NOTICE TO BIDDERS: The Specifications and Drawings for the above referenced project are hereby amended as follows:
SPECIFICATIONS – GENERAL
COVER PAGE
The Task Order referenced on the cover page is not relevant to this solicitation, it pertains to the original A&E and can be ignored by bidders.
ITEM NO. G-1 TABLE OF CONTENTS
a. DELETE Section 01 26 01 Contract Modification Procedures
ITEM NO. G-2 SECTION 01 11 00 SUMMARY OF WORK
a. Part 1.2, WORK COVERED BY CONTRACT DOCUMENTS, Part B., DELETE #3 Option
B and #4 Option C in their entirety. These options will not be considered.
b. Part 1.2, WORK COVERED BY CONTRACT DOCUMENTS, Part C., after Project will be constructed under a single prime contract, ADD Period of Performance: The Period of Performance work shall be completed within 365 calendar days after issuance of the Notice to Proceed (NTP).
ITEM NO. G-3 SECTION 01 26 01 CONTRACT MODIFICAITON PROCEDURES
a. DELETE section 01 26 01 in its entirety.
ITEM NO. G-4 SECTION 01 27 00 – DEFINITION OF CONTRACT LINE ITEMS
a. Part 3.1 LIST OF CONTRACT LINE ITEMS, Parts C and D, DELETE in their entirety.
Options B and C will not be considered.
ITEM NO. G-5 SECTION 01 31 00 PROJECT MANAGEMENT AND COORDINATION
a. Part 1.3 SUBMITTALS, A. and B., DELETE in its entirety and replace with the following language:
A. General Submittal Procedures: Submittals shall be prepared and provided for the individual Specification Sections. Types of submittals are indicated in individual specific sections. CM-16 Transmittal Form: All submittals shall be transmitted via email using National Park Service form CM-16 form. The form will be provided by the Contracting Officer. No action will be taken on a submittal item unless accompanied by the CM-16 transmittal form. Contractor shall submit to Contracting Officer (CO) and Contracting Officer Representative (COR).
1. Documents to be submitted to Contracting Office before Notice to Proceed (NTP) will be issued (all are due 10 calendar days after notice of contract award):

2. Alternative Payment Protection - Must provide either a Payment Bond or Irrevocable Letter of Credit for construction contracts greater than $35,000, but not greater than $150,000
a. Payment Bonds - Must be provided for construction contracts exceeding $150,000
b. Performance Bond - Must be provided for any construction contracts exceeding $150,000
3. Certificate of Liability Insurance
4. Letter Designating the Project Manager and Site Superintendent and their authority as it pertains to this project
5. Safety/Accident Prevention Plan – must be approved before work can commence/start
If all of the documents listed above have not been received, Notice to Proceed will not be issued, and the Contracting Officer will consider other contractual remedies. Work shall not commence until written Notice to Proceed has been issued.
2. Documents to be submitted to Contracting Office after NTP has been issued and work can be performed on-site/begin (all are due 10 calendar days after issuance of NTP or otherwise specified below):
The following submittals shall be submitted with a CM-16 transmittal cover sheet to the CO/COR and submitted for approval as outlined below:
1. Work/Project Schedule -- delineating the various stages of work by phase
(milestones)
2. Contractor shall provide, when applicable but not limited to, copies of product specifications, manufacturer’s literature and installation instructions of all materials and products to be furnished and installed. COR will verify that product specifications meet contract requirements.
3. Quality Control Plan
4. Schedule of Values (if applicable)
5. Documentation of licensing or certifications as an approved installer by manufacturer of materials for each individual product submittal and shop drawing (if required)
6. List of individuals working on the project
7. SF1413 – Statement of prime contractor/acknowledgement of subcontractor
8. Safety Data Sheets (SDS) for each individual product submittal and shop drawing (if required)
9. Temporary Storm Water Pollution Prevention Plan (SWPP or UPPP) Submitted to CO.
3. The following submittals are required to be submitted before final payment is made:
1. Unless otherwise specified in the specifications, Contractor is required to provide at the end of the project a series of before, during and after pictures of what was completed. The pictures will include all areas the contractor is authorized to work on.
2. Manufacturers recommended care and cleaning requirements (if applicable)
3. Receipts from recycling companies showing quantity of material being recycled.
4. Warranty documentation for workmanship (as outlined in the Specifications/Statement of Work: Start date of warranty will be the date shown on the Final Inspection Checklist/Report)
5. Product warranties (if applicable)
6. Pay applications

7. Certified payrolls – should be sent weekly
8. Contractor quality control daily reports (any outstanding)
9. Release of Claims - must be for the full amount of the contract (to include modifications)
10. SF1413 (any outstanding) - Statement of prime contractor/ acknowledgement of subcontractor
11. Drawings/pictures (if applicable), etc.
12. Testing Reports (if applicable)
13. Final Inspection Checklist/Report (initiated by the COR, all parties sign once complete)
B. Submittal List: A submittal list has been attached to the end of this Specification Section. The intent is to provide an overall summary of submittal requirements and not a comprehensive list. The requirements of the individual Specification Sections, terms and conditions of the Contract still apply regardless of what is shown on the submittal list.
C. If all of these documents have not been received in the timeframe outlined above, the Notice to Proceed will not be issued, and the Contracting Officer will consider other contractual remedies. Work shall not commence until written Notice to Proceed has been issued. Contracting Officer will notify the Contractor of tentative date for the Pre-Construction Conference after contract award.
ITEM NO. G-6 SECTION 01 32 16 CONSTRUCTION SCHEDULE
a. Part 2.2 B. 7. DELETE Substantial Completion from the sentence.
b. Part 3.1 B. 1., DELETE substantial completion and REPLACE with Final Completion in the sentence.
ITEM NO. G-7 SECTION 01 33 23 SUBMITTAL PROCEDURES
a. Part 2.1 ACTION SUBMITTALS, A.3.b., DELETE substantial completion from the sentence and replace with final completion.
ITEM NO. G-8 SECTION 01 35 23 SAFETY REQUIREMENTS
a. Part 3.4 SAFETY MEETINGS, A.,REVISE the last sentence which states Document and submit meeting minutes to the Contracting Officer within one day after the meeting to read Contractor Quality Control Daily Reports shall record documentation of each meeting taking place and be available to the Contracting Officer Representative upon request.
b. Part 3.4 SAFETY MEETINGS, B., DELETE Part B. in its entirety.
ITEM NO. G-9 SECTION 01 50 00 TEMPORARY FACILITIES AND CONTROLS
a. Part 3.4 D. DELETE Substantial Completion from the sentence and replace with Final Completion.
b. Part 3.5 OPERATION, TERMINATION, AND REMOVAL, C., DELETE Substantial Completion from the sentence and replace with Final Completion. Part D, DELETE or no later than Substantial Completion from the first sentence. Part D. 2. Replace Substantial Completion with Final Completion.

ITEM NO. G-13 SECTION 06 13 23 – HEAVY TIMBER CONSTRUCTION
a. PART 2.2 TIMBER, B. Timber species and Grade, ADD 3. No. 2 or equivalent oak logs AND pine timbers are acceptable.
b. PART 2.2 TIMBER, C. Moisture Content, DELETE 1. Joists and 2. Crib Members and ADD Joists and Crib Members will be submerged, therefore a maximum moisture content percentage at time of dressing will not be required.
ITEM NO. G-14 SECTION 35 31 19 STONE, CHANNEL, ETC.
