About this file
This is a Request for Proposal (RFP) for a five-year Firm Fixed Price Indefinite Delivery/Indefinite Quantity (ID/IQ) Long-Term Contract with one base period and no option years. The solicitation seeks procurement of Universal Helmet Mount Assembly (uHMA) units for Enhanced Night Vision Goggle (ENVG) III and ENVG-B systems, identified by NSN 5855-01-680-8536 and part number 68700ECD01. The contract minimum is $100,000 with a maximum value of $17,821,302.18. Best Estimated Quantities total 3,215 units across five years: Year 1 – 599 units, Years 2-5 – 629 units each. Offers must provide unit prices for four quantity ranges (200-400, 401-600, 601-800, 801-1000) with delivery FOB Destination to DLA Distribution, New Cumberland Facility. The standard delivery schedule requires 150 units within 270 days after contract award (with PVT testing) or 120 days without PVT testing, followed by 100 units monthly until completion. Offerors must accept the Government's required delivery schedule or provide documented alternative schedules; proposals exceeding Government timelines require explanation. The contractor must provide one-year no-cost commercial warranty from Government acceptance on DD Form 250, conduct Production Verification Testing (PVT) within 180 days, perform Lot Verification Testing (LVT) on production lots, and package materials per MIL-STD-2073-1 with Military-level preservation. Inspection and acceptance occur at the contractor's origin facility.
Award will be made using the Lowest Price Technically Acceptable (LPTA) evaluation methodology. Non-price evaluation factors include: (1) Supplies – Terms and Conditions (technical acceptability of meeting specifications, quality assurance, and delivery requirements); (2) Past Performance (six-year history of similar items in the same Federal Supply Class, with consideration of problems and remediation); and (3) Delivery Schedule (ability to meet or exceed Government timelines with acceptable narrative explanation). All factors must receive an "Acceptable" rating for consideration. The solicitation is unrestricted, issued by DLA Land at Aberdeen (DODAAC SPRBL1), with Contract Specialist Abdel M. Nogueras Rojas and Contracting Officer Kyle B White. The solicitation closing date is June 30, 2026, at 4:30 p.m. Proposals must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module with a validity period of 180 days. The RFP incorporates Technical Requirements Document (Exhibit A), DLAD Procurement Notes (including provisions regarding superseded parts, manufacturing discontinuation, supply chain traceability, and unused Government surplus property), and standard FAR/DFARS clauses covering representations, certifications, quality management (ANSI/ASQ 9001:2015), item unique identification, ballistic testing, and various compliance requirements.
