Questions and Answers for Inter-American Foundation - CO/LLAS Solicitation #TFSAIAF15R0001

ENGLISH:

Question 1. Must the certifications that have to be sent by the people I include in the proposal for services be in a special format? In the instructions, I find in *E.2. 52.246-6 Inspection – Time and Materials and Hours-Labor,* besides this information and the “concept” [word unclear. Possibly “budget item”] each one has, must I include any other additional information?

Answer 1. If you are referring to past performance/references, see Attachment E and Section L.8.2 Past Performance for information.

If you are asking about the Representations and Certifications in Section K.1, see the instructions there.

Either way, E.2 is unrelated.

Question 2. It says in section L.8.2. Volume II – Written technical proposal – Phase I ... "Bidders will not provide information on prices in the technical proposal.”* Please explain this part to me. I should not include an amount per hour, but the IAF assigns it in accordance with my curriculum vitae [or in accordance with the curriculum vitae] of the administrative assistant and potential consultant?

Answer 2. Offerors are directed to provide separate Volumes I and II (see page 25), with documents and Pricing in I, and Technical proposal in II. There should be no price information in Volume II; pricing should be provided in the formats shown in the charts in Sections B and M.2.2., and only as part of Vol I.

Question 3. Annex B says in point 4. Name / telephone number of contact at the Foundation. Should I write here the names (of IAF staff)?

Answer 3. No, this form is for use by the COR and awardee for Task Orders, and is included for reference only. It is not to be included in the submitted proposal.

Question 4. In this same annex B, is the estimated cost of the contractor’s task information that you will fill in or should I fill it in and, if so, is the estimate specified for the first year and then for the 5 years?

Answer 4. See Answer 3 above.

Question 5. In section L, point (3). Enfoque (B) SOW (Scope of work: range of the work, is this what is referred to in section C.3.2., Tasks?

Answer 5. See all of Section C for Statement of Work; approach and tasks begin in C.3.

Question 6. “Labor costs” indicates that the bidder should include the costs of a technical consultant. What are the qualifications and experience of the technical consultant?

Answer 6. See Section B.4.3.

Question 7. Is there any rules or limitation regarding: Font type and size, margins, page limit, attachments.

Answer 7. No.

Question 8. Would it be acceptable for a Colombian affiliate of an American firm to be the prime? (In both cases the key personnel would be Colombian)?

Answer 8. See the five Mandatory Requirements in Section L.8.2; proposed personnel must meet the mandatory criteria, or the proposal will not be evaluated.

Question 9. Would it be acceptable to propose a more senior and experienced Project Coordinator (75% of the time) focusing on mainly Technical matters, supported by a junior Assistant Project coordinator (focusing mainly on Administrative project matters)?

Answer 9. Offerors may propose alternate staffing; in doing so, offeror shall include details of each position to explain their duties and division/breakdown of work of hours.

Question 10. Please confirm that proposal has to be submitted electronically ONLY, so the statement on page 24, Section L.7. paragraph 1 "... All offers must be closed and sealed and must be fully identified on the sealed envelope if delivered via third party carrier or hand delivered" DOES NOT apply.

Answer 10. Correct; electronic submissions are preferred.

Volume I- Contractual Documents / Price Proposal Question 11. Section K: Does a Colombian firm need to register at www.SAM.gov ? and also has to provide a DUNS number and NCAGE code?

Answer 11. Yes, all registrations are required for the successful offeror only (see Section L.8.1.c), but after awardee is selected.

Question 12. Please confirm that Offeror doesn't need to submit Excel spread sheets.

Answer 12. Unless the offeror has information to be provided in Excel, Word documents are acceptable.

Question 13. Price Proposal:

13a) Please confirm that the hourly rates for the base year and the four option years are LOADED rates.

Answer 13a. Yes, fully loaded rates (see B.3).

13b) Can the offeror charge indirect costs and fee on Other Direct Costs (non labor costs such as travel, communications, materials, etc.)?

Answer 13b. Acceptable ODC’s are workshop and conference-related expenses; travel estimates are to be a separate estimate - see C.3.2., subsections 4. (Grantee exchanges and Learning events), and 6. (Hemispheric Conferences).

13c) To calculate the yearly travel expenses from the current portfolio (grants and cooperative agreement), we need to split the allocated amounts among the allocated years ... however , some of them have period of time longer than 5 years (i.e. 9 years and 9 month, over 9 years and 6 months, etc) ... Should the offeror assume only 5 years for calculations.

Answer 13c. Yes, the contract has a potential of five years. However, per Section B.2: “The Colombia LLAS should anticipate that his or her workload will be proportional to the size and activities of the Colombia portfolio and will correspond to the needs of the agency, and may increase or decrease, according to any portfolio changes. Fluctuations in the portfolio will affect the workload and amounts paid under this contract.” - The base year and four option years are to be priced for the solicitation, but there are no guarantees of how much work/travel will be required in each year, or the number of active grants.

13d) Does the agency provide a spreadsheet template for offerors to present the estimated budget?

Answer 13d. See Sections B.3 and M.2.2.

Question 14. Past Performance: As per page 26, the clients have to send the Attachment E directly to the agency, however in the 2nd paragraph it says that "a brief description of the work performed should be included". Please confirm where the description of the project needs to be: 1) along with the Att. E? or 2) in a section of the technical proposal.

Answer 14. The Offeror shall discuss the work performed within the Technical Proposal (not in Attachment E). Offerors will send Attachment E to the listed references, in order for those clients to respond to the formatted questions concerning the offeror.

Pregunta 10.

Conteste a 13a.
