General Information Renewable Energy Consultants for the Universities of Wisconsin Introduction and Background The Universities of Wisconsin (UW), a Wisconsin state agency, is one of the largest systems of public higher education in the country, serving approximately 170,000 students and employing approximately 39,000 faculty and staff statewide. The Universities of Wisconsin includes 13 four-year university campuses, multiple two-year college campuses and a statewide extension network. Collectively, Universities of Wisconsin campuses spend approximately $100 million/year on utilities to power, heat and cool facilities with 56 million total gross square footage across all campuses. Additionally, the Universities of Wisconsin and its member campus institutions are responsible for managing over 19,000 acres across the state of Wisconsin. Average annual electricity consumption is approximately 750,000 MWh/year with system average load of 415 MW. Annual greenhouse gas emissions (GHG) associated with Scope 2 emissions (purchased electricity) is approximately 350,000 MTCO2e. Annual GHG emissions associated with Scope 1 emissions (thermal heating and cooling) is approximately 350,000 MTCO2e. Total annual GHG emissions, which includes quantifiable Scope 1 and Scope 2 emissions and Scope 3 emissions tracked by the STARS rating system, is approximately 750,000 MTCO2e.
The UW seeks to lead by example in taking quantifiable and determinative action towards meeting the goals of Governor Evers’ Executive Order No. 38 and the State of Wisconsin Clean Energy Plan. Goals include:

Proposal Selection and Award Preliminary Evaluation and Review of Mandatory Qualifications The proposals will first be reviewed to determine if required information and mandatory qualifications are met. Failure to meet mandatory qualifications will result in rejection of the Proposal. In the event that all vendors do not meet one or more of the mandatory qualifications, the University reserves the right to continue the review of the proposals and to select the proposal that most closely meets the requirements specified in this proposal.
Each proposal shall be evaluated first on whether required mandatory qualification criteria are met on a pass/fail basis.
The qualifications criteria which the proposer must meet to be considered for an award are:
All proposers will at a minimum be required to meet all of the required qualifications noted in item 3 Numbers 3.1 through 3.8). The proposer will also be required to submit a written response to Item No. 3 (3.1 through 3.8. in entirety) and respond to and submit all required attachments. Once minimum requirements are met, accepted Proposals will be reviewed against the stated criteria.
Evaluation Committee All accepted proposals shall be evaluated by an evaluation team. Evaluation and selection of the contractor/contractors shall be based on the information submitted in the proposals. The team may review references, require oral presentations, and use the results in scoring the proposals. Proposals from certified Minority Business Enterprises may have points weighted by a factor of 1.00 to 1.5 to provide up to a five percent (5%) preference to these businesses. The evaluation committee’s scoring will be tabulated, and proposals ranked based on the numerical scores received. A proposer may not contact any member of a review committee except at the University’s direction.
Right to Reject, Waive and Negotiate Proposal The University reserves the right to accept or reject any and all proposals. The University reserves the right to waive information in the proposals and/or negotiate the terms of the contract, including the award amount, with the selected proposer prior to entering into a contract. If contract negotiations cannot be concluded successfully with the highest scoring proposer, the University may negotiate a contract with the next highest scoring proposer.
Review Criteria All proposals shall be scored based on the Contractor’s response to this Request for Proposal: (Total Possible Points: 1,000) Cost Proposal (250 Points) Cost Proposal: To determine the point value awarded for financial cost proposal the following formula is used:
Lowest Total Financial Costs (Constant) (Board Rate and Meal Rate Costs Less Annual Guarantee) X 250 = Score Other Proposals (varies according to firm being scored) Point Award The lowest costs shall score 250 points.
Lowest Cost to Equal Constant Calculation of points awarded to subsequent firms will use the lowest costs proposed as a constant numerator and the total dollar amount of the firm being scored as the denominator. (This result will always be less than one). The result is then multiplied by 250 to total for the final cost score.
Note on Lowest Cost Proposal Note: The lowest Cost Proposal will not necessarily be awarded the contract.
Required Qualifications, Experience & Specifications (700 Points) Technical and service proposals will be evaluated and scored 0-700 points based on the requirements outlined in 3.7 Required Qualifications, Experience & Specifications in this RFP.
Award and Final Offer The University will compile the final scores (technical and cost) for each proposal. The award will be granted in one of two ways. The award may be granted to the highest scoring responsive and responsible proposer(s). Alternatively, the highest scoring proposer or proposers may be requested to submit final and best offers. If final and best offers are requested by the University and submitted by the vendor, they will be evaluated against the stated criteria, scored and ranked by the evaluation committee. The award then will be granted to the highest scoring proposer(s). However, a proposer should not expect that the University will request a final and best offer. The University may award a contract to one or more proposers that qualify.
Notification of Intent to award Contract All Vendors who respond to this Request for Proposal (RFP) will be notified in writing of the University’s intent to award the contract(s) as a result of this RFP.
After notification of the intent to award is made, and under the supervision of University staff, copies of proposals will be available for public inspection upon Open Records Request. An Executive Summary of the RFP can be obtained by contacting Bridget Bishop, Procurement Manager, at bridget.bishop@wisconsin.edu Executed Contract to Constitute Entire Agreement In the event of contract award, the contents of this PROPOSAL (including all attachments), PROPOSAL addenda and revisions, the proposal of the successful proposer, and additional terms agreed to, in writing, by the agency and the contractor shall become part of the contract.
