About this file
This document is a Questions and Answers (Q&A) release for Task Order Request W912CH-26-R-2626, containing responses to questions 61-208 submitted by potential offerors. This is Release 2 of 3, with additional questions and a solicitation amendment including a proposal extension expected in the near future.
The solicitation pertains to robotics maintenance and repair services for the Department of War, with an estimated contract value based on 45-55 FTEs across 15 permanent CONUS locations and multiple OCONUS locations including Kuwait, Germany, and potential PACOM positions. The contract involves Labor-Hour, Cost-Reimbursable, and Firm-Fixed-Price CLINs with a base period of 11 months plus a separate 30-day phase-in period. Key requirements include: SECRET facility clearance with safeguarding at Government sites only, CMMC Level 2 self-assessment in SPRS at award, cost accounting system adequacy for cost-type contracts, and compliance with Service Contract Act wage determinations. The effort requires right-of-first-refusal procedures for incumbent personnel and includes OCONUS uplifts for hazard pay, hardship pay, and Defense Base Act insurance reimbursed as cost-no-fee ODCs. The solicitation uses a phased evaluation approach with an Administrative Volume pass/fail eligibility gate followed by best-value evaluation of technical approach, staffing plan, and pricing factors. Significant clarifications address staffing levels, location specifications, OCONUS cost treatment, clearance requirements, insurance coverage, and proposal submission procedures for documents marked CUI. The Government confirmed certain positions in PACOM and Germany are no longer being filled and will be removed in forthcoming amendments.

Task Order Request - W912CH-26-R-2626 - Questions and Answers 6 1-208 Release 2 of 3
Remaining questions will be released as Task Order Request - W912CH-26-R-2626 - Questions and Answers 3 of 3 in the near future. An amendment to the solicitation and attachments, to include a proposal extension, will be released on GSA eBuy in the near future as well.
Question: Answer:
61 Paragraph L.4.4.7 Cost Accounting System. Offerors are allowed to submit evidence in the form of a letter from DCMA or DCAA that states the offeror has an adequate accounting system to accommodate a cost-reimbursement type contract. These approval letters are marked CUI. How shall offerors submit this evidence if marked CUI?
See response to Question 60, in Task Order Request – W912CH-26- R-2626 – Questions and Answers 1 – 60 Release 1 of 3 posted on SAM.gov and released via GSA eBuy.
62 Paragraph L.4.4.8. Offerors are to submit the Attachment 0008 - Administrative Volume Questionnaire. Is this submitted as a separate document or part of the Cost Volume?
Reference Section L.4.4 of the TOR for which volume the attachment should be submitted in.
63 Section L.2.1.2 states: "A list of all attachments and substantiating data shall be provided in the table of contents.
The table of contents shall include the following information for each Factor, attachment, and all substantiating data listed:
(a) Cross-reference to the related Section L paragraph number, (b) Page number, and (c) File name."
Based on this language, it appears the Government may be requesting a cross-reference matrix rather than a traditional table of contents. Could the Government please clarify whether it expects offerors to provide a standard table of contents that incorporates the required cross-reference information, or whether a separate cross-reference table/matrix is required in addition to the table of contents?
Confirming the Government is requesting a list of all attachments and substantiating data shall be provided in the table of contents.
The table of contents shall include the following information for each Factor, attachment, and all substantiating data listed: (a) Cross-reference to the related Section L paragraph number, (b) Page number, and (c) File name.
Reference Section L.2.1.2 of the TOR for proposal preparation and Submission requirements.
64 Who is the incumbent(s) on this contract, what is the incumbent contract number(s) and contract amount(s)? When does predecessor contract(s) expire?
See response to Question 2, 3 and 50 in Task Order Request – W912CH-26-R-2626 – Questions and Answers 1 – 60 Release 1 of 3 posted on SAM.gov and released via GSA eBuy.
65 Attachment 0002 PWS – Will Government be able to update the Table of Contents?
The PWS is expected to be updated in a forthcoming amendment;
the Table of Contents will be updated accordingly.
66 Attachment 0002 PWS 2.3 – Please confirm base year PoP to be consistent with TOR A.10.
The Government will update Section 2.3 in the PWS to align the Period of Performance with Section A.10 of the TOR in a forthcoming amendment.
67 Attachment 0008 – Will Government provide a fillable PDF for this Attachment?
No. The Government will convert Attachment 0008 into a word document to be filled out.
68 Attachment 0002 PWS 2.4.3 – Please give example(s) of
”Computer resources other than those provided by Government”.
The Government will provide resources as described in Section 2.4.3 of the PWS. It is up to the offeror to determine if additional resources are necessary.
69 Attachment 0002 PWS 2.6 – What driver certifications are required/expected to be required for this contract effort?
Driver certification requirements shall be IAW Section 2.6 of the
PWS.
70 Attachment 0001 GFPM indicates a PACOM permanent duty location. Attachment 0002 PWS 2.4.1 lists PACOM as a TDY location. Please clarify and also please indicate what specific PACOM location is expected.
See response to Question 9, in Task Order Request – W912CH-26- R-2626 – Questions and Answers 1 – 60 Release 1 of 3 posted on SAM.gov and released via GSA eBuy.
71 Attachment 0002 PWS 2.4.2 indicates a San Diego and Viriginia Beach permanent location but no San Diego and Virginia Beach location is included in the Attachment 0001 GFPM. Please clarify.
The Government will update Section 2.4 of the PWS to update the San Diego and Viriginia Beach locations to Temporary Duty (TDY) and Potential Locations in a forthcoming amendment.
