About this file
This document is a presentation for the Tinker Base Engineering Support Services (TBESS) Industry Day hosted by the 72d Air Base Wing at Tinker Air Force Base in Oklahoma City on July 22, 2026.
Scope and Contract Structure:
TBESS seeks comprehensive, cradle-to-grave engineering project management, execution support, and technical services for the 72d Civil Engineer Directorate. The anticipated contract employs a hybrid approach combining Level of Effort (LOE) Contract Line Items for continuous baseline engineering and execution support with Firm-Fixed-Price (FFP) CLINs for discrete deliverables and orderable IDIQ tasks. The PWS posted to SAM.gov is currently a pre-solicitation draft. The baseline scope encompasses Program Execution (full lifecycle management of design, solicitation, and construction QA for annual dFSRM and OC-ALC programs), Execution Support (GeoBase/IGI&S management, master drawing vault, engineering evaluations, and excavation permits), Operations Engineering (asset management, BUILDER sustainment system execution, and 5-year lifecycle planning for reimbursable customers including OC-ALC, Navy, and DLA), and Portfolio Closeout (warranty tracking and real property capitalization). The orderable IDIQ scope includes dynamic tasking and surge capacity for complex project management, standalone A&E design management, special acquisition support, construction inspection augmentation for privatized utilities, and external agency liaison support.
Key Personnel Requirements and Performance Metrics:
The contractor must maintain highly credentialed staff including Chief Engineers and Lead Engineers with active Professional Engineer (PE) or Registered Architect (RA) licenses; Senior Project Managers with Project Management Professional (PMP) certifications or equivalent degrees plus 7+ years experience; and Lead Construction Inspectors with USACE Construction Quality Management (CQM) certification and applicable discipline-specific ICC Commercial Inspector Certifications. The Government will establish equivalency waivers for highly experienced candidates lacking specific formal certifications. Performance measurement emphasizes outcome-based Quality Performance Indicators tied directly to objective data, including 100% fill rate for Key Personnel, on-schedule FY-1 Design pipeline execution, Programming IGE accuracy, construction cost control, healthy Work-In-Progress backlog maintenance, timely DD Form 1354 processing, and Operations Engineering lifecycle management targets. Government will furnish on-site office space, furniture, and NIPRNet computers for the Baseline team.

Baseline FFP-LOE Scope
Program Execution (CENMP):
Full lifecycle management (design, solicitation support, and construction QA) for the annual dFSRM and OC-ALC programs.
Execution Support (CENME):
Managing GeoBase/IGI&S, master drawing vault, engineering evaluations, airfield driving program management, and the installation excavation permit (AF Form 103) program.
Operations Engineering (CEOER):
Dedicated asset management, BUILDER sustainment system execution, and 5-year lifecycle planning for designated reimbursable customers (OC-ALC, Navy, DLA).
Portfolio Closeout: Tracking warranties and executing real property capitalization (DD
Form 1354) across the entire CEN portfolio.
Government Furnished Property: Government provides on-site office space, furniture, and NIPRNet computers for the Baseline team.
Orderable IDIQ Scope
Dynamic Tasking & Surge Capacity The SP must maintain the capacity (including corporate reach-back) to dynamically scale support for discrete, project-specific task orders.
IDIQ Tasks Include:
Full Lifecycle Project Management (for complex/high-risk projects exceeding baseline capacity).
Stand-Alone Requirements Packages & A&E Design Management.
Special Acquisition Support (e.g., developing new, large-scale contract vehicles like MACCs).
Stand-Alone Construction Inspection Augmentation (includes dedicated QA for privatized utility infrastructure (OCWUT, OG&E) and specialized base service contracts).
Stand-Alone External Agency Liaison (dedicated QA/review for USACE/AFCEC executed projects beyond the historical baseline).
Contractor Key Personnel
Technical Authority & Credentials The Government requires a highly credentialed workforce to mitigate risk.
Chief Engineer & Lead Engineers: Must possess active Professional Engineer (PE) or Registered Architect (RA) licenses to provide formal technical recommendations.
Senior Project Managers: Must possess Project Management Professional (PMP) certifications or equivalent degrees, with 7+ years of experience.
Lead Construction Inspectors: Must possess USACE Construction Quality Management (CQM) certification AND applicable discipline-specific ICC Commercial Inspector Certifications.
Equivalency Waivers: The Government will establish a formal waiver process for highly experienced candidates (including incumbents) who possess equivalent expertise but lack specific formal certifications (e.g., PMP).
Contract Execution – Design & Solicitation
Proactive FY-1 Pipeline:
The SP is evaluated on their ability to build a mature, "on-the-shelf" project pipeline in the fiscal year prior to funding.
Dual-Track Estimating: SP must produce two IGEs per project:
Per DAFI 32-1020, IGEs must use PACES or M2 Procurement IGE (Should-Cost): Strictly UFC/standard-based; utilized by contracting office for proposal evaluation and negotiation.
Programming IGE (Will-Cost): Adjusted for local “Tinker Factor” market trends;
utilized by CE for accurate funding requests and programming approvals.
Clock-Stopping Deliverables:
A design/requirements package is not contractually "delivered" until it receives written acceptance by the Project COR and Contracting Officer for solicitation.
Contract Execution – Construction QA
Clear Authority:
The SP serves as the Government’s representative (eyes and ears) The SP has no authority to direct the construction contractor or approve scope/cost changes. All direction flows through the Contracting Officer via the Project COR.
Three-Phase QC & Risk-Based Inspections:
SP Inspectors will monitor construction using the standard 3-Phase Quality Control process.
Daily inspections are not a blanket requirement; frequency is dictated by the Project COR based on project complexity and risk.
Lead vs. Journeyman Inspectors:
Where Journeyman Inspectors are utilized, the designated Lead Inspector shall perform documented oversight.
For projects > $3M or Centrally Managed (e.g., CTO, MILCON): The Lead Inspector must be physically present for all Preparatory and Initial Phase meetings for every definable feature of work, and at all critical testing milestones.
Data Integrity & Systems
Primary Systems of Record The SP will operate heavily within NexGen IT, Kahua, and SMS BUILDER (Ops
Engineering Team).
As-Built Quality Control:
The Execution Support team acts as a strict “Quality Gate.”
Must perform documented QC reviews on all incoming contractor as-builts before accepting them into the master drawing vault/GIS.
CBR Oversight:
The SP will provide technical review and aggressive closeout tracking for tenant executed projects to protect base infrastructure and capture real property value.
Operations Engineering Conduct facility condition assessments on 20% of the reimbursable customer footprint annually (100% every 5 years) All condition data must be accurately entered into the SMS BUILDER database
Performance Measurement
Quality Performance Indicators (QPIs) The TBESS contract moves away from administrative checklists to strict, Outcome-Based Metrics.
QPI scoring/funding is tied directly to objective data:
Maintaining a 100% fill rate for Key Personnel (no long-term vacancies).
Executing the FY-1 Design pipeline on schedule.
Accuracy of the Programming IGE vs. actual initial proposals.
Controlling construction cost growth (fighting scope creep).
Maintaining a healthy "Work-In-Progress" backlog for engineering evaluations.
Timely processing of DD Form 1354s for Real Property capitalization.
Executing Operations Engineering lifecycle management and BUILDER data entry targets
