About this file

This technical specifications document outlines the requirements for the Potable Water Looping Project (CIP #88096) in Sarasota County, Florida, prepared by McKim & Creed, Inc. in October 2025. The project involves the installation of approximately 3,500 linear feet of potable water distribution mains ranging from 4 to 16 inches in diameter, utilizing both open-cut and horizontal directional drilling (HDD) installation methods. The scope includes approximately 480 linear feet of 6-inch ductile iron pipe, 50 linear feet of 4-inch PVC pipe, 20 linear feet of 6-inch PVC pipe, 660 linear feet of 8-inch PVC pipe, 1,500 linear feet of 12-inch PVC pipe, 190 linear feet of 8-inch HDPE pipe via HDD, and 260 linear feet of 16-inch HDPE pipe via HDD. The project also requires installation of air release valve assemblies, gate valves, fire hydrant assemblies, connections to existing mains, and comprehensive restoration of roadways, asphalt paving, concrete sidewalks, driveways, and curb and gutter. The contract duration is 240 calendar days to substantial completion with an additional 30 calendar days for final completion, mobilization, restoration, and demobilization.

The specifications establish comprehensive requirements for materials, installation methods, testing, and quality control across 29 divisions covering general requirements, site work, concrete work, and specialized utility installations. All materials must be new and unused, with ductile iron pipe requiring polyethylene encasement and color-coded tracer wire for location. Pipe joints must be restrained using approved mechanical methods with corrosion-resistant fasteners, and all potable water piping must comply with NSF Standard 61. The contractor is responsible for all site preparation, temporary dewatering, trenching with proper bedding and backfill compaction to 95-98 percent of AASHTO maximum dry density, and comprehensive testing including hydrostatic pressure testing at 150 psi for two hours and leakage testing per AWWA standards. Additional requirements include flushing and pigging of all pressure mains, disinfection and bacteriological testing per AWWA C651, maintenance of traffic with approved plans, stormwater pollution prevention, weekly erosion control inspections, and detailed as-built documentation using GPS coordinates referenced to State Plane Coordinate System Florida West Zone NAD83, with all documentation submitted through the County's e-Builder project management system.
