About this file
This Q&A document is from the Washington State Department of Transportation (WSDOT) regarding solicitation TE25001 for a Pavement Friction Trailer-Rig. The document clarifies that WSDOT is seeking a single-side tester that must be certified annually at TTI facilities per AASHTO and ASTM designations. Key equipment requirements include GPS capability that can interface with WSDOT's GIS system and provide location information for each skid test. Bidders must submit their proposed cab and chassis with the bid and are encouraged to source vehicles from dealership lots to minimize delivery time. The contract term is for nine years, with a pre-bid meeting scheduled for January 13, 2025 at 7:30 PST.
The solicitation will be evaluated based on firm fixed pricing and best value criteria. Bidders must provide references from the last three years (2022-2024), though specific reference check questions will not be disclosed to avoid bias. WSDOT requests information about warranty coverage and duration for the equipment. Questions regarding the solicitation should be directed to TEFBids@wsdot.wa.gov.

Question & Answer #1 Pavement Friction Trailer-Rig TE25001
This document is posted to capture the questions received during the question & answer period for TE25001 Pavement Friction Trailer-Rig.
Date Issued: January 14, 2025 Purpose of this Amendment:
1) Q: Is the DOT looking for a single or dual-side tester? This is not specified.
A: Single side tester.
2) Q: Many DOTs specify a third-party calibration and validation such as TRC or TTI. The specification doesn't ask for this and we wanted to make sure this was intentional.
A: The vehicle needs to be able to be certified at TTI facilities annually per AASHTO Designation: T 242-18 (2022) and ASTM Designation: E274/E274M-15(2020). See Amendment 1 for this addition to Exhibit B.
3) Q: Are there any requirements for GPS as the specification does not mention it? If so, can the DOT confirm the required accuracy as there are significant cost different depending on accuracy requirements?
A: The GPS needs to provide location information for each skid test. Ideally the GPS can use WSDOT highway and mile posting for locations, so it should have the capability of interfacing with WSDOT’s GIS system. See Amendment 1 for this addition to Exhibit B.
4) Q: Can the DOT confirm the length of warranty coverage required?
Exhibit B does not have any details on the warranty. Can the DOT provide their expectation or requirements?
A: WSDOT would like to know how long the warranty is on the equipment and what is covered.
5) Q: Can the DOT provide questions 1-3 that will be asked during the reference check?
A: WSDOT will reserve the questions internally to avoid bias.
6) Q: For the references, is there any requirement for when the vendor delivered a system or worked last with the submitted client reference?
A: Bidders should give references from the last 3 years (2022-2024).
7) Q: Should bidders submit the vehicle (Cab & chassis) with the bid?
A: Yes. Bidders shall submit what Cab & chassis that best meets the needs of Exhibit B. Bidders are encouraged to source a vehicle that is on a dealerships lot as ordering from a manufacturer will add to delivery time. See amendment for details.
8) Any questions regarding this Solicitation or Contract, contact TEFBids@wsdot.wa.gov .
