About this file

This is a Technical Specifications document for Iron Construction Castings required by the City of Tampa, Florida for an Invitation to Bid solicitation encompassing 19 line items of manhole frames, covers, rings, and grates for various municipal departments. The solicitation requires castings to conform to ASTM A-48 Grade 30 for gray cast iron and ASTM A-536 Grade 65-45-12 for ductile iron, with materials certified and marked to identify conformance. All castings must be furnished unpainted, except steel grates which require two coats of shop primer and one coat of black enamel per Florida DOT specifications. The inlet grates, manhole covers, and frames must be traffic-type capable of carrying traffic loadings and withstand proof loading testing in accordance with Federal Specifications RR-F-621C, demonstrating the ability to carry 25,000 pounds applied on a 9-inch square area. Grate designs must be modified as necessary to meet traffic loading conditions while maintaining at least 90 percent of standard drawing openings and fitting existing frames without dimensional changes to bearing and support areas. The bid is scheduled to open on Friday, June 6, 2025, with submission required electronically through the OpenGov eProcurement Portal. The contract period spans one year from the award date with two potential one-year renewal options.

The departmental budget for this procurement is $90,000. The City of Tampa's solicitation includes significant set-aside provisions for certified Small Local Business Enterprises (SLBEs) eligible for a five percent discount up to $10,000 for evaluation purposes, and certified underutilized Woman and Minority Owned Business Enterprises (U-WMBEs) eligible for a five percent discount up to $20,000 for evaluation purposes. Awardees are responsible for providing material certifications and, if required by the City, bearing the cost of proof load testing by a certified laboratory if the sample fails; successful tested units will be purchased at the unit bid price. Vendors must complete MBD-40, MBD-30, and MBD-70 forms, provide Safety Data Sheets, comply with OSHA standards, submit business licensing documentation, and adhere to the City of Tampa's Equal Business Opportunity Program and Diversity Management Initiative requirements.
