About this file

This is Amendment #1 issued by the Washington State Department of Transportation (WSDOT) for solicitation TE25001 regarding a Friction Rig & Trailer. The amendment adds three key requirements to Exhibit B: skid tester and tow vehicle must meet ASTM-E274/E274M-11 standards with annual certification at TTI facilities; bidders must specify the make and model of the Cab & Chassis and are encouraged to source from dealership inventory rather than manufacturer to reduce delivery time; and GPS features must provide location information for each skid test with capability to interface with WSDOT's GIS system and highway mile posting.

The amendment does not change the scope of work or substantially increase the value of the original contract, which is for nine years based on firm fixed pricing and best value. Questions regarding the solicitation should be directed to TEFBids@wsdot.wa.gov.

Amendment #1 Friction Rig & Trailer TE25001

The Washington State Department of Transportation (WSDOT) issues this Amendment #1 under the authority of the Revised Code of Washington (RCW) 39.26. The WSDOT reserves the right to further change portions of this contract, including modifying dates and times. The amendment must not change the scope of work of the RFP/original contract or substantially increase the value of the original contract.

Date Issued: January 14, 2025 Purpose of this Amendment:

1) The following shall be added to file “TE25001 Exhibit B”.

a. Section A.3 shall read: The skid tester and tow vehicle shall meet or exceed all of the requirements set forth in ASTM-E274/E274M-11. (“Test Method for Skid Resistance of Paved Surfaces using a Full-Scale Tire”). The vehicle needs to be able to be certified at TTI facilities annually.

b. Section A.17 shall be added. It shall read: Bidders are encouraged to source a vehicle that is on a dealerships lot as ordering from a manufacturer will add to delivery time. Bidders shall state what the make and model of the Cab & Chassis in Exhibit B or C.

c. Section B.6 shall be added. It shall read: GPS features need to provide location information for each skid test. Ideally the GPS can use WSDOT highway and mile posting for locations, so it should have the capability of interfacing with WSDOT’s GIS system. (Alternatives shall be explained in the far-right hand column).
