About this file

This is a Technical Quotation Information Packet supporting a Request for Quotation (RFQ) issued by the Federal Bureau of Prisons Community Treatment Services for national peer support services. The solicitation number is 15BCTS26Q00000003, posted August 3, 2026, with a response deadline of August 24, 2026. The requirement is designated as a Total Small Business Set-Aside under NAICS code 621420 (outpatient mental health and substance use disorder services). The contracting office is located at 320 First Street NW, 2nd Floor, Washington, DC 20534, with the primary contact being j15walker@bop.gov or 318-561-5304.

The Federal Bureau of Prisons seeks a community-based outpatient peer support service delivered via mobile application utilizing tele-support or video-support mechanisms by certified peer support specialists to inmates in community placement. The service must be available 365 days per year, seven days per week, from 7:00 am to 10:00 pm local time, with crisis support resources provided outside these hours. The service will augment traditional mental health and substance use disorder treatment for inmates in Community Treatment Services and provide reentry peer support for all inmates in community placement, accessed through cellular phones, laptops, and tablets. The packet indicates this is a commercial item acquisition under FAR Part 12, with quotes being the only solicitation mechanism and no separate written solicitation to be issued.
