-disciplinary team at EORI
• Writing and developing technical engineering reports related to Improved Oil Recovery
(IOR) and Enhanced Oil Recovery (EOR)
• Providing testimony at legislative and regulatory meetings
• Leading project development for EOR and IOR projects in Wyoming
• Providing economic evaluation of IOR and EOR projects for EORI and industry partners

Any interested party that believes it can comprehensively provide a comparable product as noted above, shall submit a Statement of Capabilities in sufficient detail to determine if the specifications can be met.
University of Wyoming will only accept or consider electronic submissions received in BidNet’s electronic solicitation portal on or before 2:00 PM (MT) on November 3rd, 2025. Submissions received after this date and time or received outside of the BidNet portal may not be considered. The University shall be the sole judge in reviewing responses with regards to quality, performance, and price.
This notice is issued for informational purposes only and is NOT a request for competitive quotes or proposals. Information received will be considered to determine whether to conduct a competitive solicitation. A determination to not compete this proposed procurement based upon responses to this notice is solely within the discretion of the University.
Any restrictions on the use or inspection of material contained within the statement of capabilities shall be clearly stated in the document itself. The Supplier must state specifically what elements of the statement of capabilities are to be considered confidential/proprietary. Confidential/proprietary information must be readily identified, marked, and separately packaged from the rest of the response. Co-mingling of confidential/proprietary and other information is NOT acceptable. Procurement Services will make a written determination as to the apparent validity of any request for confidentiality. The written decision of Procurement Services will be sent to the Supplier as required.