72 Attachment 0002 PWS 2.4.2 indicates TDY locations. Is Government able to provide a TDY schedule (or expected TDY level in terms of frequency, duration, etc.)?
No. RLSC supports TDY locations on an as needed basis.
73 PWS 2.9.1.8 – For Kuwait and Germany, should items such as housing, local transportation, local visa and civil ID sponsorship, etc. all be included as part of Overhead?
The positions in PACOM and Germany are no longer being filled.
The Government will update the solicitation to reflect this change in a forthcoming amendment.
74 PWS 2.9.1.8 - For Kuwait, is housing still to be off-base (not on Government facilities)?
Refer to Section 2.9.1.8 of the PWS, “If the Contractor is traveling through Kuwait to another final deployment location, Government housing will be provided. If a Contractor is traveling to Kuwait or Germany for TDY, Government housing will not be provided”.
75 Attachment 0002 PWS 2.8.1.4 – “The Contractor shall ensure there is no break in support while the employee is within their R&R period.” Please confirm if this is accurate considering there is only one FTE in each of the OCONUS locations.
Confirm. There should be no break in support.
76 ODCs - Please confirm what kind of ODCs (other than OCONUS Uplifts) are expected for this contract effort
ODCs in direct support of RLSC requirements are reimbursed on a cost, no fee basis, IAW Section 2.14 of the PWS.
77 Phase Out – What anticipated noted phase-out activities will be performed by incumbent (e.g., inventory, close out, etc.)?
The Government cannot identify specific phase-out activities.
78 Phase-In - What are major items are anticipated for Contractor during phase-in (other than transitioning incumbent staff to new contract)?
Please refer to Section 2.13 of the PWS.
79 Box 1b of the DD-254 shows that safeguarding is required at the Secret level, but all work is at the government's location.
Additionally, the Attachment 0008 Administrative Volume Questionnaire requires offerors and subcontractors to have a Secret facility clearance, but says nothing about safeguarding. Since there will be no work at the contractor's location, will the government consider removing the safeguarding requirement and amending the DD-254 accordingly?
No.
80 Attachment 0001 (Government Format Pricing Model), Base, OPT 1, and OPT 2 tabs contain Column AI titled "Billing Nomenclature." Instruction 7a states that Offerors shall enter the billing nomenclature for each subcontracted labor category and that subcontracted labor categories shall be differentiated from prime labor categories; however, the term "Billing Nomenclature" is not defined within the solicitation, workbook instructions, or the pricing model.
Can the Government define "Billing Nomenclature" and clarify the specific information Offerors are required to enter in Column AI? Additionally, please provide examples of acceptable entries.
The nomenclature should reflect how the rate was developed (I.E.
Single, Composite).
Billing nomenclature will reflect the title of the CLINS.
81 Section L.4.3.1.3.3.1 states that all OCONUS uplifts for hazard pay, hardship pay, and Defense Base Act (DBA) insurance will be invoiced as an ODC and reimbursed on a cost-no-fee basis.
Can the Government clarify whether the reference to "hazard pay" is intended to include "danger pay" for OCONUS personnel assigned to locations designated for danger pay by the U.S. Government?
Yes, the reference to Hazard Pay includes Danger Pay.
The Government will clarify in a forthcoming amendment.
82 Section L.4.3.1.3.3.1 (OCONUS Uplifts) states that hazard pay, hardship pay, and Defense Base Act (DBA) insurance will be invoiced as ODCs and reimbursed on a cost-no-fee basis. However, the solicitation does not address other common OCONUS employee support costs associated with overseas assignments.
Can the Government clarify whether other OCONUS-related
No the Government will not clarify this request. See PWS Sections
2.9.1.8 and 2.9.1.9.
costs, including Cost of Living Allowance (COLA), Living Quarters Allowance (LQA)/housing, education allowances, relocation expenses, and similar overseas employee support costs are allowable and reimbursable under the ODC CLINs on a cost-no-fee basis?
83 The reference to LQA and housing was in PWS 2.9.1.8 but not included in the pricing instructions in the TOR. Please confirm it was the government's intent to not allow separate charges for housing under the ODC CLIN.
Correct.
84 Section L.4.3.1.3.3.1 states that all OCONUS uplifts for hazard pay, hardship pay, and Defense Base Act (DBA) insurance will be invoiced as an ODC and reimbursed on a cost-no-fee basis. However, the solicitation does not address costs associated with obtaining and maintaining host-nation work authorization and visa sponsorship for OCONUS personnel.
For personnel assigned to Kuwait, can the Government confirm whether visa sponsorship costs, work permit fees, residency permit fees, and other required host-nation immigration-related costs are allowable and reimbursable under the ODC CLIN on a cost-no-fee basis?
Confirming that or personnel assigned to Kuwait, visa sponsorship costs, work permit fees, residency permit fees, and other required host-nation immigration-related costs are allowable and reimbursable under the ODC CLIN on a cost-no-fee basis.
85 Attachment 0001 identifies an OCONUS position located in Germany (Vilseck); however, the solicitation does not indicate whether contractor personnel assigned to Germany will be granted Status of Forces Agreement (SOFA) status.
Can the Government confirm whether SOFA status has been approved and will be provided for contractor personnel assigned to the Germany position?
See response to Question 73.
86 Attachment 0001 identifies an OCONUS position located in Germany (Vilseck); however, the solicitation does not indicate whether contractor personnel assigned to Germany will be granted Status of Forces Agreement (SOFA) status.
