About this file
This document is a Single Source Justification for Simplified Acquisition Procedures (SAP) from the Department of Veterans Affairs for the Fredericksburg Health Care Center. The procurement involves purchasing a Wireless Environmental Monitoring System (TempTrak) and accessories from Copeland Cold Chain LP d/b/a Cooper-Atkins, with an estimated contract value of $234,136.64. The justification emphasizes the unique characteristics of the TempTrak system, including proprietary simulators, probes, and accessories specific to Copeland, and highlights operational benefits such as integrated monitoring across facilities, cost savings, and improved temperature tracking safety.
Market research identified two Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) - Seva Technical and TrillaMed - but neither met the definition of nonmanufacturer. The VA cannot apply its Rule of Two, though the Small Business Administration's Rule of 2 can be met. The procurement is for the Central Virginia VA Health Care System, with the Fredericksburg facility seeking to standardize its environmental monitoring infrastructure. The document is dated for an effective date of 11/15/2024, with the acquisition plan action ID 36C246-26-AP-0319, and includes a digital signature from Cole Culley certifying the justification.

Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C246-26-AP-0319
1. Contracting Activity: Department of Veterans Affairs, NCO 6, Fredericksburg Health Care Center (HCC) located at 10432 Patriot Highway Fredericksburg, Virginia 22408.
The Purchase Request number is 652-25-3-066-0584.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The purpose of this requirement is to purchase a Wireless Enviormental Monitoring System (TempTrak) and required accessories. The estimated amount is $234,136.64.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Fredericksburg Health Care Center is requesting a brand name only environment monitoring system. Copeland Cold Chain LP d/b/a Cooper-Atkins (formerly, Emerson Digital Cold Chain, Inc.) is the original equipment manufacturer (OEM) of the TempTrak system. TempTrak products and services consists of Copeland’s proprietary simulators, probes, shafts and other accessories which are unique to the specialized system developed exclusively by Copeland. Currently, the Central Virginia VA Health Care System (CVHCS) utilizes the TempTrak system, including to monitor activated areas in the Fredericksburg HCC.
TempTrak is being fully monitored for all of the CVHCS by one staff member at the Richmond VAMC, and because they are not 100% assigned to temperature monitoring and only have one desktop, the HCC is not staffed to manage multiple different monitoring systems. Not being a fully independent or 24/7 facility, the Fredericksburg HCC is supported by the CVHCS AC shop including after hours. Procuring TempTrak monitoring infrastructure will allow for cost-savings due to simultaneous monitoring by CVHCS staff of both facilities and allow for faster repairs of broken units to reduce risk of medication loss or Veterans receiving defective medications from unmonitored temperature fluctuations. There's also a risk of important alerts being missed if there isn't a fully integrated system. Remote temperature tracking is significantly safer and more cost-effective than manual methods of tracking temperatures and humidities per VHA Directive 1108.07.
4. Description of market research conducted and results or statement why it was not conducted: Based on market research conducted no results were found using NAC. GSA showed SDVOSB Seva Technical capable of meeting the requirement. The end user identified SDVOSB TrillaMed as capable of meeting the requirement.
