About this file

This is a Federal Certification Regarding Lobbying document (31 CFR Part 21) applicable to the City of Scranton's West Scranton Gateway Signage contract opportunity in Pennsylvania. The certification establishes the contractor's commitment to comply with federal lobbying restrictions and disclosure requirements. The City of Scranton Department of Business Administration is soliciting sealed bids for the West Scranton Gateway Signage project through the City's e-Procurement Portal, with bids due by 10:00 am on Thursday, July 16, 2026. Prospective bidders must register on the e-Procurement Portal and follow the project to receive addenda notifications and participate in the bidding process. All bid documents and supplementary materials must be uploaded and submitted through the portal by the deadline, with technical and scope-related questions submitted via the "Q & A" function no later than 11:59 pm on Monday, July 13, 2026. The bid opening will occur in City Council Chambers on the 2nd Floor of City Hall and will be livestreamed on the City's YouTube channel.

The certification requires that the contractor certify no federal appropriated funds have been or will be used for lobbying activities related to this contract. If non-federal funds are used for lobbying purposes, the contractor must submit Standard Form-LLL, "Disclosure Form to Report Lobbying," in accordance with applicable instructions. The contractor must also incorporate this certification requirement into all subaward documents at all tiers, including subcontracts and subgrants. Failure to file the required certification subjects the contractor to civil penalties ranging from $10,000 to $100,000 for each violation, and the provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims apply to this certification.
