TE1 - Performance Requirements Summary (PRS)

This document is a Performance Requirements Summary matrix that establishes minimum acceptable service levels and performance standards for an Oil Water Separator (OWS) cleaning and maintenance contract. The PRS identifies four primary performance requirements with corresponding acceptable quality levels and surveillance methods. The contract involves sediment sampling and laboratory analysis, OWS cleaning operations including grit chambers and coalescing plates, sump and pit cleaning with proper waste disposal, and monthly reporting submissions.

The four performance requirements are: (1) Pre-cleaning sediment sampling from each unit submitted to an approved laboratory within 72 hours, with a 95% monthly scheduling compliance rate monitored through monthly inspections; (2) OWS cleaning including grit chambers, coalescing plates, weir skimmers, and rope skimmers with a 95% monthly scheduling compliance rate, verified through monthly inspections to ensure units are free from oil, sediment, sludge, and debris; (3) Interior sump and pit cleaning with drain unblocking and material transport to licensed disposal sites, requiring 100% compliance on all requested cleaning operations verified through 100% inspections; and (4) Monthly reporting submissions including Work Schedules (due within five calendar days before month start) and Monthly Service Reports (due within five business days after service completion), with 100% on-time submission compliance monitored through monthly inspections. All performance thresholds are identified as critical to mission success.