If SOFA status has not yet been approved, please provide the anticipated process and timeline for obtaining such status.
87 For the Germany position identified in Attachment 0001, the solicitation does not address whether contractor personnel will require Technical Expert Status Accreditation (TESA) to perform work in-country.
Can the Government confirm whether TESA status has been approved for contractor personnel assigned to Germany?
88 Attachment 0001, Minimum Qualifications tab, provides minimum education and experience requirements for most labor categories. However, for IDs 024 (Supply Tech - Lead), 025 (Warehouse Specialist), and 026 (Supply Tech), the qualifications identify education, certifications, skills, and/or relevant experience, but do not clearly establish minimum years of experience requirements comparable to the other labor categories.
Can the Government confirm whether the omission of minimum years of experience requirements for IDs 024, 025, and 026 was intentional? If not, please provide the minimum years of experience required for each position so that Offerors may consistently evaluate candidate qualifications and develop staffing plan.
Yes, this was intentional.
89 In Section L.4.4.6 of the TOR, Facility Clearance, it states that offerors (and team members) are to provide documentation to confirm FCL status. The DCSA FCL Verification report is now marked CUI and there are no instructions on how to submit CUI information. Additionally, the Cost Accounting System Letter required by Section L.4.4.7 is CUI. Please provide instructions regarding how offerors are to submit CUI documentation.
See response to Question 60, in Task Order Request – W912CH-26- R-2626 – Questions and Answers 1 – 60 Release 1 of 3 posted on SAM.gov and released via GSA eBuy.
90 In Section L.4.2.A of the TOR, Staffing Plan, it states that the Electronics Technical Maintenance III position is key. The pricing spreadsheet, Attachment 0001, lists 17 Electronics Tech Maint III FTEs (ID# 009, 013, 014, 015, 020, 021, and 023). Please confirm which one(s) are considered key.
For Volume II evaluation purposes, the key personnel position is Electronics Technical Maintenance III.
91 What has been the incumbent workforce retention rate over the previous 24 months?
Decline to answer. This is sensitive business information of a private entity that the Government does not have direct control of.
92 What objective criteria will be used to determine whether monthly, technical and travel reports satisfy the 95% accuracy and completeness thresholds?
Performance Indicators are stated in the Attachment 0007 – Performance Requirements Summary (PRS).
93 Section L.4.4.7 Cost Accounting System of the TOR calls out several possible items to submit in response to this requirement. Will the government please clarify what specifically "this" means in the statement "The Offeror shall then submit this via email to the Contracting Officer prior to submitting a proposal."?
“This” refers to the Attachment 0009 – Pre-award Survey of Prospective Contractor Accounting System Checklist.
The Government will update the language at this section in a forthcoming amendment.
94 Will the government please state the length of time to which "prior to" refers in the following sentence in Section L.4.4.7 "The Offeror shall then submit this via email to the Contracting Officer prior to submitting a proposal."
The Government will update the language at this section to include a specific amount of time to submit Attachment 0009 before the proposal submittal.
95 The Task Order Request checks both 'Fair Opportunity' and 'Exception to Fair Opportunity' procedures and references sole-source 8(a) authority. These selections appear mutually exclusive. Please clarify the actual competition method being used for this solicitation and confirm whether this is a competitive Fair Opportunity action or a sole-source award.
See response to Question 4, in Task Order Request – W912CH-26- R-2626 – Questions and Answers 1 – 60 Release 1 of 3 posted on SAM.gov and released via GSA eBuy.
96 PWS Section 2.3 states the period of performance is 'one base period of 11 months, which includes a 30 day phase-in,' yet also references a separate 30-day phase-in period.
Please reconcile this language and confirm the total base period duration and whether the phase-in is inclusive of or in addition to the 11-month base period, consistent with TOR A.10.
See response to Question 66.
97 PWS 2.4.4 estimates 45–55 FTE annually; however, the GFPM fixed required hours total approximately 59 FTE (56 USG-site plus 3 OCONUS). Please reconcile this discrepancy and confirm the authoritative staffing estimate for proposal pricing purposes.
See response to Question 5, in Task Order Request – W912CH-26- R-2626 – Questions and Answers 1 – 60 Release 1 of 3 posted on SAM.gov and released via GSA eBuy.
98 PWS 2.16 states all contractor personnel must possess a SECRET clearance, but DD Form 254 Block 13 requires certain personnel to hold T5/T5R investigations with SCI eligibility. Please identify which specific labor categories require T5/SCI eligibility versus a standard SECRET clearance.
The DD 254 will be updated at the time of award, the Contract will only require Secret Clearence.
99 TOR A.8.1 states the 'clearance level is Classified' without specificity, while A.8.2 and M.1.2 require a SECRET Facility Clearance (FCL). Please confirm the required FCL level for the prime contractor at time of proposal submission and award.
SECRET. Reference Section L.4.4.6 of the TOR and Attachment 0004 – Department of Defense (DD) Form 254.
100 PWS 2.16 indicates interim SECRET clearances may be authorized with PCO approval. Please confirm whether personnel with interim SECRET clearances are acceptable at time of proposal submission and/or phase-in, and describe the process for obtaining PCO authorization.
Confirm. Please refer to Section 2.16 of the PWS.
101 The DD Form 254 states the contractor is not authorized to subcontract without an approved subcontracting plan and written GCA/COR authorization. Please clarify how this restriction reconciles with the small business set-aside requirements and the GFPM subcontractor pricing columns.
