About this file

This document is a Questions and Answers (Q&A) document for Task Order Request W912CH-26-R-2626, Release 1 of 3, addressing clarifications on a Robotics Logistics Support Services (RLSS) solicitation.

The solicitation is for a single award, 100% small business set-aside task order under the GSA OASIS+ Small Business contract vehicle, with a hybrid pricing structure consisting of Firm-Fixed-Price (FFP) for a 30-day phase-in period and Labor Hour with Cost-No-Fee terms for travel, other direct costs (ODC), and facilities. The incumbent contractor is Amentum Services Inc. under Contract W56HZV-22-D-ER04, with a total contract value of $10,730,523.32. The current task order period of performance began June 20, 2026, with government options to extend through June 19, 2027. The solicitation was posted on GSA OASIS+ on June 25, 2026, and is being competed using fair opportunity procedures among eligible OASIS+ Small Business Technical and Engineering Domain awardees. The requirement includes robotics maintenance and repair services, logistics support, training, fielding, program management, and warehousing across multiple CONUS and OCONUS locations including Kuwait and Germany. The Government-provided Financing Pricing Model (GFPM) establishes the controlling basis for staffing, labor categories, and FTEs, with multiple amendments planned to correct location references, wage determinations, and labor category line items. Key requirements include a SECRET Facility Clearance License (FCL) at proposal submission, right of first refusal for incumbent personnel, automatic qualification waivers for predecessor employees, and surge labor capacity up to 12% under DFARS 252.217-7001.

An amendment to the solicitation and attachments will be released on GSA eBuy in the near future as well.

Question: Answer:

1 In relation to solicitation W912CH-26-R-2626, if we are on SAM classified as a large business under the noted NAICS for this solicitation, but have not been required as of yet to reclassify in OASIS+ SB, and we are still active in OASIS+ SB, would we be acceptable to bid on this requirement as grandfathered-in until the time of the next required re-classification of our size?

Yes, an active OASIS+ SB holder can submit a proposal in response to this solicitation.

2 Could you inform me if this is a new requirement or a follow-on to an existing contract? If the latter, could you provide me with the Contractor Name and Contract #?

This is not a new requirement. Details on the existing effort are listed below:

Contractor: Amentum Services Inc.

Contract Number: W56HZV-22-D-ER04

3 Can we request the name of the incumbent vendor and their contract number, considering they are currently underperforming?

What is the total award value of the ongoing contract held by the incumbent vendor?

See response to Question 2.

Total Value: $10,730,523.32

4 Document Reference: TOR A.7

Please confirm this TOR is being competed using fair opportunity procedures among eligible OASIS+ Small Business Technical and Engineering Domain awardees, and that the exception-to-fair-opportunity checkboxes in A.7 do not limit competition or require offerors to address a sole-source/exception rationale.

Correct. The solicitation is being competed using Fair Opportunity procedures among eligible OASIS+ Small Business Technical and Engineering Domain Awardees.

The Government will update Section A.7 in the solicitation in a forthcoming amendment.

5 PWS 2.4.4; GFPM Base/OPT tabs

PWS estimates 45-55 FTE, while the GFPM contains 59 FTE when CONUS and OCONUS rows are counted.

Please confirm the Government-provided GFPM labor categories, FTEs, and required hours are the controlling basis for price and staffing, and that offerors will not be

penalized for proposing to the GFPM even if it exceeds the 45-55 FTE planning estimate in PWS 2.4.4.

6 TOR A.9.3; PWS 2.4.1; GFPM

TOR/PWS include Navy EOD Group 1 San Diego and Navy EOD Group 2 Virginia Beach as permanent locations, but the GFPM does not include dedicated labor rows for those sites.

Please confirm that offerors should not add labor rows or alter GFPM hours for Navy EOD Group 1 and Group 2, and that any support to those locations is to be provided through the Government-provided labor mix, travel plug, and/or post-award direction unless the Government amends the GFPM.

See L.4.3.1.3.1 regarding any alterations to the GFPM.

The Government will revise the Permanent Navy EOD locations to TDY and Potential Locations in Section 2.4 of the PWS in a forthcoming amendment.

7 TOR A.9.3; PWS 2.4.1; GFPM Rows 018-019

TOR/PWS identify Bluegrass Station, KY, while the GFPM identifies BGAD, KY (Madison).

Please confirm that GFPM rows 018 and 019 for BGAD, KY correspond to the Bluegrass Station, KY place of performance listed in the TOR/PWS, and that offerors should use the GFPM WD/location for pricing.

Bluegrass Station is the correct permanent location.

The Government will update the GFPM to correct the location for Labor Category lines 018 and 019 to reflect Bluegrass Station in Fayette County in a forthcoming amendment. The Wage Determinations will be updated accordingly in a forthcoming amendment.

8 TOR A.9.3; PWS 2.4.1; GFPM Row 030

TOR/PWS identify Vilseck, Germany; GFPM identifies Germany.

Please confirm GFPM row 030, Engineering Technician V - Germany, is intended for Vilseck, Germany and that offerors should price the row using the Government-provided GFPM OCONUS hours.

Vilseck is the correct permanent location.

The Government will update the GFPM to align the location in Labor Category line 030 with Vilseck, Germany in a forthcoming amendment.

