1 FOREWORDS

The Embassy of the United States in Rome needs to award a contract for carrying out a new buried piping system, that will connect the current medium voltage circuit installed along Via Friuli to the Ground Floor of the Power Building.

2 GENERAL

The work consists of installing a new buried pipeline for hosting the new medium voltage cable, a new manhole that will be place in correspondence of the interception with the existent line. In addition to this, core drilling will be carried out on the retain wall of the building to permit the entrance of the new pipes.

The excavation works will affect a narrow portion of Via Friuli attributable to the surface section between the current cable duct and the underground wall that delimits the ground floor of the "Power Building". In particular, the objective of the project is to provide a new cable duct that connects the existing medium voltage line and the building. Therefore, it is necessary to identify the route of the existing pipeline, dig until the medium voltage cables passing through that section are intercepted - presumably located at a depth of approximately 1.30 meters compared to the road level - and, once found, proceed with the excavation in the direction of the Power Building. Once the wall portion has been reached, a cut will be made in the affected wall to create an opening of adequate size to accommodate the passage of the cable ducts. Once the installation of the pipes has been completed, we will proceed, on Via Friuli, with the installation of an inspection pit at the junction point between the old and the new cable passage and, finally, the backfilling of the excavated area including the restoration of the cobblestone road pavement.

• All the following is to be understood as "minimum required performance" and, therefore, does not release the Contractor from all its own and wider responsibilities concerning both compliance with the National and International regulations applicable to the case, and the adoption of technologies more suitable for achieving the best manufacturing and management quality standards.

The work to be carried out consists, but shall not be limited to:

• Removal of the existing Roman porphyry or flint paving cubes by hand and/or with the aid of mechanical means, including storage of the cubes at the site area, including their cleaning from mortar and sand, with removal of the bedding sand and cleaning of the bottom

• Removal of the sand layer and transportation of the result material to an authorized landfill.

• Demolition of the reinforced concrete slab and delivery of the rubbles to an authorized landfill.

• Cross sectional excavation for undergrounding of the new medium voltage cable duct

- 9 -

• Excavation of the ground using any means and workforce, storage of the soil, rocks, and any kind material next to the trench, treated and cleaned up in such a way for being reused during backfilling operations. Excavation shall meet the requested depth required to reach the buried MV cables currently installed.

• Carry out the cutting of the wall by using an electrical core drilling machine or other tools, both mechanical or manual, performed inside the building or within the trench, to obtain the right space for the insertion of the piping system.

• Installation of the new conduit composed by PVC pipe or similar materials resistant to the soil compression (crushing greater than 750 N to CEI standards), buried inside a concrete layer, protected by an impact-resistant material and marked by special plastic warning strip.

• Laying of a new medium voltage cable in the duct without interfering with the old cable, still in service, which ensures the energy supply to the entire Embassy including the connection in accordance with current legislation.

• Supply and installation of the reinforced concrete inspection manhole 100x100cm and the related driveway manhole at the point where the junction between the new and the old cable duct takes place after installing a reinforced concrete support slab with a thickness of at least 20 cm. The manhole cover must be made up of prefabricated elements as far as possible and only where not otherwise possible cast or modified on site, with holes of suitable width made in correspondence with the electrical passages and the new pipe. The manhole cover must be made of cast iron class D400 dim. 1000x1000 mm height 200 mm suitable for intense traffic, periodic openings with triangular openings - see attached technical data sheet.

• Substrate screed in reinforced concrete conglomerate with electro-welded mesh of the portion of road pavement affected by the excavation.

• Carry out backfilling operations with material coming from the excavation, previously selected and stored on the edge of the excavation, with the use of mechanical means or carried out manually, compacted every 30cm with special equipment until the desired volume and height is reached. Excess material will be loaded onto means of transport and transported to authorized landfills.

• Backfilling and repositioning operations of the Roman pavement flooring sealed in the joints with the use of polymeric sand.

The main work of the tender will therefore be the excavation, followed by the subsequent work of cutting the masonry, the installation of the new cable duct including the ancillary works and finally the backfilling and restoration phase of the road surface.

The preliminary phase of the works involves the identification, using ground penetrating radar equipment, of the underground services present in the excavation area, which is essential for a preliminary assessment in order to extrapolate their correct location, sizing and distance from the building.

Once the exact position of the existing system has been verified, we will proceed to trace the portion of the area to be excavated and then remove the Roman pavement paving, clean the removed cobblestones and, to ensure security, store them in a locked metal

- 10 -case or a container on site for future re-use.