Additionally, please confirm the applicable limitation-on-subcontracting compliance percentage under FAR 52.219-14.
The Prime Contractor must not subcontract more than 50% of the contract value to a contractor that does not have the same small business status under the NAICS assigned to the contract.
102 Please confirm whether subcontractors must hold a CMMC Level 2 certification (self-assessment or certified) at time of award, and clarify the flow-down timing requirements for subcontractor CMMC compliance.
Yes, IAW Section 4.2.17 of the PWS.
CMMC Level 2 self-assessment in Supplier Performance Risk System (SPRS) is required for contractors and subcontractors at the time of award.
103 Section M references '3 evaluation Factors' but Section L requires 4 volumes. Please confirm that the Administrative Volume (Volume 0) is evaluated on a pass/fail basis only and is not a rated evaluation factor.
M.3.2.1 is the Phase 1 evaluation factor (Administrative Volume 4) that determines an offeror’s eligibility to advance to Phase 2, the Best Value Tradeoff evaluation of Volumes 1, 2, and 3.
104 The Volume 2 Staffing Plan instructions and M.4.2 identify only Electronics Technical Maintenance III as key personnel.
Please confirm whether Program Manager II, Program Manager I, or any other labor categories are also designated as key personnel requiring resumes and letters of commitment.
For Volume II evaluation purposes, the key personnel position is the Electronics Technical Maintenance III. Section L.4.2 of the solicitation outlines what the offer must submit to the Government for evaluation purposes IAW Section M.4.2 of the solicitation.
105 Please confirm that offerors may not alter the Government-provided skill mix, required hours, or ODC/Travel plug figures in the GFPM. Additionally, please clarify how the 'Misc.' column interacts with OCONUS uplift factors for pricing purposes.
Correct, offerors may not alter the GFPM.
106 This Task Order includes Labor-Hour, Cost-No-Fee, and Firm-Fixed-Price CLINs. Please confirm why DCAA/DCMA cost accounting system adequacy (cost-type capable) is required and whether this is a pass/fail eligibility gate, particularly for the labor-hour portion of the effort.
This is effort will have Cost Type CLINS associated and the offeror will need to have an approved accounting system to be eligible for award. Additionally, Section L.4.4.7 of the solicitation covers pass/fail eligibility.
107 Please confirm that Attachment 0010 (Wage Determinations) is included with the solicitation, that the WDs are current, and identify which specific Wage Determinations apply to each performance location.
Confirm. Attachment 0010 - Wage Determinations (WDs) is included in the solicitation.
The Attachment is expected to be updated in a forthcoming amendment.
108 PWS 2.13.1.4 provides an automatic waiver of minimum qualifications for incumbent personnel. Please clarify how this waiver interacts with the Staffing Plan evaluation criteria and key personnel qualification requirements under Section M.
The current staff are to be offered first right of refusal. If an incumbent does not currently meet the updated qualifications in the GFPM, the requirement is waived for the incumbent but if they vacate the position in the future, the new employee must meet the minimum qualifications/education. Please refer to Section 2.13.1.4 of the PWS.
109 Please confirm whether resumes, letters of commitment, title pages, and tables of contents count against the Volume 1 (5 pages) and Volume 2 (3 pages) page limits, or whether these items are excluded from the page count.
Refer to Section L.2.1.2 of the TOR for any exclusions from the page count. Any item listed in Section L.2.1.2 of the solicitation will not be included in page count. Anything not listed will go against the page count for each volume. Sections L.4.1 and L.4.2 of the solicitation tell the offeror the items to submit for the Government to evaluate.
110 Please confirm whether all contractor personnel must be U.S.
persons and/or U.S. citizens per the DD Form 254 requirements for all performance locations, including OCONUS sites.
Confirm.
111 Will the Government provide the incumbent contract number, incumbent staffing/seniority list, and current labor rates during phase-in to support Right of First Refusal (ROFR) obligations under applicable Service Contract Act requirements?
Yes.
112 Section H.4.2 lists Indirect Ceiling Rates on ODC/Travel as 'TBD.' Please confirm whether these ceiling rates will be established at award based on the successful offeror's disclosed rates, or whether offerors are expected to propose ceiling rates in their cost volumes.
Confirming the proposed indirect rates will be incorporated into Section H at time of award to replace “TBD”.
113 TOR L.4.2 Volume 2 – Staffing Plan states: “The offeror shall provide a detailed Staffing Plan for the key personnel listed below, referenced in Attachment 0001 - GFPM (Minimum Qualifications tab)”.
a. Please confirm that only labor category identified as key personnel is the Electronics Technical Maintenance III.
b. Please confirm that the only requirement is for the offeror to detail and describe its: “proposed processes and specific screening actions to recruit, staff, and retain personnel who meet or exceed the required labor category qualifications. In addition to an approach for transitioning from an incumbent contractor to the Offeror within the 30-day phase in period.”
Item A is confirmed.
Item B is confirmed.
Please see Section L.4.2 of the TOR for the Government’s requested information.
114 TOR M.4.2 Factor 2: Staffing Plan states: “The Government will evaluate the detailed Staffing Plan for the key personnel listed below, referenced in Attachment 0001 - GFPM (Minimum Qualifications tab). Including its proposed processes and specific screening actions to recruit, staff, and retain personnel who meet or exceed the required labor category qualifications. In addition to an approach for transitioning from an incumbent contractor to the Offeror, within the 30-day phase in period.”
a. Please confirm that no additional information or supporting data is required other than: 1) proposed processes and specific screening actions to recruit, staff, and retain personnel who meet or exceed the required labor category qualifications; and 2) approach for transitioning from an incumbent contractor to the Offeror, within the 30-day phase in period.
