About this file
This technical specification document details the Detroit People Mover (DPM) Long Term Guideway Structure Inspection and Maintenance Program, involving the Detroit Transportation Corporation (DTC), the Federal Transit Administration (FTA), and the Michigan Department of Transportation (MDOT). The document outlines a comprehensive biannual inspection and maintenance program for an elevated automated light-rail transit system guideway, consisting of 175 columns and 173 precast, post-tensioned concrete segmental box beams. The program establishes that 30% of beams and columns will be inspected during each cycle, with repairs to be completed in the same season. The contract includes two base inspection and repair cycles in 2025 and 2027, with an optional follow-on cycle in 2029.
The maintenance program is funded through an Escrow Funding Agreement, designed to address structural deficiencies discovered during the original construction, particularly focusing on "Low Cover Beams" (Schedule M), "Low Cover Columns" (Schedule L), and "Cracked Beams" (Schedule K). The specification provides detailed technical requirements for inspections, including qualifications for engineers, specific inspection procedures, condition rating systems, and maintenance protocols such as surface sealing, epoxy injection, and drainage management. The program aims to maintain the structural integrity of the guideway throughout its 50-year design life, with a focus on preventing further deterioration and addressing existing concrete cover and cracking issues.

1.0 INTRODUCTION
1.1 GENERAL
The Detroit Central Automated Transit System is an automated light-rail transit system using an elevated guideway with a continuous loop route configuration. The transit system travels on rails mounted on the top deck surface of the guideway. The superstructure of the guideway consists of precast, post tensioned, concrete segmental box beams supported on a substructure of conventionally reinforced and post tensioned reinforced concrete columns. The precast concrete sections were post-tensioned at the fabrication plant to accommodate shipping and erection stresses. Additional tendons were field post-tensioned to develop continuity after the cast-in-place concrete was placed and cured. Refer to Appendix A for typical guideway sections and mounted elements on the box beams.
Guideway inspections are intended to assess the current condition of the Guideway elements and to provide a documented history of the structural condition of each of the beam and column sections. Certain beams required epoxy injection of major cracks and the installation of internal stiffening ribs, "O-Ribs”, to make them structurally viable. Refer to Appendix A for typical section of an O-Rib. Physical changes in the columns and beams are to be identified, mapped and monitored so that timely repairs can be scheduled and historical records maintained. Also, unusual occurrences, such as accidental damage or earthquakes, are to be recorded.
The purpose of the DPM Long Term Guideway Structure Inspection and Maintenance Program is to ascertain the current structural condition of the guideway and its components, to provide recommendations for guideway repairs and the methods to complete the repairs. As noted in the Agreement, the biannual inspections shall conform to Federal Highway Administration National Bridge Inspection Standards (NBIS) and the contract repairs shall be accomplished in the same season.
The Program establishes that thirty (30) percent of the beams and columns will be inspected as part of the biannual inspections. Using the collected data, an extrapolation of the repairs to be made to the entire guideway will be used to prepare the Repair Contract. The remainder of the biannual guideway inspection will be completed while the Repair Contract work begins. The Repair Contract shall include epoxy injection of cracks, surface sealer application and other repair or maintenance items as recommended based upon the inspections.
An Escrow Funding Agreement was established because deficiencies were found with the original construction of certain beams and columns comprising the support structure for the Guideway System. These beams were defined as the "Low Cover Beams” (listed in Schedule M), the "Low Cover Columns" (listed in Schedule L), and the "Cracked Beams” (listed in Schedule K).
The funds from the Escrow Funding Agreement are used for the inspection, maintenance and repair (including replacement, modification, reinforcement and rebuilding, if necessary) of the Schedule M and K beams and the Schedule L columns during the fifty (50) year design life of the DPM Guideway Structure, The United States Department of Transportation's Federal Transit Administration (FTA) and the Michigan Department of Transportation (MDOT) were designated as the Funding Agencies in the Agreement.
