Technical Specifications Summary
This is a technical specifications document for the City of Rosenberg's Wastewater Treatment Plant No. 1A – Clarifier No. 1 Rehabilitation Project, prepared by engineering firm Garver, LLC for Bid Number 2027-02B (TXE-2027-02) in Fort Bend County, Texas. The project encompasses the complete rehabilitation of Clarifier No. 1 at the treatment facility located at 2700 Avenue A, Rosenberg, TX 77471, including demolition of existing clarifier mechanisms, installation of new clarifier equipment, electrical and control system improvements, concrete repairs, protective coatings, and grouting. Work must commence within ten days of Notice to Proceed and be completed within 365 calendar days. The contractor must submit a detailed construction schedule in Gantt Chart format within ten days of issuance of Notice to Proceed, along with a schedule of values. Construction is restricted to specified working hours (7:00 a.m. to 6:00 p.m. Monday through Friday for general areas, with different restrictions for traffic-disrupting work), and the contractor must coordinate with Owner personnel, obtain required permits at its own expense, provide construction photography documentation, and maintain monthly progress meetings. The owner retains the ability to occupy existing facilities during construction without interruption, and the one-year maintenance period begins only after issuance of a Final Completion certificate.
The contract structure utilizes lump sum and unit price bidding as indicated on the bid form, with total project budget estimated at $1,000,000. All costs including performance bonds, payment bonds, temporary facilities, equipment, labor, and supervision are the contractor's responsibility unless explicitly stated as Owner-provided. The contractor bears financial responsibility for any environmental penalties or discharge violations caused by its actions, as well as damage restoration to existing facilities and utilities within 24 hours at no additional cost to the Owner. Submittals required prior to work commencement include performance bonds, labor and material payment bonds, certificates of insurance, subcontractor lists, and schedules of values. The contractor must employ an independent testing laboratory approved by the Owner for required testing and inspections, submit shop drawings and product data for Engineer review with minimum 30-day review periods, maintain detailed project record documents throughout construction, and prepare four bound copies of Operations and Maintenance Manuals plus electronic versions on CD or USB drives upon completion. Progressive payment is conditioned upon submission of updated construction schedules satisfactory to the Engineer, and any work performed without Field Project Representative observation may require removal and replacement at no additional cost to the Owner.