You are correct that the Government is only requiring a narrative to reflect 1) proposed processes and specific screening actions to recruit, staff, and retain personnel who meet or exceed the required labor category qualifications; and 2) approach for transitioning from an incumbent contractor to the Offeror, within the 30-day phase in period.
115 TOR L.4.1 Volume 1 – Robotics Maintenance and Repair states: “The offeror shall provide a detailed technical approach for the timely and cost-effective maintenance, repair, reset and upgrade of Programs of Record (PoR) and non-standard robotic systems for the Department of War (DoW).”
There are Tasks and/or Subtasks listed under Part 3 Requirements / Specific Tasks and Part 4 Additional Requirements in the PWS that are not directly covered by these instructions. Please confirm if the offeror is required to cover all Tasks listed in Part 3 and Part 4 of the PWS in Volume 1?
Volume 1 shall address the detailed technical approach as described in Section L.4.1 of the TOR. Offerors are not required to individually address every Task or Subtask in Parts 3 and 4 of the PWS unless the offeror deems it necessary to explain their approach within page count.
116 TOR Section B contains a table that details a CLIN structure that does not match Attachment 0001 - Government Format Pricing Model GFPM.xlsx.
Please confirm that offerors are only required to submit Attachment 0001 as the Price Proposal.
Confirm, offerors are only required to submit Attachment 0001 – GFPM IAW the Instructions tab.
117 The Table in Section B of the Task Order Request identifies CLIN 1001 Labor Overhead – Base, CLIN 2001 Overhead Labor – Option Period 1, and 3001 Overhead Labor – Option
2. These CLINs are not identified in Attachment 0001 - Government Format Pricing Model GFPM.xlsx.
a. Please confirm that offerors are only required to submit
Attachment 0001 as the Price Proposal.
b. Please confirm that offerors are NOT required to deliver a breakout by CLIN as identified in CLIN Table in Section B in as part of Volume 3 Price Factor.
If the offeror is required to provide a CLIN Table in that format, please detail what is included in CLIN 1001 Labor Overhead – Base, CLIN 2001 Overhead Labor – Option Period 1, and 3001 Overhead Labor – Option 2
See response to Question 116.
118 TOR L.2.3.1 states “ The proposal shall be electronically submitted via E-mail” Please confirm that the offeror does not need submit anything via the eBuy portal and that only a submission via email will sufficient.
The Government will update the Methods of Proposal Submission in the TOR to include directions for documents classified as CUI in a forthcoming amendment.
119 The PWS estimates 45–55 FTEs but the Government Format Pricing Model identifies a specific number of labor hours.
Request: Will the Government identify the expected staffing profile by labor category and location for the Base and each Option Year?
See response to Question 5, in Task Order Request – W912CH-26- R-2626 – Questions and Answers 1 – 60 Release 1 of 3 posted on SAM.gov and released via GSA eBuy.
120 Is the labor distribution in the GFPM intended to represent the Government's expected staffing plan at beginning of performance of the Bate Period, or is it simply a pricing evaluation model?
It is based on Government estimates and is only intended for evaluation purposes.
121 Will the Government release the following information:
• current staffing by labor category
• current staffing by location
• current FTE count
• current vacancy rate
Without this information, transition and pricing risk are significantly increased.
See response to Question 35, in Task Order Request – W912CH-26- R-2626 – Questions and Answers 1 – 60 Release 1 of 3 posted on SAM.gov and released via GSA eBuy.
122 A.2 NAICS Code and Small Business Size Standard: The principal nature of the requirements described in this solicitation is consistent with services performed by industries in the NAICS codes 541330, Exception 1 with a small business size standard of $25.5M.
Will the government please confirm that the dollar threshhold for the small business size standard for NAICS 541330 Exception 1, is intended to read $47M.
See response to Question 33, in Task Order Request – W912CH-26- R-2626 – Questions and Answers 1 – 60 Release 1 of 3 posted on SAM.gov and released via GSA eBuy.
123 The government identifies only "PACOM" as the work location, providing no specificity. The PACOM encompasses a vast geographic area includes many different countries all with its unique cost implications. Without specificity, proposers will be unable to provide consistent pricing for evaluation.
Will the government please provide a specific geographic location for pricing purposes. We recommend using Oahu, Hawaii as the representative location.
IAW Section 2.4.1 of the PWS, PACOM is a potential location. If a PACOM location becomes permanent, it is expected to be Korea.
124 Please clarify that the correct small business size standard is $47M.
See response to Question 33, in Task Order Request – W912CH-26- R-2626 – Questions and Answers 1 – 60 Release 1 of 3 posted on SAM.gov and released via GSA eBuy.
125 The TORFQ invokes the SCA. It does not address Collective Bargaining Agreements (CBAs). We did not find a direct statement that no CBAs were involved with the current workforce who have ROFR.
Can the Government affirm that there are no CBAs for this workforce, or, if there is one or more CBA, can the Government include the CBA to assist pricing analysis by the offerors?
The Government is not aware of any Collective Bargaining Agreements (CBAs) applicable to this requirement. Offerors must price in accordance with the provided SCA wage determination.
126 The GFPM appears to have an incorrect WD reference for two positions in Ft. Irwin, CA (San Bernardino). The rates specified were not provided in WD 2015-5617 R29; however, similar rates were found in WD 2015-5629 R29.
