About this file

This document is an Exhibit A-2 - Surcharge Certification related to a state and local contract opportunity from the Washington State Department of Transportation (WSDOT) for the procurement of Pup Trailers (8-10 yard). The contract term is for nine (9) years. The solicitation will be based on firm fixed price and best value, and WSDOT intends to award three (3) contracts. The document provides instructions for bidders to certify whether they will assess surcharges at the time of order placement, at the time of shipment, or not at all during the life of the contract. If applicable, the bidder must specify the frequency of any surcharge changes, such as weekly, monthly, quarterly, or on a case-by-case basis.

The pricing terms indicate that any surcharges must be used on a pass-through basis and not to increase profits. Bidders may be required to provide proof of the surcharge for a specific order. There is no mention of any set-asides, incumbents, or funding requirements and sources in the provided information.

INSTRUCTIONS: If you think there could be any reason in the future that you may want to assess WSDOT a surcharge in the future, check the box below that applies. If this form is not filled out and returned, then it is implied that no surcharges will be applied during the contract. These surcharges are intended for raw materials or labor rates. Bidder certifies as follows (must check one) IF applicable:

· BIDDER ASSESS SURCHARGES AT TIME ORDER. Washington State Department of Transportation (WSDOT) customers will obtain the surcharge from the bidder before the purchase order is placed. Surcharges are used to produce goods (raw material, labor rates, etc.) and shall be used on a pass-through basis not to increase profits. The bidder may be asked to show proof of the surcharge of the order in question.

OR

The bidder shall give an estimate of the surcharge at the time of the order. This surcharge can be a dollar amount or percentage. This surcharge will not change once the order has shipped. The surcharge shall not increase more than 2% of the estimated surcharge. Surcharges are used to produce goods (raw material, labor rates, etc.) and shall be used on a pass-through basis not to increase profits.
