About this file
This is a Tenant Design Criteria document related to the City of Phoenix Aviation Department's solicitation for retail concession operators in Terminal 3 North 2 Concourse at Phoenix Sky Harbor International Airport. The solicitation encompasses two retail concession packages: Package 1, a News, Gift, and Convenience Store comprising 3,202 square feet in space N2-R1, and Package 2, a Specialty Retail Boutique-Style Store comprising 1,198 square feet in space N2-R2. Successful respondents will enter into Concession Lease Agreements with the City and will be responsible for developing, operating, and managing their assigned premises. The solicitation is administered through the City's Procurement Portal, with technical support available through the portal's support function or via procurement-support@opengov.com. Interested parties should direct substantive questions to the listed procurement officer.
The contract will terminate upon the earliest occurrence of reaching the end of the lease term, including any exercised extensions, or upon termination pursuant to the agreement's provisions. The document references draft lease agreements and premise identification materials as attachments to the solicitation. While specific pricing structures, response deadlines, site visit requirements, and bidders' conference details are not detailed within this design criteria document, they are expected to be contained in the complete solicitation package and associated lease agreements available through the City's Procurement Portal.

DESIGN INTENT
A. Vision. The vision for T3N2 offers travelers expanded facilities and amenities for an enjoyable and efficient travel experience. As America’s Friendliest Airport, PSHIA remains devoted, enthusiastic, and passionate about service. The concessions offerings engage travelers with distinctive dining and shopping experiences expressive of Phoenix. The design concept reflects a river’s flow through a variety of Arizona ecosystems, representing the diverse natural elements seen in the desert.
B. T3 Connector. The T3 Connector is inspired by the arid desert and river’s edge. Warm colors and striations, as seen in rock formations, sunsets, and settled sand on the desert floor are rich with color variation and subtle textures often seen as the backdrop to desert rivers.
Where water meets the edge, the blending of rising and falling elements creates an organic transition. This seamless integration of warm and cool colors offers a refreshing and striking contrast.
C. T3 Node. The T3 Node connects the new T3 / T4 Connector to the new T3N2 Concourse.
This space is a decision point where passengers decide in which direction they want to proceed. The vertical core, inspired by the height and flow of waterfalls, guides passengers smoothly downward to the tunnel level. Cool hues mimic a meandering river flowing into the concourse , creating a natural transition where the river meets the oasis.
2.0 DESIGN CRITERIA
2.1 DESIGN INTENT AND PHILOSOPHY
D. Concourse. The Concourse is referred to as the “oasis”– a place where water pools within the desert landscape. As the river flows into the oasis, passengers know the destination has been reached. The space is now fertile with surrounding concessions.
The rushing water of the river subsides to draw travelers into the oasis’ refreshing waters, enveloped by the warmth of the surrounding landscape. Organic forms and lines, with hues drawn from the earth, bring a sense of wonder.
E. T4 Connector. The Connector is inspired by venturing below the water’s surface. Beautiful reflections of light ripple across the surface, shifting as the sun changes position within the sky above. Beneath the surface, everything remains in a constant state of effortless flow, unaffected by the activity above.
DESIGN PHILOSOPHY
F. The design philosophy encourages incorporation of the following features:
i. Naturally occurring materials
| ii. | Soft texture and forms |
| iii. | Intentional use and placement of color |
| iv. | Supporting neutral / earthen elements |
G. Tenants are encouraged to consider all aspects of the desert ecosystem for design inspiration.
Diverse plant species offer a variety of color variations, textures, and forms, while light, shadow, and color are rendered by the abundant Arizona sunshine. The contrasting elements of water within the landscape, as expressed in the T3N2 project’s concept, is also available for design interpretation within concessions spaces.
