Questions and Answers listed below:

QUESTIONS:

Question # Question Answer/Response

1. The PDF plans that were downloaded from SAM.gov are set to 8.5"x11" page size although it looks like the PDF should have been set to 22" x 34". Could we get a full-size PDF so we can print the drawings to the correct scale (large format).

There is only one PDF of the drawings, you should be able to print the size needed. APIS was able to print 22”x 34” very clearly from this

PDF.

2. The solicitation references using drawings S4.0, S4.1, & S.4.2 for understanding and pricing bid option A. The posted drawings on Sam.gov do not contain these three drawings. Request amendment to issue these drawings if they exist, if they do not to clarify these drawings are not available.

These drawings do exist, however were purposefully removed as they contained ice plating detail which will not be a part of this scope.

3. I'm unable to find plan details regarding option A on the bid form. It mentions installing Timbers and backing for ice plates. Are there more drawings available for this detail or am I missing something?

4. Do we have to complete Attachment 4 if we will not be using Subcontractors?

No.

5. What are the specific Foreman Rates? Not finding any in the Wage Determination (need Base & Fringe).

Contractors have some discretion here, as there isn’t always an exact match for every job. In this case, something like an equipment operator supervisor may be appropriate, but again we’ll defer to contractors as long as it isn’t clearly inappropriate.

6. Can we use the dock at Presque Isle Bay to tie up a boat at night or if needed in the event bad weather arises?

Yes, park docking fees will apply.

Docking is a first come first serve basis. Reservations will need to be made through rec.gov.

7. Can we park the Excavator in the approved staging area when we are not using it?

Yes. It is the contractor’s responsibility to ensure equipment is secured, and properly stored.

8. Do we really have to waste money on a surveyor if we are building the dock back in the same place on top of the old/existing cribs?

No. A surveyor will not be required as the dock will be rehabilitated in it’s current footprint and elevation.

Upon NPS survey prior to final acceptance, if there is variance it will be the contractor’s responsibility to correct.

9. Can we sand blast the tie cleats (39 total) and then have Yes.

them powder coated, instead of epoxy?

10. Can we substitute Red Oak for White Oak? Yes.

11. Can we use Treated Timber wood for shim stock? Yes. Species and treatment must align with existing specifications.

12. Drawing S2.0 looking at Existing Crib Layer Schedule, do we have to build cribs to this schedule or can we build to typical drawing?

Please follow the specifications as written. It may be necessary to make adjustments in the field or while constructing cribs due to further deterioration or other unforeseen factors. Please work with the COR to ensure the park’s needs are being met.

13. As the bid is lump sum, should our bid only be based on the areas indicated as Heavy Deterioration - and if any old logs/timbers not indicated on drawings need to be replaced, would these be done by change orders?

Yes.

14. Detail on the 6x8 plates and bolts – min of 2’ out from cross timbers – if you only splice over cross timbers do you need to use these plates? Or do you only need to use these plates if you splice in a span?

Galvonized splice plates are the specified joist connection hardware.

15. Does a disposal site/facility that is construction & demo landfill, which is supervised by the WI DNR, qualify to meet the specs of an EPA disposal site for all the crib demo? What, if any, documentation would be required as proof of such an authorized facility?

Yes, WI DNR supervision will meet the needs of this requirement.

Facility name, location, tonnage, and type of material landfilled must be documented and furnished via submittal.

16. When will we be receiving official notification of the new bid due date and time?

With the amendment that posts these answers. The proposal due date has been extended to Tuesday, 26 July 2022. Same time, 12:00 PM.

17. When submitting Solicitation Form 1442, do we only submit the 3 pages that are Form 1442 or are we required to return all 48 pages that make up the Solicitation in the bid docs?

You only need the 1442 form pages, just be sure to acknowledge all amendments either on the 1442 or on the SF 30’s that were included with each amendment.

18. Can we also get a plan holders list? The site visit sign-in sheet will be posted as an attachment to the amendment that posts these answers.