Please clarify if the correct WD reference for the Ft. Irwin (San Bernardino) positions is WD 2015-5629 R29 or another
WD.
See Response to Question 32, in Task Order Request – W912CH- 26-R-2626 – Questions and Answers 1 – 60 Release 1 of 3 posted on SAM.gov and released via GSA eBuy.
127 The list of places for permanent performance includes EOD Groups at San Diego and Viginia Beach but they are not included in the Attachment 0001 - GFPM. The Attachment 1 GFPM includes PACOM as a permanent location but it is not included in the PWS list of places for permanent performance.
Can the Government please clarify the list of permanent performance locations to be priced in the GFPM?
See Response to Question 6, in Task Order Request – W912CH-26- R-2626 – Questions and Answers 1 – 60 Release 1 of 3 posted on SAM.gov and released via GSA eBuy.
128 GFPM, Line 46
ID 031 lists PACOM as the location for that LCAT.
Can the Government confirm a more specific location within the PACOM AOR for this position to assist with pricing analysis?
See response to Question 9 in Task Order Request – W912CH-26- R-2626 – Questions and Answers 1 – 60 Release 1 of 3 posted on SAM.gov and released via GSA eBuy.
129 Attachment 0002 PWS
There is no discussion on whether consumable Personal Protective Equipment (PPE) (eg, hearing protection, safety glasses, steel toe boots, gloves, etc.) will be reimbursed through the ODC CLIN or the responsibility of the contractor.
In related contracts this is frequently paid for by the Government through an ODC CLIN.
Can the government confirm if PPE will be reimbursed?
When required, the Government is providing PPE.
130 Attachment 0002 PWS and Attachment 0004 DD Form 254
PWS Section 2.16 and DD254 Block 13
The PWS states that all contractor personnel performing under this contract must possess a Secret clearance.
Additionally, DD254 Block 1 identifies a Secret Facility Clearance (FCL) and Secret safeguarding requirement, which appears to align with the Secret clearance requirement contained within the PWS. However, DD254 Block 13 states that contractor personnel performing work in support of the contract require a favorably adjudicated Tier 5 (T5) or Tier 5 Reinvestigation (T5R) with SCI eligibility.
Please clarify the intended personnel security requirements for this effort and confirm whether the DD254 accurately
See response to Question 98.
reflects the Government's current requirements. Specifically, please identify whether all contractor personnel must possess Secret clearances, or if certain positions require a favorably adjudicated Tier 5 (T5) or Tier 5 Reinvestigation (T5R) with SCI eligibility.
131 In Section 2.16.43 of the PWS it indicates SF85P is required for all personnel needing a CAC.
Please clarify if personnel with an interim or final Secret clearance are still required to complete an SF85P?
Yes.
132 Attachment 0002 PWS, 4.2.9.c
The PWS states that for OCONUS locations, contractors must comply with applicable installation access requirements and "refer to the SOFA and other theater regulations."
However, there is no clear information about which positions if any are granted SOFA status.
Please confirm whether contractor personnel assigned to Germany and Kuwait will be granted SOFA status or equivalent legal standing.
SOFA status is required for Kuwait.
133 Attachment 0002 PWS, 2.4.2
The solicitation identifies PACOM as a permanent place of performance but a precise location is not provided. If that location is in Hawaii, no WD was included for it.
Please confirm the specific location of the PACOM permanent place of performance and any WD that would apply.
Wage Determinations do not apply to OCONUS locations. IAW Section 2.4.2 of the PWS, PACOM is a potential TDY location. If a PACOM location becomes permanent, it is expected to be Korea.
134 The solicitation (PWS 2.13.1) establishes Phase-In/Right of First Refusal procedures indicating there is a predecessor contract for this requirement. Can the Government identify the current incumbent contractor and, if available, the incumbent contract number? This will assist with transition planning under PWS 2.13.1.
See response to Question 2, in Task Order Request – W912CH-26- R-2626 – Questions and Answers 1 – 60 Release 1 of 3 posted on SAM.gov and released via GSA eBuy.

Can the government provide a submission option using DOD SAFE to allow for inclusion of supporting documentation labeled CUI?
See response to Question 118.
141 PWS 2.3 states “one (1) base period of 11 months, which includes a 30 day phase-in”.
Can the government clarify that the 30-day phase-in is separate from the 11 month base period?
See response to Question 66.
142 PWS 2.3 references FAR 52.217-9, however Attachment 0006 does not include this FAR reference. Can the government clarify the applicability of this FAR reference?
The Government will update Attachment 0006 to include this clause in a forthcoming amendment.
143 PWS, 2.9.1.4
Can the government confirm that costs related to medical clearance are cost-reimbursable? If not, how should these costs be proposed in the GFPM?
Confirmed.
144 PWS 2.9.1.7 states “The Contractor shall maintain staffing levels and replace Contractor employees at the AOR, as required to ensure no break in service, at no additional cost to the Government.” If an individual must deploy to cover an
OCONUS position during the allowed R&R, this will incur additional cost to the government. Can the government clarify expectations around R&R backfill and OCONUS coverage during R&R periods?
Confirm. There should be no break in support.
145 Attachment 0002, 2.9.1.8
Can the government confirm that all OCONUS housing costs must be included in the proposed FBLR, and no housing or living quarters allowance (LQA) per the DSSR may be assumed to be included in the provided ODC plug numbers?
If so, how should these costs be proposed in the GFPM?
