SPECIALIZED TESTING
Government acceptance is dependent upon verification of ballistic integrity as demonstrated through Production Verification Testing (PVT) conducted at Aberdeen Test Center in accordance with the “Detailed Test Plan for the Ballistic Verification Tests of the Advanced Combat Helmet (ACH) and Enhanced Combat Helmet (ECH) Night Vision device (NVD) Hardware.” The contractor shall complete PVT and Lot Verification Testing (LVT) for subsequent lots of the bracket and hardware.
Ballistic Protection: The uHMA assembly, including attaching hardware, are critical safety items and shall not affect the ballistic integrity of the helmet when mounted using the existing one-hole NVD mounting aperture.
The uHMA mounting hardware shall be resistant to penetration from a 9mm Full Metal Jacket round nose with a nominal mass of 124 grains in accordance with NIJ 0106.01 and International Test Operating Procedures (ITOP) 4-2-805 at 1400 +50/-0 ft/sec and 0 deg Obliquity when tested in accordance with the ACH Purchase Description, ACH CO/PD-08-04, dated 30 October 2007 with changes dated 24 March 2009.
The objective of this test is to verify that the Resistance-to-Penetration (RTP) ballistic performance of the uHMA and hardware meet the criteria specified in the requirements documentation, as measured by complete/partial penetrations when uHMA’s and hardware are subjected to 9-mm FMJ RN projectiles when installed on ACHs.
The contractor shall coordinate and arrange for the Production Verification Test to be conducted by Aberdeen Test Center in accordance with the Detailed Test Plan. The contractor shall provide the final Production Verification Test Report in accordance with CDRL D001. Government acceptance of the PVT Report is contingent on Product Manager Soldier Protective Equipment (PM SPE) approval that all critical safety requirements have been met.
The contractor shall coordinate and arrange for Lot Verification Tests to be conducted by Aberdeen Test Center for all subsequent lots of the uHMA and hardware in accordance with the Detailed Test Plan. The contractor shall provide the final Lot Verification Test Report in accordance with CDRL E001. Government acceptance of the LVT Report is contingent on Product Manager Soldier Protective Equipment (PM SPE) approval that all critical safety requirements have been met.
The contractor can request PVT and LVT to be performed by ATC by submitting a Request for Test Service at https://www.atec.army.mil/rfts.html. The contractor will have to provide all necessary uHMAs and attaching hardware for testing. ACH helmets will be provided by the Government for testing.
PVT will require 43 uHMA’s and an equal number of attaching hardware. The 43 uHMA’s and sets of attaching hardware required for PVT shall not count toward the required delivery number. 22 uHMA’s will undergo base ballistic testing and if there is one complete penetration during testing an additional 16 uHMA’s will be tested.
Five uHMA’s are required as contingency samples for testing.
The number of uHMA’s and associated sets of attaching hardware required for LVT depends upon the lot size chosen by the selected vendor. Lot sizes can range from 500 or less up to 150,000. See table 1, below. The test assets required shall not count toward the required delivery number.
