About this file
This is a Technical Evaluation Criteria document for the National Institute of Biomedical Imaging and Bioengineering (NIBIB) acquisition of an HZ-12 Centrifugal Barrel Finishing Machine or equivalent. The evaluation will use a Best Value methodology, with all technical requirements being mandatory and pass/fail in nature. Any failure to meet a requirement results in an Unacceptable rating.
The required system must be a high-energy centrifugal barrel finishing machine suitable for small-scale lab or production environments with approximately 12 liters (0.42 cubic feet) total capacity. The system must include heavy-duty steel, all-welded construction with a powder-coated finish; four removable barrels with polyurethane linings; polyurethane-lined barrels (minimum thickness specified); 120V single-phase power with approximately 1 HP motor and variable speed drive control; an integrated cycle timer (0-100 hour range); and safety features including door interlock and automatic braking. The equipment must fit within specified lab footprint dimensions (~32"W x 30"D x 55"H), be compatible with standard lab electrical infrastructure, and be delivered fully assembled within 4-6 weeks. Required inclusions are vendor-provided virtual training at no cost, minimum 1-year warranty on wearable components, up to 3-year warranty on structural components, and manufacturer support for repairs and replacement parts. All required consumables (media and compounds) must be included for full operation at delivery.