Confirming OCONUS uplifts are included in the ODCs. See Section L.4.3.1.3.3.1 of the TOR. Please see response to Question 73.

The name of the CDRL A001 is “Monthly Status Reports”.
150 Attachment 0002, 4.2.17
Given the importance of CMMC certification, will the government consider requiring proof of current Level 2 (Self) certification as part of Volume 4 Administrative Volume?
No. Please see response to Question 102.
151 The DD254 lists the incumbent contract as W56HZV22DER04 (Amentum) / W912CH26F0323 (General Dynamics). Can the government clarify the correct incumbent contract number?
See response to Question 2, in Task Order Request – W912CH-26- R-2626 – Questions and Answers 1 – 60 Release 1 of 3 posted on SAM.gov and released via GSA eBuy.
152 Can the government review the applicability of the following clauses, and remove clauses that do not apply to this task order?

The Government will update Attachment 0006 – Additional Narratives and Clauses in a forthcoming amendment.
153 RTOP L.4.3.1.3.3.1
Can the Government please confirm that the Plug ODC number on the pricing matrix includes all applicable uplifts for
OCONUS personnel and offerors are not required to provide pricing for these costs?
See Section L.4.3.1.3.3.1 of the TOR. See response to Question 73.
154 RTOP A.9.3
The RTOP and PWS identify Naval EOD San Diego and VA Beach as places of performance but neither location is identified on the pricing matrix. Can the Gov't confirm if these are required or if pricing will be determined at a later date when these positions are filled?
See the response to Question 6, in Task Order Request – W912CH- 26-R-2626 – Questions and Answers 1 – 60 Release 1 of 3 posted on SAM.gov and released via GSA eBuy.
155 RTOP A.9.3
RTOP and Pricing Matrix identifies PACOM as a supported location. Due to the size of the PACOM AOR, a single labor rate is most likely insufficient to cover all possible locations. Can the Government provide any clarification on supported location within the PACOM AOR?
See the response to Question 133.
The Government will update the GFPM to remove the labor category assigned to PACOM in a forthcoming amendment.
156 PWS 2.9.1.8
Cost of Living and Housing allowances are typical labor uplifts for personnel working in OCONUS areas such as Kuwait and Germany. Para 2.9.1.8 seems to indicate that these costs are not reimbursable under this contract, "Contractor employees shall be responsible for providing their

158 RTOP L.4.2
Please confirm that all Electronics Technical Maintenance IIIs at all locations are designated as Key?
See response to Question 90.
159 PWS 2.5 (a) and (b) specify explicit minimum coverage amounts for Workers' Compensation($200,000) and General Liability ($500,000 per occurrence). 2.5 (c),Automobile Liability, requires coverage "written on the comprehensive form of the policy" covering the Contractor's liabilities "as stated in RFO FAR 52.228-8" but states no minimum dollar coverage amount, and FAR 52.228-8 does not independently establish one. Can the government confirm the minimum required Automobile Liability coverage amount?
The minimum dollar amounts for automobile insurance are established under RFO FAR 28.307-2(c).
160 PWS 2.5 directs that Workers Compensation, General Liability, and Automobile Liability insurance be charged as an ODC. For offerors whose Government-approved indirect rate structure already includes general business insurance premiums within their overhead, can the Government confirm that these specific premiums should be excluded from the Indirect rate pools to avoid duplicate cost recovery?
No, they can stay in offeror’s indirect rate pools as they do not impact the ODC.
161 PWS 2.5 (b) specified a minimum General Liability coverage of $500,000 per occurrence with no aggregate limit stated.
Can the Government confirm whether a per-occurrence limit alone satisfies the requirement, or whether a minimum aggregate limit is also required?
Confirming that per-occurrence limit General Liability coverage satisfies the requirement in Section 2.5 of the PWS.
162 Could the government please provide the Current Incumbent
Information?
(Contract Number) (Period of Performance) (Contract Value)
Please see responses to Question 50, in Task Order Request – posted on SAM.gov and released via GSA eBuy.
163 Could the Government provide the Level of Effort, FTEs on
Incumbent Contract.
Please see response to Question 35, in Task Order Request – W912CH-26-R-2626 – Questions and Answers 1 – 60 Release 1 of 3 posted on SAM.gov and released via GSA eBuy.
164 Could the Government provide the current Level of Effort required, Historical Data for this opportunity.
No. The Government will not provide historical workload data for the current effort.
165 The opportunity requires a CMMC Level 2 self-assessment posted in SPRS at the time of contract award. Can the gov confirm whether this applies at the prime level only or to all subcontractors at time of award, and whether a self-assessment posted after proposal submission but prior to award is acceptable.
At time of award the Prime must have the certification, and the Government expects those same requirements to be flowed down to any subcontractor as applicable.
166 PWS requires all contractor personnel to possess a SECRET clearance. Please confirm whether proposed personnel must hold clearances at time of proposal submission or at start of performance, and whether an Interim SECRET is acceptable during phase-in with PCO authorization.
See response to Question 100.
167 Will the Government accept a subcontractor whose Facility
Clearance is in process at time of award, provided cleared incumbent personnel retained via ROFR (Section 2.13.1.2) perform all classified-access work until the FCL is granted?
No. See Section L.4.4.6 and M.2.1(k) of the TOR.
168 To support the ROFR requirement in Sections 2.13.1.2 and
2.13.13, will the Government provide the incumbent staffing list, including labor categories and site distribution, prior to proposal submission or only at award? Can incumbent seniority data be made available now to inform offerors pricing?
