About this file

Summary

This Scope of Work document outlines ongoing maintenance and support services for the TCID Geospatial Tools, which the Nevada Division of Water Resources (NDWR) utilizes to manage water rights editing, quality control, and data management workflows within the Truckee Carson Irrigation District. The contractor will provide continuous technical support and maintenance for the tools, which were recently migrated from ArcMap to ArcGIS Pro. Services include responsive troubleshooting through phone, Microsoft Teams, and email; compatibility updates as Esri releases new ArcGIS Pro versions; issue-driven code fixes; data integrity verification; and optional consultative support. The contract will include a defined number of support hours per month (e.g., 4 hours), with additional hours requiring prior authorization. Deliverables encompass corrective code updates, compatibility patches, monthly support activity summaries, and documentation updates when fixes materially modify workflows or tool behavior. The contract term, start date, end date, and support duration are to be determined at the time of contract execution.

The cost proposal is structured as an hourly rate agreement with an estimated total cost to be specified by the contractor. Monthly invoicing will allocate hours across three task categories: approximately 70% for ongoing support, maintenance, and troubleshooting; 20% for compatibility updates related to ArcGIS Pro and related components; and 10% for project management. The contractor may provide alternate billing rates for holidays, travel, or overtime as applicable. No set-asides, incumbent information, or specific funding source details are identified in this Scope of Work document.

Scope of Work – TCID Geospatial Tools Ongoing Maintenance and Support Overview The Nevada Division of Water Resources (NDWR) utilizes the TCID Geospatial Tools, recently updated and migrated from ArcMap to ArcGIS Pro, to support editing, management, and quality control workflows related to water rights within the Truckee Carson Irrigation District. With the redevelopment project complete, NDWR requires continued support to ensure reliable tool operation, timely issue resolution, and compatibility with ongoing ESRI software updates.

This Scope of Work defines the services to be provided for ongoing support, maintenance, troubleshooting, and operational guidance.

Objectives

1. Ensure uninterrupted operation of the TCID Geospatial Tools within ArcGIS Pro.

2. Provide responsive technical support to NDWR staff as they use the tools daily.

3. Maintain compatibility with Esri ArcGIS Pro updates and related platform changes.

4. Resolve software defects, data inconsistencies, and workflow issues as they arise.

Scope of Services

1. Technical Support and Troubleshooting The contractor will provide ongoing support to address issues encountered during the daily use of the TCID Geospatial Tools, including:

· Errors, crashes, or unexpected behavior

· Problems encountered during linking, delta polygon creation, snapping, rebuilding water rights, or quality-control processes

· Communication or synchronization issues between the GIS datasets and the SQL Server database Support will be delivered through the following communication channels:

· Phone – for immediate, real-time technical support

· Microsoft Teams – for screen sharing, collaborative troubleshooting, and live review of spatial or workflow issues

· Email – for submitting issues, sharing screenshots or logs, communicating resolutions, and documenting updates The contractor will reproduce issues when possible, identify root causes, propose temporary workarounds when necessary, and apply permanent corrective actions.

2. Maintenance and Compatibility with ArcGIS Pro Updates To ensure consistent tool performance as Esri publishes new ArcGIS Pro releases, the contractor will:

· Review each major ArcGIS Pro update for impacts on tool functionality

· Update, refactor, or patch tool components affected by API or geoprocessing changes

· Test all tool functions within updated environments to confirm compatibility

· Implement fixes required to maintain stable operation Findings, required actions, and recommended testing will be communicated using phone, Teams, or email, depending on NDWR’s preference and the complexity of the update.

3. Issue-Driven Code Fixes and Adjustments The contractor will:

· Correct defects or performance issues identified during normal tool use

· Modify workflows or internal logic where necessary to resolve operational problems

· Improve tool stability or responsiveness when tied to specific issues All fixes will be documented and communicated to NDWR via email, with Teams sessions available to demonstrate changes if needed.

4. Support for Data Integrity and Quality Control To ensure accuracy and consistency between the spatial and tabular components of the TCID system, the contractor will:

· Assist with interpreting and troubleshooting quality control outputs

· Verify correct identification of stacked, holed, inconsistent, or unmatched polygons

· Ensure spatial QC result layers continue to function properly following ArcGIS Pro updates or tool modifications Microsoft Teams may be used for real-time review of complex spatial cases.

5. Optional Consultative Support Within the allotted support hours, NDWR may request:

· Workflow clarification or guidance

· Interpretation of quality control outputs

· Assistance constructing queries or operational SQL used by the tools

· Recommendations on best practices related to data editing or workflow sequencing These discussions may occur via phone, Teams, or email, depending on preference and complexity.

Support Hours and Availability The contractor will provide a defined number of support hours per month (e.g., 4 hours per month). Hours do not roll over and are billed monthly. Please provide any alternate billing rates (e.g. holiday, travel, or overtime rates).

Additional hours require prior authorization from NDWR.

Deliverables

· Corrective code updates and issue resolutions

· Compatibility patches related to ArcGIS Pro updates

· Monthly support activity summaries

· Updated documentation when fixes materially modify workflows or tool behavior Project Management The contractor will maintain close communication with NDWR’s designated project manager and track:

· Reported issues and resolution status

· Monthly support hours used

· Risks affecting system stability or future compatibility

· Recommended follow-up actions when needed Schedule A schedule will be finalized at the time of contract execution. Dates to be determined:

· Start Date: __________________

· End Date: __________________

· Support Duration: _______________ Cost Proposal The contractor will perform the services and provide the deliverables described above at the agreed-upon hourly rate. Consistent with the format used in the previous Scope of Work, the cost proposal is structured as follows:

Estimated Cost: $__________________ This estimate breaks down into the following approximate proportions of cost per task category for example:

· 70% – Ongoing Support, Maintenance, and Troubleshooting

· 20% – Compatibility Updates (ArcGIS Pro and related components)

· 10% – Project Management

Monthly invoices will breakdown hours by the categories in the above list, billed at $____/hour.
