Performance Work Statement Summary
This Performance Work Statement establishes requirements for portable toilet (latrine) rental and maintenance services. The Contractor must provide regular and ADA-compliant portable toilets, including handwashing stations, that meet federal specifications and industrial standards. Services include delivery within 24 hours for standard orders and immediately for emergencies (subject to KO approval), with written delivery orders confirming oral requests. The Contractor shall not relocate units or modify rental periods without KO or Contracting Officer's Representative (COR) notification.
Portable toilets must be non-recirculating, outdoor cabana-style units with a minimum capacity of 200 usages (based on 70 percent capacity), featuring open-front seats, urinals, two-roll tissue dispensers, and proper ventilation. Tank materials must be corrosion-resistant (plastic, fiberglass, stainless steel, ceramic, or galvanized steel with enamel coating), with smooth interior surfaces resistant to chemical and waste corrosion. Handwashing stations must be two or four-position designs with foot-pump operation, fresh and gray water tanks, paper towel holders, and soap dispensers. All units require the Contractor's name on the exterior. Weekly cleaning includes pumping, cleaning, supplying two rolls of toilet tissue, removing debris, and applying disinfectant; heavily-used units require additional weekly cleanings as specified in delivery orders. The Contractor must provide Safety Data Sheets for all chemicals used and document each cleaning with dated stickers. Rework shall be completed within four hours of notification at no additional cost. For special events, standby service requires an on-site employee to inspect latrines hourly, maintain cleanliness, ensure tissue availability, and perform additional pumping and resupply as needed. The Contractor must provide all equipment, vehicles, and supplies necessary to perform contract requirements.