1.2 GUIDEWAY COLUMNS
The DPM column support system consists of one hundred seventy-five (175) columns and fifteen (15) column crossheads or pier caps. These concrete structural members are conventionally reinforced and post tensioned. Offset columns are those with pier caps that support the beams offset from one side of the column. Column shape varies from round to oval.
DPM Long Term Guideway Structure Inspection and Maintenance Program Section 1 Page 3
During construction of the columns, a substantial portion of the columns did not have proper concrete cover of the steel reinforcement. Columns with a concrete cover measuring less than one and one-half of an inch (1 ½") are considered to be insufficient, and are designated as Schedule L Columns. There are one-hundred two (102) of these columns. Refer to Appendix A for typical column conditions.
All columns are listed in Table 1 of Section 1.3 inventorying the column characteristics, such as column shape, type and concrete cover. Schedule L columns are listed in Table 2 of Section 1.4.
The Detroit Transportation Corporation has a complete set of design and record drawings in its possession. Three different design drawings exist for the guideway system: 1) the original design drawings, 2) the repair drawings, 3) drawings of replaced members. A set of record inspection drawings are also, maintained by DTC. Refer to Appendix A for the guideway general plan and key plan.

1.5 GUIDEWAY BEAMS
The superstructure of the guideway consists of precast, post tensioned, concrete segmental box beams supported on a substructure of conventionally reinforced and post tensioned reinforced concrete columns. The precast concrete sections were post-tensioned at the fabrication plant to accommodate shipping and erection stresses. Additional tendons were field post-tensioned to develop continuity after the cast-in-place concrete was placed and cured. After construction, some beams required epoxy injection of major cracks and the installation of internal stiffening ribs, or "O-Ribs”. Sixty-six (66) beams are stiffened with "O-Ribs” and are designated as Schedule K beams. Sixty-nine (69) beams have concrete cover of three-quarter of an inch (3/4") or less and are designated as Schedule M beams. There are thirty-one (31) beams common to both Schedules K and M. Refer to Appendix A for typical guideway sections and mounted elements on the box beams and O-Rib details.
Tables 3, 4 and 5 describe each guideway beam as to type, concrete cover, curved beam group number, beam repaired, number of O-Ribs installed, etc. Table 3 of Section 1.6 lists all beams, Table 4 of Section 1.7 lists beams in Schedule M (Concrete Cover Categories B to E), and Table 5 lists beams in Schedule K (beams that cracked immediately). Following are the derivations for the Curved Beam Group Number and the Concrete Cover Category used for Tables 3, 4 and 5.
TABLE A - Curved Beam Group Number
Group Equivalent Radius* Minimum Local Radius** Number of Beams
I > 250 ft. ≥ 750 ft. in the thin wall portion of the beam

II > 250 ft. ≤ 300 ft.
300 ft. < R > 750 ft.
23 curved 21 curved
III ≤ 250 ft. NA 30 curved Total 173
*The equivalent radius is given on the structural drawings. It is used in the development of torsional loadings for curved structures and is computed as follows:
(beam length) 2_____
Equivalent radius = 8 x (maximum chord offset)
**Minimum local radius is the smallest actual radius occurring in the thin-walled portion of the beam.

SECTION 2 - INSPECTIONS
DPM Long Term Guideway Structure Inspection and Maintenance Program Section 2 Page 39
2.0 INSPECTION
2.1 GENERAL
The purpose of the guideway inspection is to ascertain the current structural condition of the guideway and its components and to provide a documented history. It is critical that the field inspections be conducted in a systematic and organized manner as to be efficient and thorough.
Inspection notes must be clear and detailed to the extent that they can be fully interpreted at a later date when a complete report is prepared. Sketches and photographs must be included in an effort to minimize long, verbose descriptions.
2.2 SCHEDULE
Guideway inspections shall be accomplished biannually in accordance with Federal Highway Authority (FHWA) National Bridge Inspection Standards (NBIS) and the contract repairs shall be accomplished in the same season. The Program establishes that thirty (30) percent of the beams and columns will be inspected as part of the biannual inspections. Using the data collected from the thirty (30) percent of the elements inspected, an interpolation of the repairs to be made to the entire guideway will be estimated and used to prepare the Repair Contract. The remainder of the biannual guideway inspection will be completed while the Repair Contract work begins.
