About this file
The document is a Technical Specification for Iron Construction Castings for the City of Tampa, Florida, detailing procurement requirements for municipal infrastructure components such as inlet grates, manhole covers, and frames. The specification covers material standards, testing requirements, and performance criteria for cast iron products, with a focus on traffic-rated castings capable of withstanding 25,000 lbs of load testing. The contract allows for potential testing by a certified laboratory, with costs borne by the Awardee if samples fail to meet specifications.
The technical specifications mandate that castings must conform to ASTM A-48 Grade 30 for gray cast iron and ASTM A-536 Grade 65-45-12 for ductile cast iron, with requirements for smooth bearing surfaces, unpainted finish, and specific grate design configurations. The Awardee is responsible for material certification and must provide markings to identify castings. The specification allows for design modifications to meet traffic loading conditions while maintaining compatibility with existing municipal infrastructure frames and providing at least 90% of the standard drawing's opening configuration.

IRON CONSTRUCTION CASTING (Bid-Discount)
1. Bearings surfaces between the cast frames, covers and grates shall be smooth and uniform to prevent rocking when cover or grate is placed in any regular position in the frame.
2. Castings shall be furnished unpainted. Steel grates shall be furnished with two coats of shop primer and one coat of black enamel (equal to Florida DOT Specifications).
3. Materials used in the manufacture of the castings shall conform to all aspects of current American Society of Testing and Materials Specifications, ASTM A-48 Grade 30 for gray cast iron and ASTM A-536 Grade 65-45-12 for ductile cast iron.
4. The Awardee shall be responsible for providing certification of materials used for the bid item, to qualify conformance with material specifications, and also to include specific markings within practical limitations to identify the castings with the material certifications.
5. The inlet grates, manhole covers and frames shall be traffic type (unless otherwise specified), capable of carrying traffic loadings and shall be subject to testing the accordance with Federal Specifications RR-F-621C for traffic loads, i.e., 25,000 lbs. Proof loading applied on a 9-inch square area selected to incur maximum stress.
When such proof loading is determined necessary by the City of Tampa, such will be performed on a sample grate or structures supplied by the Awardee and tested by a certified testing laboratory selected and paid for by the City of Tampa. In the event that the sample fails under the test, the applicable testing cost shall be paid by the Awardee. The tested unit, if satisfactory, will be purchased by the requesting City of Tampa department(s), at the unit bid price.
6. The grate design configuration as identified by the standard drawings herein should be modified as necessary by the Awardee to meet traffic loading conditions and satisfactorily withstand the proof loading test.
6.1 Openings shall be in the same general alignment and configuration as a standard drawing and provide no less than 90% if standard drawing opening.
6.2. The size and configuration, particularly at bearing and support, shall not change so that the grate will fit and can satisfactorily be used with existing frames.
