About this file
This document outlines the technical factors and evaluation criteria for contract award on Project HAYW 26-2017, which involves removing a traffic island and installing concrete for a static display.
Contractors must demonstrate a fully developed execution plan to satisfy the Statement of Work (SOW) requirements. Award consideration requires addressing three specific technical factors: (1) submission of a brief written work procedure (limited to two pages) that satisfies SOW section 3.0 requirements; (2) identification of any subcontractors at the time of quote submission, with business name and city provided for both primary and alternative selections; and (3) demonstration of qualifications to prove competence in the work area, satisfied by providing a current California B or C-8 contractor license number held by either the prime or subcontractor, or an equivalent credential/certificate if a relevant CA license is not available.

Technical Factors Project: HAYW 26-2017 Remove Traffic Island and Install Concrete for Static Display
To be considered for award a contractor must have a fully developed plan to execute contract performance and satisfy the statement of work (SOW). The following concerns must be addressed to be considered for award.
1. Procedure. Provide a brief written work procedure to satisfy the SOW requirements of section 3.0. (Limited to two pages).
2. Acknowledgment of subcontractors. If a subcontractor is utilized, they must be selected at the time of quote submission. A primary and alternative may be referenced. Provide the business name and city of the selected subcontractor(s).
3. Qualifications. The SOW requires qualifications to prove competence in the area of work. A current CA B or C-8 license by the prime or the sub-contractor will satisfy this requirement. If a B or C-8 license is held provide the license number. In lieu of a relevant CA license an equivalent credential/certificate may suffice and must be provided to evaluate competency.
