About this file

This is a Technical Questions and Answers document from the Florida Department of Transportation (FDOT) District Seven regarding their Rapid Incident Scene Clearance (RISC) Services contract. The document outlines required training certifications for contractors, including Intermediate Maintenance of Traffic (MOT) training through FDOT-approved agencies, FDOT MOT Training with CBT certification, and a 4-hour FHWA Strategic Highway Research Program (SHRP) 2 Training course.

The document clarifies several key requirements: vendors must be on the Florida Highway Patrol (FHP) wrecker rotation list for the coverage areas specified in the contract, and all responses must be submitted electronically to D7.Purch@dot.state.fl.us. For submissions exceeding the 25MB file size limit, vendors may send multiple emails marked sequentially as Part 1, Part 2, etc., following guidelines in Special Condition 3 of the Invitation to Negotiate package. Recovery areas are detailed in Exhibit "A", Scope of Services, Section 8.

RAPID INCIDENT SCENE CLEARANCE (RISC) SERVICES FOR DISTRICT SEVEN

TECHNICAL QUESTIONS AND ANSWERS

1) Question: Can you tell me what courses are necessary for the RISC contract? I see in the proposal a 4-hour training in necessary but, when you log into the National Traffic Incident Management site, it has over 30 modules.

Answer: The certified training courses are as follows:

Intermediate MOT course: For individuals looking to complete Intermediate or Advanced Maintenance of Traffic (MOT) training in Florida, there are multiple FDOT-approved agencies that offer this training statewide. You can find certified training providers and upcoming class schedules by visiting the Florida Department of Transportation training portal at https://www.motadmin.com/find_course/. From here, you will just select the specific course, location, and date to see any upcoming classes. You can also contact FDOT's Maintenance of Traffic (MOT) program office directly for the latest provider information and guidance on approved courses. See https://www.motadmin.com/ for more information.

FDOT MOT Training: This specific training can be found here. Once all modules have been reviewed you will take a test at the end that will provide you with a FDOT CBT certificate. http://wbt.dot.state.fl.us/ois/MOTTIRCBT/index.htm

FHWA Strategic Highway Research Program (SHRP) 2 Training: NHI Course Number FHWA-NHI-133126A, (4 hour training) https://www.nhi.fhwa.dot.gov/course-search?tab=0&key=133126A&sf=0&course_no=133126A

2) Question: Could you provide me a list of which areas are which districts please?

Answer: Please refer to Exhibit “A”, Scope of Services, Section 8, Recovery Areas.

3) Question: Are we required to be on the FHP wrecker rotation list to apply for this contract?

Answer: Yes. The Vendor shall be on the FHP wrecker rotation list for the coverage areas identified in this contract.

4) Question: The PDF only has 25MB usage. Can we hand deliver our response to you and, if so how many copies will you need?

Answer: No. Replies must be submitted electronically only to D7.Purch@dot.state.fl.us.

If your file size is larger than 25MB, you can send separate emails and mark them sequentially (Part 1, Part 2, Part 3…) following the guidelines in Special Condition 3, Electronic Submission of Replies of the Invitation to Negotiate package.
