About this file

This is a Statement of Work (SOW) for the procurement of a centrifugal barrel finishing system by the National Institute of Biomedical Imaging and Bioengineering (NIBIB), a component of the Department of Health and Human Services National Institutes of Health. The system is required to support laboratory-scale finishing and polishing of small components used in biomedical research applications. The equipment must have a 10-15 liter total capacity with a minimum of four removable barrels, operate on standard 120V single-phase power with a 1 HP motor, and feature variable speed control. The system shall be constructed of durable steel with removable barrels containing protective linings, integrated safety interlocks and automatic braking mechanisms, and an integrated control panel with timer functionality. Critical physical constraints include a compact footprint suitable for standard laboratory space with wheels or casters for mobility, and system dimensions that allow passage through a standard 36-inch doorway. The contractor must deliver the equipment fully assembled and ready for operation within 4-6 weeks of order receipt to Bethesda, Maryland (Building 12A, Room 2017), with all accessories including media separation tools, additional barrels, starter media, manufacturer documentation, safety guidance, warranty coverage, and training materials.

Acceptance is contingent upon verification that the equipment meets all specifications, is free from damage and defects, and powers on and operates as intended with all required components included. The contractor must comply with NIH security and access requirements and submit invoices through the Department of Treasury's Invoice Processing Platform. The solicitation number is 75N98026Q00204, and this combined synopsis/solicitation for commercial items constitutes the only solicitation with no separate written solicitation to be issued. The point of contact is Marcial Garmendia at 301-402-7170 or marcial.garmendia@nih.gov.

Statement of Work (SOW)

1. Project Title

Centrifugal Barrel Finishing System

2. Introduction and Background

The National Institute of Biomedical Imaging and Bioengineering (NIBIB) conducts biomedical research that requires preparation and finishing of small components used in laboratory and device-related applications. This acquisition supports laboratory operations by providing equipment needed for surface finishing and polishing processes.

3. Statement of Need and Objectives

NIBIB requires a compact centrifugal barrel finishing system to support laboratory-scale finishing and polishing of small components. The objective is to obtain equipment that provides consistent, efficient, and safe processing within a laboratory environment.

4. Product Specifications/Features/Salient Characteristics

The Contractor shall provide a centrifugal barrel finishing system that meets or exceeds the following minimum requirements:

· Capacity: Approximately 10–15 liters total capacity

· Configuration: Multiple removable barrels (minimum of four)

· Power: Operates on 120V single-phase power

· Motor: Approximately 1 HP or equivalent

· Speed Control: Variable speed capability

· Construction: Durable steel or equivalent construction suitable for laboratory use

· Barrel Design: Removable barrels with protective lining suitable for processing parts and media

· Safety Features:

· Safety interlock to prevent operation when open

· Automatic braking or stopping mechanism

· Controls: Integrated control panel with timer or cycle control

· Footprint: Compact size suitable for standard laboratory space

· Mobility: System shall be mounted on wheels or casters to allow movement within the laboratory

· Size Constraint: System dimensions shall allow it to pass through a standard commercial doorway (minimum 36-inch width clearance)

Accessories (or equivalent) shall include:

· Media separation capability or tools

· Additional barrels or inserts as needed for operation

· Starter media and compounds sufficient for initial use

5. General Contractor Responsibilities

The contractor shall:

· Provide all equipment and accessories required for full operation

· Ensure the system is fully assembled and ready for use upon delivery

· Provide manufacturer documentation, including operating instructions and safety guidance

· Provide warranty coverage for the equipment

· Provide virtual or written training materials sufficient for basic operation

6. Delivery or Performance Location

System to be delivered to:

Marcial Garmendia 12 South Dr.

Building 12A, room 2017 Bethesda, MD 20892 301-402-7170 Marcial.garmendia@nih.gov

7. Delivery Date

The equipment shall be delivered within 4-6 weeks after receipt of order.

8. Inspection and Acceptance

Inspection of the equipment will take place upon delivery. Acceptance will be based on:

· Equipment meets all required specifications

· Equipment is free from damage and defects

· System powers on and operates as intended

· All required components and accessories are included

9. Point of Contact

Marcial Garmendia 301-402-7170 marcial.garmendia@nih.gov

10. Security

The Contractor shall comply with all NIH security and access requirements. If on-site access is required, Contractor personnel may be required to obtain visitor access or be escorted.

11. Government Furnished Property (GFP) and Government Furnished Information (GFI)

No Government Furnished Property or Government Furnished Information will be provided.

12. Invoices

· Three-Way Invoices: The Contractor shall submit invoices to the Department of Treasury’s Invoice Processing Platform (IPP) at https://www.ipp.gov image1.jpg