Subsequently we will proceed with the dismantling of the laying surface composed of a layer of sand with a thickness of approximately 10cm and the reinforced concrete base, with a thickness of 10cm, placed at a depth of 30cm.

The phase following the removal involves the forced section excavation until the discovery of the cable duct, which is assumed to be at a depth of approximately 1.50 meters from the walking surface. Once the pipe has been identified, we proceed with the excavation work until we reach the retaining wall of the building. Given the particular nature of the site, the excavation operations will be carried out mainly by hand and, only when necessary, with the aid of mechanical instruments, under the careful supervision of the works management and of a qualified archaeologist.

Once the portion of masonry has been demolished and the pipes have been installed, the underground operations will end with the backfilling of the trench carried out with material from the excavation with the aid of mechanical and manual means. In correspondence with the power line, a concrete well will be inserted with a cast iron driveway cover, to allow for any further passages of medium voltage cables and related technical inspections in the future.

However, it cannot be ruled out that during the excavations it may be necessary to make changes to the project route due to the presence of any currently undetectable elements, and which will be evaluated jointly with the works management.

Given the presence of numerous underground services and archaeological elements in the Via Friuli area, it was decided to build the cable ducts using a mixed technique, including both the reuse of existing cable ducts and the construction of traditional cable ducts. The installation plan will be established and decided by the surveillance archaeologist who will supervise the execution of the excavations.

Inside the power building you will have to proceed with closing the openings, smoothing and painting the entire wall involved. Are also included various completion works such as masonry assistance for the individual interventions, minor touch ups to the plastering, touch-ups to paintwork, interventions and supplies that cannot be estimated in quantities such as leasing and scaffolding, removal and disposal of all debris, final cleaning of worksite, etc.

There are included in this contract all the works, the performances, and the supplies necessaries to deliver the work fully accomplished, according to the established conditions by the present specifications, with the technical characteristics, qualitative and quantitative expected by the work executive project and relatives to the attachments from which contractor declares to have taken full and exact knowledge. There are also included, only if accepted by the COR, improvements and additional operations contained

- 11 -in the technical specifications presented by the contractor without any additional charges for the government.

All the material should be of primary brands and samples should be submitted to the COR for approval. All samples should be submitted within 15 days from the notice to proceed.

All the debris from the work shall be loaded and disposed outside the building on the very same day, and only a small internal area will be set up to deposit the material to be installed.

The supply of the materials, as listed in the bill of quantities, shall be fully charged to the contracting company.

Mortars for Masonry

The water and sand for the preparation of the dough must meet the requirements and technical characteristics referred to in the articles "Materials in General" and "Water, Limes, Cements and Cement Agglomerations". The use of ready-made pre-mixed and pre-mixed mortars is permitted, provided that each supply is accompanied by a supplier's declaration certifying the group of mortar, the type and quantity of binders and any additives. If the type of mortar does not match within those indicated below, the supplier must certify with official tests also the strength characteristics of the mortar itself. The procedures for determining the compressive strength of mortars are set out in the

Ministerial Decree 13-9-1993.

Types of mortar and their classes are defined in relation to the composition in volume;

mortars of different proportions in composition also packaged with additives, previously tested, can be considered equivalent to those indicated if their average compressive strength is not lower than the values referred to in Ministerial Decree 20-11-1987, n. 103.

Aggregates for cementitious conglomerates, natural and crushing, must consist of non-frosty and non-friable elements, free of organic, silty and clayey substances, etc., in proportions not harmful to the hardening of the conglomerate or to the preservation of the reinforcements. Gravel or crushed stone must have maximum dimensions commensurate with the geometric characteristics of the carpentry of the casting and the size of the reinforcements. The sand for mortars must be free of organic, earthy or clayey substances, and have a maximum grain size of 2 mm for masonry in general, 1 mm for plasters and parameter masonry or in cutting stone.

2. Additives for cementitious mixtures are classified as follows: fluidifiers; aerants;

retardants; accelerants; fluidifiers-aerants; fluidifiers-retardants; fluidifiers- accelerants;

antifreeze-superfluidifying agents.

3. Cement conglomerates for reinforced concrete structures must comply with all the requirements of Ministerial Decree 14-2-1992 and related explanatory circulars.

Brick and concrete elements

The artificial resistant elements to be used in the masonry (brick and concrete elements) can be made of normal brick, lightened brick paste, normal concrete, lightened concrete.

When used in the construction of load-bearing masonry, they must meet the requirements contained in Ministerial Decree 20-11-1987 (Technical standards for the design, execution and testing of masonry buildings and for their consolidation).

