About this file
This Terms and Conditions document outlines bidding procedures and contract requirements for the Alabama Department of Public Health's (ADPH) procurement of REMtrack Wallet Card Thermoluminescent Dosimeters (TLDs) for dosimetry services. The contract specifies an estimated annual purchase volume of 1,345 badges, with an additional 100 badges estimated for non-returned or damaged units. Bidders must submit responses through the Alabama Buys supplier portal by completing all applicable tabs and questionnaires, with questions accepted through Friday, July 10, 2026. The resulting contract will have an initial 12-month term with options to extend for up to four additional 12-month periods, with each renewal requiring written approval from both the state and supplier at least 30 days prior to expiration.
The award will be made on an "all or none" basis to the lowest responsive and responsible bidder meeting all specifications. Bidders must enter $0.00 in unit price fields for Reading Badges (line 3) and Shipping (line 4), as these lines will not factor into evaluation. Any additional information requested by the state must be provided within five business days or risk bid rejection. Price escalation during contract performance is permitted only if material or labor costs increase significantly through no fault of the supplier, with increases capped at the Consumer Price Index for the applicable period and requiring written approval from both parties. Any price decreases must be passed immediately to the state while maintaining all contract specifications and terms.