The Government will provide incumbent staffing, including labor categories and site distribution at the time of award.
The seniority data will be made available at the time of award.
169 The Government estimates 45 to 55 FTEs across 15 permanent locations. Can the Government provide the estimated FTE distribution by location and labor category, or historical staffing levels by site under the predecessor contract?
Please refer to the GFPM for FTE distribution that offerors should propose to. The Government will not provide historical workload data.
170 Please identify the Government-approved System of Record referenced throughout Sections 3.4 and 3.5 so offerors can offer personnel with relevant system experience.
The Government Approved Systems of Record will be identified at time of award.
171 Can the Government provide historical workload data (annual requisition volume, work order counts, number of fielding events and NET classes per year) to support staffing and pricing assumptions?
No. The Government will not provide historical workload data.
172 PWS requires "Electronics Technician III" personnel at Ft.
Leonard Wood for fielding and training support. Are training facilities, TADSS, and training robots Government furnished at all training locations?
Yes.
173 Section L.4.3.2 (Cost Narrative) and Attachment 0001, Government Format Pricing Model (GFPM), subcontractor labor columns on the "Base," "OPT 1," and "OPT 2" worksheets.
Section L.4.3.2 and the GFPM direct the Prime Offeror to include a composite subcontractor Fully Burdened Labor
Rate (FBLR) for each proposed subcontractor labor category, with the Prime's Overhead, G&A, and any Prime Misc.
(Column AB) applied to those rates explained in the cost narrative. Please confirm whether a single composite FBLR per subcontractor labor category satisfies the GFPM and
Section L requirements, or whether the Government requires subcontractors to separately disclose their underlying indirect rates or cost-element breakdowns (e.g., direct labor, overhead, G&A, profit) as part of the proposal submission. If subcontractor cost-element detail is required, please advise whether the subcontractor may submit that information directly to the Government rather than through the Prime
Offeror, in order to protect subcontractor proprietary rate information.
If applicable, the offeror can propose one or multiple subcontractors for each labor category. The Government is not requiring the buildup of individual subcontractor fully burdened labor rates (FBLRs). The Government is requesting the basis for the development of composite FBLRs if multiple subcontractors are proposed for a single labor category.
If in the future for some reason the Government should require the buildup of individual subcontractor’s FBLRs, a method will be provided to send information deemed proprietary directly to the Government.
174 PWS 2.4.4;
Attachment 0001 (GFPM)
PWS 2.4.4 estimates an annual requirement of 45–55 FTEs;
the GFPM prices 59 FTEs (56 CONUS + 3 OCONUS).
Please reconcile the staffing baseline, and confirm whether requirements beyond the priced level would be
See response to Question 5, in Task Order Request – W912CH-26-accommodated through the surge labor mechanism or by bilateral modification.
175 PWS 2.13.1
To support development of a realistic Staffing Plan, will the Government make incumbent workforce information (e.g., the seniority data referenced in PWS 2.13.1.1, or the labor category/location distribution of the current workforce) available to offerors prior to award, or is this information available only to the successful offeror at award?
The information will be available at the time of award.
176 Section H.4.2;
L.4.3.1.3.3
Section H.4.2 shows the ODC and Travel indirect ceiling rates as TBD. Please confirm that offerors propose these rates in the GFPM per L.4.3.1.3.3 and that the proposed rates will be incorporated into Section H at award as the ceiling rates.
See response to Question 112.
177 Attachment 0001 (GFPM);
PWS 2.10.2
Please confirm the FTE-to-hours convention for the 11-month base period (1,753 hours per CONUS FTE) and that the Kuwait position’s 2,496 annual hours reflects the six-day CENTCOM work week (PWS 2.10.2) at straight-time rates.
Confirm.
178 Section L.4.2;
Section M.4.2
Volume 2 references “key personnel listed below” and identifies Electronics Technical Maintenance III. Please confirm this is the sole key personnel labor category for the Staffing Plan factor.
For Volume II evaluation purposes, the key personnel position is the Electronics Technical Maintenance III. Section L.4.2 of the solicitation lists specifically what the offer must submit to the Government for evaluation purposes IAW Section M.4.2 of the solicitation.
179 PWS 4.2.17
For a joint venture offeror where contract performance and CUI handling occur on the member companies’ information systems, please confirm whether the CMMC Level 2 self-assessment posting in SPRS is required for the JV entity, the member companies, or both.
Each individual company must have a current CMMC Level 2 assessment posted in SPRS.
180 Attachment 0001 (GFPM), ID 031;
PWS 2.4.1 / 2.4.2
The GFPM identifies an Electronics Tech Maint III position with a permanent location of “PACOM,” but PWS 2.4.1 does not list a PACOM permanent site (USINDOPACOM appears only as a TDY location in PWS 2.4.2). Please identify the permanent duty station for this position (e.g., Hawaii, Japan, Korea), as the location determines the applicable direct labor market, allowances, and rate buildup.
See response to Question 9, in Task Order Request – W912CH-26- R-2626 – Questions and Answers 1 – 60 Release 1 of 3 posted on SAM.gov and released via GSA eBuy.
181 PWS 2.9.1.8;
L.4.3.1.3.3.1
PWS 2.9.1.8 states contractors working in Kuwait and Germany provide their own housing and may not invoice it as an additional cost. For personnel permanently assigned to Germany and Kuwait, please confirm whether housing and cost-of-living allowances may be included in the proposed direct labor rate or Misc.