So far as is practicable, the Engineer shall schedule guideway inspections in those periods of the year that offer the most desirable conditions for thorough inspections. Guideway members requiring high climbing should be inspected during those seasons when high winds are not prevalent. Inspections during temperature extremes such as the months of February and August shall be made at bearings, joints, etc., where trouble from thermal movement is suspected.
Unusual occurrences which may cause structural damage will require inspections at the time of the incident.
Certain portions of the guideway must be inspected during hours that the DPM is not in service.
Refer to Section 2.5 for those areas which require inspection during non-use hours.
2.3 QUALIFICATIONS
The Engineer overseeing the inspection team responsible for guideway inspection, reporting, and inventory shall possess the following minimum qualifications:
1) Be registered as a professional engineer under the laws of the State of Michigan;
and
2) Have a minimum of 5 years experience in guideway or bridge inspection assignments in a responsible capacity and have completed the 2 week Safety Inspection of In-Service Bridges certification training course based on the Bridge Inspector’s Training Manual, which has been developed by a joint Federal and State task force and published by the U.S. Department of Transportation.
The Engineer shall be responsible for the thoroughness of the field inspection and be qualified by experience and formal training to inspect concrete structures for distress.
DPM Long Term Guideway Structure Inspection and Maintenance Program Section 2 Page 40
The problems encountered in this work are numerous, variable, and often complex.
Consequently, the Engineer’s judgment is required frequently for proper evaluation of the findings.
The Engineer must be thoroughly familiar with design and construction features of the guideway to properly interpret observed and reported data. The Engineer must be able to recognize any structural deficiencies and report their seriousness in relation to other deficiencies found.
2.4 INSPECTION EQUIPMENT
The inspecting firm will be required to provide all equipment not available from the Detroit Transportation Corporation (DTC), needed to perform its work. A DTC vehicle would be available for use to move heavy inspection equipment around on the guideway. In the event that DTC has purchased equipment specifically for the guideway inspections, such as lifts, that equipment must be used.
The guideway inspection will require special equipment to be used. There may be a need for the use of hanging scaffolding to inspect the sides and underside of the guideway due to limited access below. Video cameras may be needed for areas where a person cannot inspect, but a camera can access. The video equipment could be suspended and pictures taken for viewing at a later time.
Truck mounted equipment with a basket (cherry-picker) or scissor lifts may be used to inspect the sides and underside of the guideway as well as the upper portions of the columns. When such equipment is used, it should be placed on the street or other hard surface where damage to the property will not be caused. When trucks or other wheeled vehicles are used on non-paved surfaces, those non-paved surfaces shall be protected from all types of damage that these vehicles could produce due to their wheels, size, weight, stabilizing arms, etc. If any damage is caused to paved or non-paved property, the inspecting firm will be responsible for its restoration to its condition prior to the use of these vehicles for inspection.
The inspection firm will be required to supply its own lighting equipment and power generation of sufficient light source to perform inspection during non-use hours. DTC will establish the times of non-use hours. Should the Guideway require cleaning prior to inspection, DTC will arrange to have the Guideway cleaned. Refer to Section 3.6 regarding deck flushing.
A detailed schedule of anticipated lane closures and work locations shall be devised for guiding inspection operations and obtaining permit approval through regulatory agencies having jurisdiction in the areas of the project. All equipment necessary for traffic control and lane closures will be the responsibility of the inspection firm to coordinate and provide.
Many parts of the guideway are located over or in private property which makes accessibility for inspection difficult to obtain. The inspecting firm will be responsible for acquiring permission from the private property owners to gain access to the guideway structure for inspection purposes.
DTC will provide to the inspecting firm a list of the private properties involved, their names, addresses, phone numbers, and contact persons.
