Amendment 0002 to Federal Bureau of Prisons RFQ 15BCTS26Q00000003

This is Amendment 2 to a Request for Quotation (RFQ) issued by the Federal Bureau of Prisons (BOP) Community Treatment Services Contracting office for Virtual Community Reentry Peer Support Services. The amendment, effective August 13, 2026, makes three substantive corrections to the original solicitation: the cover letter language is corrected to specify services for "male and female inmates held under authority of the United States nationwide," the response deadline is updated to August 24, 2026, and the combined solicitation/synopsis language is revised to remove the requirement that "all treatment services are to be provided by clinicians who currently hold a professional license to practice independently, without supervision." The performance period for the resulting contract is established as September 10, 2026 through March 31, 2027.

The procurement is structured as a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract with three line items: CRPSS-Basic (1030) with 10 units guaranteed minimum and 1,015 units estimated maximum; CRPSS-Standard (1040) with 5 units guaranteed minimum and 600 units estimated maximum; and CRPSS-Enhanced (1050) with 3 units guaranteed minimum and 250 units estimated maximum. All services are to be delivered to the Federal Bureau of Prisons Mid Atlantic Regional Office in Annapolis Junction, Maryland. The solicitation requires quotations via email to designated Contracting Officers Joo Walker and Robert Carroll, with extensive compliance documentation including completed SF-1449 forms, Business and Technical Quotation Information Packets, SAM registration proof, professional liability insurance documentation, and an ATU Vendor Attestation Form. The RFQ is evaluated on best value considering technical capability and lowest price technically available, with evaluation of offers including all options for award purposes.
