Technical Specifications for West Side Gateway Sign Contract

This technical specification document outlines the requirements for the City of Scranton's West Scranton Gateway Signage project, which involves the detailed design, fabrication, and installation of a new gateway sign at the intersection of North Main Avenue and Euclid Avenue. The contractor is responsible for furnishing all labor, materials, equipment, and means necessary to complete the work, including engineered sealed structural drawings, detailed fabrication drawings subject to review and approval, and structural design of the sign and foundations. Prior site preparation work—including grading, retaining wall construction, and power supply installation—will be completed by others before sign installation commences. Electrical work to connect integral sign lighting to the power supply will also be handled separately. The contract requires coordination with adjacent property owners and utility systems, with particular attention to minimizing disruptions to existing infrastructure. The contractor must employ an experienced Civil Engineer/Surveyor to establish baselines, lines, and grades, and is responsible for all layout and staking of new construction. Sealed bids are due by 10:00 am on Thursday, July 16, 2026, with bids to be opened in City Council Chambers on the 2nd Floor of City Hall.

The specifications establish concrete material requirements in accordance with PennDOT Publication 408 Specifications, with concrete plant approval contingent upon a minimum ten-year operational history and submission of all required test results and documentation to the Engineer for approval. The contractor bears responsibility for protecting existing surfaces, structures, and vegetation; managing all construction equipment; controlling dust and site conditions; and completely repairing any damage caused by project operations at their own expense. All miscellaneous work items—including project signage, dust control, pedestrian signage, utility coordination, and supervision—not specifically listed as pay items on the Bid Form shall be included as incidental costs in the unit prices or lump sum price. Payment for cement concrete structures will be made either by cubic yard or lump sum as indicated on the drawings, with no additional compensation provided for concrete work covered under other contract items or for reinforcement placement.
