PLEASE NOTE: IN ADDITION TO PRICING PROVIDED ON THE BID SCHEDULE, RESPONSES ON

THIS TECHNICAL QUESTIONNAIRE (AND RESPONSES ON THE PAST PERFORMANCE

QUESTONNAIRE) ARE CRITICAL TO THE SELECTION OFFICIAL WHEN EVALUATING A PROPOSAL

FOR AWARD. INADEQUATE OR VAGUE RESPONSES MAY RESULT IN A LOWER RATING (SEE

SECTION M OF THE SOLICITATION FOR EVALUATION INFORMATION). YOU MAY USE AS MUCH

SPACE FOR YOUR RESPONSES AS NEEDED.

SUBFACTOR #1 – Technical Approach

Technical approach is your means and methods to complete the technical aspect of required work in dock rehabilitation as described in the project specifications. Submit a written narrative describing your technical approach to the specific aspects listed below.

• Approach to Critical Contract Requirements: Describe your approach to successfully accomplish dock rehabilitation in accordance with requirements outlined in the project specifications within proposed contract performance period and budget.

• Proposed Materials/Products: Please explain and list the materials/products your company will be installing per the specifications (if quoting an “or equal” product, must submit with quote all supporting documentation/specifications for those items).

• Staging Plan: Due to limited space on and off the job site, what is your plan for staging of materials?

Technical approaches that comply with applicable contract requirements; are realistic, appropriate, efficient; and demonstrate clear logic and scope understanding present lower levels of risk and will be more favorably rated. Approaches not demonstrating these attributes present higher levels of risk and will be less favorably rated.

SUBFACTOR #2 – Project Experience

Submit "Project Experience" addressing specific experience working in dock rehabilitation, preferably a minimum of 3 and/or a maximum of 5, relevant projects completed in the last 7 years.

Project experience demonstrating (1) capability to successfully complete relevant projects of similar scope and magnitude to this solicitation; (2) strong technical knowledge and skill required for this solicitation; and (3) effective management, problem solving, communication, coordination, and organization present lower levels of risk and will be more favorably rated. Those not demonstrating these attributes present higher levels of risk and will be less favorably rated.

NOTE: The same projects evaluated for experience under this factor shall also be evaluated for Past Performance. Projects determined more relevant under this factor will be given more weight in the Past Performance evaluation.

SUBFACTOR #3 – Schedule

Submit your proposed construction schedule for THIS SPECIFIC PROJECT showing completion within the required period of performance contained in this solicitation with accompanying schedule narrative. Submit your schedule so that it is clear and concise, addressing the following: major milestones, explain schedule logic, critical path activities, procurement lead-times and key considerations and constraints.

Construction schedules and narrative descriptions documenting (1) clear and efficient critical path and logical sequencing; (2) account for procurement lead-time, subcontractor/trade coordination, resource and time constraints; and (3) demonstrate successful completion within the required period of performance present lower levels of risk and will be more favorably rated. Schedules which do not demonstrate these attributes present higher levels of risk and will be less favorably rated.

SUBFACTOR #4 – Management Approach

Management approach is the is the organizational structure, equipment/assets, and business processes to manage, control, and oversee your firm's operations. Please describe your management approach to the specific aspects listed below.

• Please describe how you will institute quality workmanship for a project of this nature and magnitude.

• Assets/Equipment/Facilities: Please describe in detail your company’s assets and/or technical equipment/facilities that may be utilized for a project of this nature and magnitude. Barges, tugs, boats, equipment?

Management approaches demonstrating (1) sound management practices and business processes; (2) effective cost and quality control; and (3) clear corporate and project team commitment, hierarchy and lines of communication, roles, responsibilities, and relationships present lower levels of risk and will be more favorably rated. Plans not demonstrating these attributes present higher levels of risk and will be less favorably rated.
