About this file
This document is a Questions and Answers (Q&A) addendum for RFQ/Solicitation 15BCTS26Q00000003 issued by the Federal Bureau of Prisons (FBOP) for Community Reentry Peer Support Service (CRPSS) delivered via tele-support or virtual-support modalities.
The solicitation seeks contractor services to provide peer support to inmates in community reentry programs through three service levels differentiated by the number of synchronous engagements per billing cycle. Key personnel requirements include an Authorized Negotiator, Peer Specialists, and Peer Support Supervisors who must hold one of three certifications: Nationally Certified Peer Recovery Support Specialist (NCPRSS), Nationally Certified Peer Specialist (NCPS), or State-Level Peer Support Specialist certification. The contract period of performance runs from September 10, 2026 through March 31, 2027, with estimated maximum quantities of 1,015, 600, and 250 units across three CLINs for the initial period (09/10/2026–12/31/2026), though actual referral volumes are expected to vary monthly with an enrollment ramp from contract start. Technical responses are limited to three pages per individual operational plan response. All identified personnel must complete FBOP background checks and NCIC/NLETS clearance before approval, with R3M system training to be conducted prior to the contract start date. Contractors determine applicable CLINs based on services actually delivered and documented in monthly reports. Service Contract Labor Standards wage determinations do not apply. The last day to submit questions was August 20, 2026 at 1:00 pm EST.

Questions 2
RFQ/Solicitation: 15BCTS26Q00000003 National Peer Support Virtual Community Reentry Peer Support Service (CRPSS)
(Tele-Support or Virtual-Support)
25. Decisional Rule Criteria. The Statement of Work (e.g., 2.3.9, 3.1.2, 7.2.1) and the Technical Quotation Information Packet reference Decisional Rule Criteria at "Section 2.1 of the SF-1449." Section 1 of the solicitation contains the Commodity/Services Schedule and Section 2 contains Contract Clauses. Would the Contracting Officer confirm that the certification standards and minimum requirements at SOW 3.1.3 and 3.2 constitute the applicable Decisional Rule Criteria for key personnel?
Response: The Decisional Rule Criteria refers to the section of the solicitation synopsis titled, COMMUNITY TREATMENT SERVICES 2026 DECISIONAL RULE CRITERIA – LPTA. Please review section 2 Staffing Requirement – Key Personnel.
2a. Minimum Staffing Requirements of Key Personnel Identify the following on the Technical Personnel Document:
Authorized Negotiator (AN) Peer Specialist (PS) Peer Support Supervisor (PSS)
2b. Certification Requirements for Peer Specialists & Supervisors All key personnel providing peer support services to inmates or supervisors of peer specialists must be a:
Nationally Certified Peer Recovery Support Specialist (NCPRSS) Nationally Certified Peer Specialist (NCPS) State-Level Peer Support Specialist (or Certified Peer Specialist)
26. Technical response page limits. The preamble to Item 1 of the Technical Quotation Information Packet states, "Each response shall not exceed three pages in total." Please confirm that this three-page limit applies to each response individually — that is, to each of the responses required at Items 1(a), 1(b), and 1(c) — consistent with the individually stated two-page limit at Item 3(b).
Response: On page 2 of the document titled “Technical Quotation Information Packet.docx,” it states that each response shall not exceed three pages in total. Therefore, each separate plan response should not exceed three pages in total. This WOULD NOT be for all three operational plans combined to not exceed three pages in total.
27. Electronic File Management System. SOW 2.3.6 and 2.4.2 require use of the FBOP's approved electronic file management system (EFMS) for referrals, records, and correspondence. Would the Contracting Officer identify the EFMS platform, the onboarding process and timeline for contractor administrative users, and whether any contractor-side integration or system authorization is required prior to the contract effective date of September 10, 2026?
Response: At this time, the Federal Bureau of Prisons (FBOP) utilizes the Residential Reentry Referral Management (R3M) platform and one of its applications, the electronic file management system (EFMS).
All identified personnel must complete FBOP background checks and receive NCIC/NLETS clearance before they may be approved to work on the contract. Following contract award, the authorized negotiator shall identify contract staff who will require access to R3M.
Once personnel have received FBOP approval, the Bureau will schedule R3M training prior to the first day of the contract period of performance. Training will include system security login procedures and instruction on R3M functionality. The standard training block is approximately two hours. Upon completion of training, approved personnel will be granted access to utilize the R3M system.
The EFMS is designated as a FISMA moderate system and meets applicable NIST 800-53 security controls. No additional contractor-side system integration is required prior to the effective date of performance beyond ensuring that personnel submitted for approval will actively participate in contract administration.
28. Option periods. Provision 52.217-5, Evaluation of Options, is incorporated, and SOW 4.2 refers to a base period with option periods as specified in the SF-1449. The Schedule reflects a single period of performance with no option line items. Would the Contracting Officer confirm whether option periods are contemplated and, if so, whether option pricing should be submitted with this quotation?
Response: At this time, the performance period is being amended to end on March 31, 2027. On August 5, 2026, Amendment 1 was issued to update the period of performance for each Itemized Line from 09/01/2026-12/31/2026 to 09/10/2026-12/31/2026. Amendment 2 is being issued to update the period of performance for each Itemized Line from 09/10/2026-03/31/2027. The current solicitation does not have an option period.
29. Service Contract Labor Standards. FAR 52.222-41, Service Contract Labor Standards, is incorporated.
Given nationwide performance at the location of inmates in community placement, would the Contracting Officer identify the applicable wage determination(s) and the labor category mapping the Government considers applicable to certified peer support specialists performing under this contract?
Response: Service Contract Labor Standards wage determination does not apply to this procurement.
30. Estimated quantities. The Schedule reflects estimated maximum quantities of 1,015, 600, and 250 units for CLINs 0001–0003 for the period 09/10/2026–12/31/2026. Would the Contracting Officer confirm whether these estimated maximums represent anticipated total volume for the stated period of performance, and whether they reflect an anticipated enrollment ramp from contract start or steady-state utilization?
Response: The estimated maximum quantities in the solicitation does not represent anticipated total volume for the stated period of performance. Contractors should anticipate referral volume will vary from month to month, with an expected enrollment ramp from contract start.
31. Enrollment session billing. SOW 2.3.8 provides that the enrollment session is not a billable peer support session. Where a participant's enrollment session and qualifying engagements meeting a CLIN's minimum requirements occur within the same billing cycle, would the Contracting Officer confirm that the billing cycle is billable at the applicable CLIN?
Response: The billing cycle is defined as a calendar month. If a participant’s enrollment session and qualifying engagements meet a CLIN’s minimum requirements within that calendar month, the contractor may bill for the applicable CLIN for that month.
32. Service level determination. SOW 2.3.12 establishes three CLINs distinguished by the number of synchronous engagements delivered during a billing cycle, and SOW 2.3.5 provides that the Referral & Authorization form specifies the service and authorization period. Would the Contracting Officer confirm whether the applicable CLIN for a billing cycle is determined by the Contractor based on services actually delivered and documented in the Monthly Individual Report, or whether the FBOP authorizes a specific service level in advance?
Response: The applicable CLIN for a billing cycle is determined by the Contractor based on services delivered and documented in the Monthly Individual Report.
33. Language access. SOW 1.3 requires language access services for inmates who do not speak English as their primary language. Would the Contracting Officer provide the anticipated distribution of primary languages among the referred population, or historical utilization data, to support quoters' planning of language access services?
Response: The Bureau does not have data regarding the anticipated distribution of primary languages among the referred population or historical utilization data.
