About this file

This document is a Technical Specifications statement for the procurement of a Circular Geometry Machine (CGM) by the DLA Product Test Center Division, Mechanical Lab, VTM (Defense Logistics Agency).

The CGM must be a new (non-refurbished) precision measurement system capable of performing geometric dimensioning and tolerancing evaluations including circular runout, total runout, concentricity, roundness, and cylindricity, with the ability to report diameters and radius measurements. The system must achieve accuracy of 0.0001 inch or better and feature a minimum column height of 500 millimeters with a work capability window of 200 millimeters diameter or larger. The machine must include motorized CNC drives for automatic centering and leveling, generate interactive reports, create automatic inspection routines via software, and measure angles. The contractor must supply a complete turnkey system including all cables, computers, monitors, stands, and software. Included in the purchase price are one day of training for five lab technicians at the DLA facility, initial calibration, and stylus balls in 1, 2, and 4 millimeter sizes. The contractor must provide a minimum one-year warranty on all components covering repair and replacement costs. Delivery is required within 8-10 weeks of award to the Defense Supply Center Columbus facility (300 North James Road, Bldg. 17-3), with all shipping costs included in the contracted price. The contractor must coordinate with Tom Morley (Thomas.Morley@DLA.MIL, 614-693-0020) regarding delivery notification and training scheduling. Invoices must be submitted through the Wide Area Workflow (WAWF) system within 10 days after work conclusion, with payment processed through the Defense Finance and Accounting Service. The DODAAC for this procurement is SL0702.

Technical Specifications Circular Geometry Machine (CGM)

DLA Weapons Support Engineering & Technical Support Directorate DLA Product Test Center Division, Mechanical Lab, VTM

Objective:

This is a description of the DLA Product Test Center Division, Mechanical Lab, VTM, requirements for the procurement of a Circular Geometry Machine (CGM). It is the intent here to clearly define all required performance characteristics. In generating this statement, our objective is to end up with a CGM which expands our overall testing capability of inspecting parts, in both accuracy and efficiency. Because we want to maximize the ease of use some of the required features listed below will be specific. Our general objective is to minimize any impact to the DLA Product Test Center Division, Mechanical Lab, VTM, operations and our customers because of this procurement, especially with regards to test cycle time. This system will decrease time required to inspect parts.

General Requirements:

1. Circular Geometry Machine must be new, not refurbished.

2. Circular Geometry Machine must automatically center and level with motorized cnc drives.

3. Perform Geometric Dimensioning and Tolerancing evaluations. (circular run out, total run out, concentricity, roundness, cylindricity) Also report diameters and radius.

4. Column height minimum of 500 millimeters.

5. System must be “turnkey” after setting up. Contractors must supply all cables, computers, monitors, stands, and software.

6. Training to be included in the purchase price. Five (5) Lab Techs will be trained one

(1) day at our facility.

7. Initial calibration is to be included in the purchase price.

8. Stylis balls to be included: 1,2, and 4 millimeters.

9. Work capability window 200 millimeter diameter or larger.

10. Generate interactive reports.

11. Able to create automatic inspection routines (programs) in the software.

12. Accuracy must be .0001 inch or better.

13. Able to measure angles.

Warranty:

Contractor shall provide a minimum of a one-year warranty on all components from the date of installation at the DLA Product Test Center, Mechanical Lab, VTM, Bldg. 9, Columbus, OH. The warranty will include all costs for repair or replacement as required.

Other Requirements:

1. Delivery: 8-10 weeks from date of the award.

2. Contractor shall give notification to Tom Morley Thomas.Morley@DLA.MIL 614-

693-0020 when the system will be delivered and set-up date.

3. Contractor will be scheduling training with Tom Morley Thomas.Morley@DLA.MIL

614-693-0020.

4. All shipping costs are to be included in the contracted price.

5. The CGM shall be delivered to

Defense Supply Center Columbus (DSCC) 300 North James Road, Bldg. 17-3 Mark For: DLA Product Test Center, Mechanical Lab, VTM, Bldg. 9-1 Attn: Tom Morley Thomas.Morley@DLA.MIL 614-693-0020 Columbus, OH 43213-1152

6. Payment of invoices will be accomplished by payment through the Defense Finance and Accounting Service. Invoices will be submitted to the Wide Area Workflow system in accordance with DFARS 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports and DFARS 252.232-7006 Wide Area Workflow Payment Instructions within 10 days after the conclusion of work performed.

Invoices shall be submitted through Wide Area Workflow (WAWF), See DFARS Clause 252.232-7006 Wide Area Workflow Payment Instructions for detailed instructions on how to submit invoices.