DPM Long Term Guideway Structure Inspection and Maintenance Program Section 2 Page 41
The inspecting firm will have the responsibility of obtaining permission and permits from the City to operate on and around the City streets with their inspection equipment. DTC will aid the inspecting firm in obtaining the permits when necessary.
Portions of the guideway are required to be inspected in non-use hours because access to the guideway's top surface required by the necessary inspectors or equipment would interfere with the system's operation. Therefore, the inspection shall take place in non-revenue hours when the People Mover can be shut down and the power turned off. DTC will establish the times of non-revenue hours. DTC must be contacted for this shutdown so they can coordinate the operation of moving the passenger vehicles and turning off the power rail. It is DTC’s responsibility to disconnect the power and verify that all power has been removed from the power rail. The inspecting firm will be required to follow all of DTC’s safety procedures before entering the guideway or any other areas which have exposed power rails.
2.5 PROCEDURES
2.5.1 Overview
Generally, guideway inspection consists of the following practices:
♦ All visible cracks are to be reported, including the relative crack location, length and width.
♦ Locations of hollow concrete areas, delaminations and spalling are to be recorded, including spall length, width, and depth. If reinforcing steel, post tensioning tendons or ducts are encountered, they shall be recorded on the crack maps prepared.
♦ Areas of leaching, efflorescence, rust stains, water infiltration and scaling shall be located on the crack maps. Photographs of areas of significant leaching and noting the probable source of water infiltration into the concrete substrate shall be recorded.
♦ Local areas on decks and around bearings are to be cleaned to assure that significant defects are observed and properly reported.
♦ Previous repair plans are to be reviewed to determine whether previous cracks or deterioration has significantly changed. Observations should be noted on the prepared crack maps.
♦ Cracks and limits of hollow areas, delaminations and spalls upon the guideway structure are to be marked to permit the limits of the defect to be found in the future by a repair contractor and future inspectors. The markings upon the structure should be visible to the inspector or contractor, but not appear as graffiti upon the guideway, visible to the general public.
♦ All expansion joints shall be inspected to determine structural condition, water blockage, water leaking, failure of adhesive or seal, delamination of seal and failure or absence of joint material.
♦ Condition of bearings should be reported as to the presence of rust, bird waste and debris, bent or broken anchor bolts, loose nuts, abnormal movement of bearing.
♦ Power, Electrical and Communications apparatus attached to the guideway shall be evaluated to determine if adverse impacts are imparted to the structure due to the attachment of the utility to the guideway.
DPM Long Term Guideway Structure Inspection and Maintenance Program Section 2 Page 42
2.5.2 Procedures
The inspection shall include but not necessarily be limited to the following observations:
1) Support Columns - Examine all exposed concrete surfaces for the existence and severity of cracks and any deterioration of the concrete itself. Pay special attention to the areas where deicing salts are sprayed onto the structure by passing traffic.
Every guideway column shall be surveyed by a Michigan Professional Surveyor to determine if movement or settlement is taking place. These measurements shall be done once every six years as a minimum. The measurements shall include the following, but not necessarily be limited to these locations:
♦ Check plumbness of each support by taking measurements in two directions at the underside of the guideway member and at the base of support.
Any suspected movement or settlement shall be recorded in more detail than the normal interval measurements. These suspected movements shall be compared with previous records.
Every support column shall be sampled and tested for both total and water-soluble chloride ion in hardened concrete. The Federal Highway Administration’s Report No.
FHWA-RD-77-85, August 1977 interim report, "Sampling and Testing for Chloride Ion in Concrete” shall be used for sampling and test procedures. The sampling method that shall be used is the Rotary Impact Drill method, as listed in the report under 2.1.2. After the samples have been taken, fill the drilled holes with high-strength nonshrink mortar.
Seal the filled area with Hydrozo Clear 30-Modified. The water-soluble chloride ion content in the hardened concrete will determine when recoating of the entire support column is necessary.
The columns that have offset beams on top are so denoted in Table 1 in Section 1.2 under "Column Mark” as an 'X' at the end of its number, e.g., FA13X and under "Type of Beam Support” as 'offset.’ The offset columns have Dywidag anchors…
