About this file

This document is a technical specification for the Oxbow Hatchery Rearing Pond Repairs project located in Oregon, involving Hood River County and the City of Carlton. The project requires the contractor to provide all necessary expertise, labor, equipment, materials, and permits to make repairs to the rearing ponds at the Oxbow Fish Hatchery. This includes injecting soilgrout through the existing slab of ponds #1-3 to fill voids in the subbase and seal/waterproof the exterior of the ponds, removing and resealing existing expansion joints and cracks, and applying a cement-based waterproofing coating. The project also includes a bid alternate for installing a 6-inch concrete topping slab on pond #2.

The document outlines the measurement and payment terms, project management and coordination requirements, submittal procedures, quality control standards, temporary facilities and controls, product requirements, and project closeout procedures. Pricing will be based on lump sum and unit price bid items. The project is funded by the state and local jurisdictions, but the document does not provide details on specific funding sources or amounts.

SECTION 01 33 00 – SUBMITTAL PROCEDURES

PART – GENERAL

1.1 RELATED REQUIREMENTS SPECIFIED ELSEWHERE

A. Other provisions pertaining to submittals are included in the General Conditions, the Supple-mentary General Conditions and in the various Sections of the Technical Specifications.

1.2 SUBMITTAL REQUIREMENTS

A. General:

1. All submittals shall be identified by Project title and number and shall include Contrac-tor’s name, date, and revision date. In addition, shop drawings, product data, and sam-ples shall include names of subcontractor and supplier, applicable specification section number, and Contractor’s stamp, initialed or signed, certifying to review of submittal, verification of field measurements and compliance with Contract Documents.

2. All submittals shall be accompanied by a submittal transmittal form. Equipment numbers shall be listed for items being submitted. A separate form shall be used for each specific item, class of material, equipment, and items specified in separate, discrete sections, for which the submittal is required. Submittals for various items shall be made with a single form when the items taken together constitute a manufacturer’s package or are so func-tionally related that expediency indicates checking or review of the group or package as a whole.

3. A unique number, sequentially assigned, shall be noted on the transmittal form accompa-nying each item submitted. Original submittal numbers shall have the following format:

“XXX”; where “XXX” is the sequential number assigned by the Contractor. Resubmittal shall have the following format: “XXX-Y”; where “XXX” is the originally assigned submittal number and “Y” is a sequential letter assigned for resubmittals; i.e., A, B, or C being the 1st, 2nd, and 3rd resubmittals, respectively. Submittal 25B, for example, is the second resubmittal of Submittal 25.

4. Submittal Completeness: Submittals which do not have all the information required to be submitted are not acceptable and will be returned without review.

B. Shop Drawings: Submit two (2) copies of each shop drawing required by the Technical Spec-ifications. Show the information, dimensions, connections, and other details necessary to en-sure that the shop drawings accurately interpret the Contract Documents. Show adjoining Work in such detail as required indicating proper connections. Where adjoining connected Work requires shop drawings or product data, submit such information for review at the same time so that connections can be accurately checked.

C. Product Data: Submit two (2) copies of each item of product data required by the Technical Specifications. Modify product data by deleting information which is not applicable to the Project or by marking each copy to identify pertinent products. Supplement standard in-formation, if necessary, to provide additional information applicable to project. It is recog-nized that in some cases manufacturer’s product data will be adequate and further shop draw-ings as stated in the specifications may not be required, unless requested by the Owner’s Au-thorized Representative.

D. Samples

1. Submit two (2) of each sample required by the Technical Specifications (unless specific number is specified). Samples shall show the quality, type, range of color, finish, and texture of the material intended to be furnished for the Work.

2. Samples shall become the property of the Owner unless specifically stated otherwise and will not be incorporated in the Work.

E. Review Procedure: Unless otherwise specified, within ten (10) to fourteen (14) days after re-ceipt of the submittal, the Owner’s Authorized Representative will review the submittal. The returned submittal will indicate one of the following actions:

1. If the review indicates that the material, equipment, or work method is in general con-formance with the design concept and complies with the Drawings and Technical Speci-fications, submittal copies will be marked “NO EXCEPTION TAKEN” and given review action 1. In this event, the Contractor may begin to implement the work method or in-corporate the material or equipment covered by the submittal.

2. If the review indicates that limited corrections are required, copies will be marked “NOTE MARKINGS” and given review action 2. The Contractor may begin implement-ing the work method or incorporating the material and equipment covered by the submit-tal in accordance with the noted corrections. Where submittal information will be incor-porated in O&M data, a corrected copy shall be provided; otherwise, no further action is required.

3. If the review reveals that the submittal is insufficient or contains incorrect data, copies will be marked “COMMENTS ATTACHED.” If the comments are of a nature that can be confirmed without a resubmittal, copies will be further marked “CONFIRM” and giv-en review action 3. If the comments require a revision and resubmittal, copies will be further marked “RESUBMIT” and given review action 4. Except at their own risk, the Contractor shall not undertake Work covered by this submittal until the attached com-ments have been either confirmed by a separate written communication or the submittal has been revised, resubmitted, and returned marked with “NO EXCEPTIONS TAKEN” or “NOTE MARKINGS.”

4. If the review indicates that the material, equipment, or work method is not in general con-formance with the design concept or in compliance with the Drawings and Technical Specifications, copies of the submittal will be marked “REJECTED” and given review action 5. Except at their own risk, the Contractor shall not undertake work covered by such submittals until a new submittal is made and returned marked either “NO EXCEPTIONS TAKEN” or “NOTE MARKINGS.”

F. Effects of Review of Contractor’s Submittals: Review of Drawings, method of work, or in-formation regarding materials or equipment the Contractor proposes to provide, shall not re-lieve the Contractor of its responsibility for errors therein and shall not be regarded as an as-sumption of risks or liability by the Owner, and the Contractor shall have no claim under the Contract on account of the failure, or partial failure, of the method of work, material, or equipment so reviewed. A mark of “NO EXCEPTIONS TAKEN” or “NOTE MARKINGS” shall mean that the Owner’s Authorized Representative has no objection to the Contractor, upon the Contractor’s own responsibility, using the plan or method of work proposed, or providing the materials or equipment proposed.