In the case of non-load-bearing masonry, the requirements can be a useful reference, together with those of the UNI EN 771-1:2004.

The resistant elements of brick and concrete may contain punctures that meet the requirements of the Ministerial Decree 20-11-1987.

The mechanical strength of the elements must be demonstrated through certifications containing test results and conducted by official laboratories in the production plants, in the manner provided for in the ministerial decree above.

The Director of Works should request an acceptance check, with the aim of ascertaining whether the elements to be implemented have the characteristics declared by the manufacturer.

General materials

The materials, products and components needed, made with traditional and / or artisanal materials and technologies, for the construction of the works, will come from those

- 22 -locations that the Contractor deems of its convenience, provided that, at the sole discretion of the management of the works, they respond to the characteristics / performances indicated below.

In the case of industrial products, compliance with these specifications may result from a certificate of conformity issued by the manufacturer and proven by appropriate documentation and / or certification.

All switches by 160 cm from the faucets or water point, must be covered by waterproof plate IP55.

Execution

Demolitions and removals

The demolition of masonry, concrete, both partial and complete, must be carried out in order and with the necessary precautions, so as not to damage the residual walls, to prevent any injury to workers and to avoid inconvenience or disturbance.

It is therefore forbidden to throw away the materials in general, which instead must be transported or guided down, and to raise dust, so both the walls and the resulting materials must be properly wet. In demolitions and removals, the Contractor must also provide for any necessary shoring to support the parts that must remain and arrange so as not to deteriorate the resulting materials, which must still be able to be used within the limits agreed with the management of the works, under penalty of recourse for damage in favor of the contracting authority. Demolitions should be limited to the prescribed parts and dimensions. When, also due to lack of shoring or other precautions, other parts are demolished or the limits set are exceeded, the parts unduly demolished will also be rebuilt and restored at the expense of the Contractor, without any compensation. All reusable materials, at the sole discretion of the management of the works, must be properly cleaned, guarded, transported and ordered in the places of storage that will be indicated by the management itself, using precautions not to damage them both in cleaning, both in transport, and in their settling and to avoid dispersion. These materials all remain the property of the contracting authority, which may order the Contractor to use them in whole or in part in the contracted works, pursuant to art. 40 of the current General Specifications, with the prices indicated in the list of these Specifications.

• Demolition

Demolition is the process of wrecking or taking out any load-supporting structural member of a facility together with any related handling and disposal operations.

Masonry works

In the constructions of the walls in general the perfect execution of the edges, vaults, plates, arches will be taken care of, and all the necessary recesses, backgrounds, reeds and holes will be left for:

• receive the keys and keycaps of the vaults: the anchors of the chains and double

T beams; the heads of the beams (wooden, iron); cutting stones and anything else that is not put in place during the formation of the walls

• the passage of vertical ducts (rain pipes, drinking water pipes, stove and chimney pipes, used water discharge, garbage, etc.)

• for the passage of electrical, telephone and lighting pipes

• the plinths, devices for stopping doors and windows, anchors, thresholds, ironwork, railings, windowsills, etc.

What has been said, so that there is never a need to chisel the masonry already carried out. The construction of the walls must begin and continue evenly, ensuring the perfect connection both with the existing walls and between the parts of them. The bricks, before their use, must be wetted to saturation by prolonged immersion in the water and never by sprinkling. They will have to be put in place with the alternating joints and in regular and normal courses to the external surface; they will be laid on top of an abundant layer of mortar and pressed on top of it so that the mortar flows back to fill all the connections. The mortars to be used for the execution of the masonry must be sieved to prevent the joints between the bricks from being higher than the tolerance limit set. The cladding walls will be made in well-aligned courses and must be properly connected with the inner part.

If the masonry were to be carried out with exposed facing (cortina) care must be taken to choose for the external faces the bricks of best firing, better formed and of more uniform color, arranging them with perfect regularity and recurrence in the horizontal connections, alternating with precision the vertical joints.

In this kind of facing the joints must not have a width greater than 5 mm and, after their scraping and cleaning, must be profiled with hydraulic or cement mortar, diligently compressed and smoothed with special iron, without deburring.

The crooks, arches, plates and vaults must be built so that the bricks are always arranged in the normal direction at the curve of the intrados and the width of the joints must never exceed 5 mm at the intrados and 10 mm at the extrados.

- 25 -

At the junction with walls to be built later, appropriate clamps must be left in relation to the material used.
