TECHNICAL SPECIFICATIONS FOR BECKNER WELL PLUGGING PROJECT
This technical specifications document is issued by the West Virginia Department of Environmental Protection, Office of Oil and Gas, for the plugging and remediation of two abandoned oil and natural gas wells located in Ritchie County, West Virginia. The project encompasses the complete plugging, site reclamation, and restoration of two well sites identified as API# 47-085-01544 and API# 47-085-01559, both situated near Cairo, WV on Route 47. The scope of work includes site preparation, well cleaning and plugging operations, installation of permanent monuments, and full site reclamation in accordance with West Virginia Code 22-6-23 and 22-6-24. Well API# 47-085-01544, completed in 1954 as an oil well with a total depth of 1,170 feet, currently exhibits surface leakage of oil, gas, and saltwater. Well API# 47-085-01559, also completed in 1954 as a gas well with a total depth of 2,420 feet, currently exhibits surface leakage of gas and saltwater and requires construction of a 150-foot service road from Route 47 to the well site. The contract requires a minimum three-person rig crew and includes 36 detailed technical line items covering all equipment, materials, labor, and services necessary for project completion.
The contract structure utilizes individual line-item pricing with payment based on specific measurements including hourly rates for rig operation and equipment usage, lump-sum amounts for mobilization, demobilization, site preparation and reclamation, per-unit pricing for materials such as cement and gel, and per-ton pricing for waste disposal. Work is restricted to Monday through Friday during normal business hours with a maximum ten-hour workday. The Department of Environmental Protection will obtain and pay for all required local, state, and federal permits, with permit conditions becoming mandatory contract inclusions. The contractor is responsible for daily time and material tracking, with Department confirmation of expenditures at the conclusion of each workday. All work must comply with the West Virginia Erosion and Sediment Control Field Manual (May 2012), and disposal of waste materials must be documented with scale tickets or manifests from approved facilities. A designated DEP Project Coordinator will serve as the primary point of contact and must be notified within 24 hours of plugging commencement.

Items are bid as described above, and shall include installation or deployment costs.
25.0 Sand Pump
A sand pump is a syringe-type cable tool typically between four (4) and six (6) inches in diameter used to pump sand and cuttings from the well bore.
The well bore size will determine the size of the sand pump used.
Item is bid per pump.
26.0 Cherry Picker
A cherry picker is a tool used to retrieve items from the well bore and drill out wooden plugs. This tool is run on the stem and is used in conjunction with jars.
The cherry picker will be a four (4) to eight (8) in diameter tubular four (4) feet in length with a tapered hole and slot. The well bore diameter will determine the precise size of cherry picker.
Item is bid per cherry picker.
27.0 Casing/Tubing Spear
Casing/Tubing Spear is a grapple tool that will go inside of tubing that is inside of the well bore.
Size will be determined by tubing encountered.
1. Tubing Spear 1 inch to 3 ½ inches
2. Casing Spear up to 10 ¾ inches
Item is bid per spear.
28.0 Overshot
Overshot is a grapple tool used to retrieve tubular pipe and casing by going over the outside of item being fished.
Size to be determined by the size of the fish. All grapples and working components must be included.
1. 1 inch to 3 ½ inches
2. Up to 8 ⅝ inches
Item is bid per tool.
29.0 Impression Block
The impression block is a wax block affixed to the bottom of fishing tools to allow for the creation of an impression of hole contents to assist in fishing operations.
Item is bid per impression block.
30.0 Subs
A sub is a short, threaded piece of pipe used to adapt parts of the drilling string that cannot otherwise be screwed together because of differences in thread size or design. Subs may be needed to change over to drill pipe or to retrieve casing from the well bore.
This item is bid per sub.
31.0 Power Swivel
The power swivel is a mechanical device that suspends the weight of the drill string. It is designed to allow rotation of the drill string beneath it, conveying high volumes of high-pressure drilling mud between the rig's circulation system and the drill string.
The power swivel must be a minimum of a twenty-five (25) ton hydraulic unit. The Power
Swivel must include the Power Unit with hoses and connections, also includes two Saver
Subs (one for Drill Pipe and one for Drill Collars).
This item is bid per hour of use.
32.0 Concave Mill
A mill is a tool that grinds metal downhole, typically to remove junk or parts of a casing string.
Mills will include subs needed.
1. 4 ¾ inch mill
2. Up to 8 ⅞ inches
Item is bid per mill.
33.0 Mud/mixing pump
A mud pump is a reciprocating piston/plunger pump designed to circulate drilling fluid under high pressure down the drill string and back up the annulus.
This pump must have a minimum of five (5) inch diameter with a seven (7) inch stroke length or larger, and able to supply volumes and pressure as needed. It will include hoses and connections capable of handling the pump output.
Item is bid per hour of use.