9 PWS 2.4.1-2.4.2; GFPM Row 031

PWS lists USINDOPACOM AOR as a TDY/potential location, while GFPM row 031 includes a 1.0 FTE Electronics Tech Maint III at PACOM.

Please confirm whether GFPM row 031 represents a standing OCONUS FTE requirement for the USINDOPACOM AOR, and identify the expected duty

The Government will update the GFPM to remove Labor Category Line 031 in a forthcoming amendment.

location for pricing and staffing purposes. If the location is not known, please confirm offerors should price the Government-provided GFPM hours without adding assumptions regarding the specific site.

10 PWS 2.13.1.1-2.13.1.6

The PWS provides for ROFR and predecessor employee information after award, with seniority data available during phase-in if requested and made available.

We understand the government's desire for continuity;

however, EO 14055 was rescinded. Please confirm right of first refusal still applies to this requirement.

While the ROFR Executive Order 14055 was rescinded, the Government is still requiring the ROFR requirement in this contract.

11 PWS 2.13.1.4; GFPM Minimum Qualifications

PWS waives minimum qualifications for predecessor personnel continuing in equivalent labor categories, but proposal evaluation focuses on staffing qualified personnel.

Please confirm offerors may rely on the PWS 2.13.1.4 automatic waiver for incumbent personnel retained in equivalent labor categories, regardless of whether the individual meets the new GFPM minimum qualifications, and that this will not be evaluated as a staffing weakness.

Confirming offerors may rely on the Automatic Waiver of Education/Certification and/or Experience for predecessor employees obtained via ROFR.

12 TOR L.2.3

TOR requests email submission

Please confirm the government's requirement for email submission; the requirement has been posted via e-buy and the awardee will have to register the award with e-buy upon award.

See Section L.2.3.1 of the Task Order Request (TOR) for Government’s submission requirement.

13 PWS 2.10.2; GFPM OCONUS rows PWS provides different OCONUS schedules for CENTCOM/Kuwait and other AORs, and requires OCONUS employees to work Federal holidays unless otherwise directed. GFPM uses different annual hours for Kuwait versus Germany/PACOM.

Please confirm the GFPM-required hours for Kuwait, Germany, and PACOM are the controlling hours for price evaluation, and offerors should not add hours for Federal

See L.4.3.1.3.1 of the TOR regarding any alterations to the GFPM.

holidays or potential overtime unless the GFPM is amended.

14 PWS 2.5, 2.6, 3.4.1.3

PWS requires vehicle/equipment certification and states forklift operators must be OSHA certified and possess OF 346, but site-specific requirements are not listed.

Please identify the labor categories and sites expected to require Government vehicle operation, forklift operation, or OF 346 permits, and confirm the Government will provide access to local permit processing while offerors include contractor-paid certification costs where required.

The required OF 346 permits are currently required at, but not limited to, Selfridge, Michigan and Ft. Leonard Wood, MO locations.

The labor categories expected to require OF 346 permits are Labor Category Lines 024 – 028 in the GFPM.

15 TOR Deliverables; CDRL A001; PRS #1 A001 is titled Integrated Program Management Data and Analysis Report (IPMDAR) with DID DI-MGMT-81861D, while the PRS describes monthly progress reports.

Please confirm A001 is intended to be a monthly status/progress report tailored to this task order and not a full IPMDAR/EVM submission unless specifically directed by the Government.

Confirming, A001 is intended to be a monthly status/progress report.

The Government will update CDRL A001 in a forthcoming amendment.

16 PRS #5; PWS 3.6

PRS #5 references “3.6.33.6.4.1,” which appears to contain a missing separator or typographical error.

Please confirm the intended PRS #5 PWS references are PWS 3.6, 3.6.1.3.6, 3.6.2, 3.6.3, and 3.6.4.1, and that the typo does not change the training performance objective.

Confirming the intended PRS #5 PWS references are 3.6.1, 3.6.2, 3.6.3, and 3.6.4. Confirming the typo does not change the training performance objective.

The Government will correct the numbering in the PRS Attachment in a forthcoming amendment.

17 PWS 3.3.3

Within RF Engineering Support, the first subparagraph appears numbered 3.3.1.1 rather than 3.3.3.1.

Please confirm the RF Engineering Support subparagraph currently numbered 3.3.1.1 should be read as 3.3.3.1 and that this is an administrative numbering error only.

Confirming the intended PWS reference should be 3.3.3.1.

The Government will correct the numbering in the PWS Attachment in a forthcoming amendment.

18 PWS 3.6

PWS 3.6 states Electronics Technician III at FLW will support services specified under Task Area 3.3.7, but no PWS section 3.3.7 appears in the document.

Please identify the intended PWS reference for FLW Electronics Technician III support under Section 3.6 and

The Government will correct the PWS to correctly reference Task Area 5, Section 3.6 in a forthcoming amendment.

confirm the cross-reference does not add scope beyond the fielding/training and maintenance support described in

PWS 3.6.

19 TOR M.1.1/M.1.1.4; TOR L.4.1-L.4.2

The TOR uses best value tradeoff but does not define specific advantages that may justify a price premium.

Please confirm the Government may evaluate as strengths specific, substantiated risk-reduction approaches such as incumbent workforce capture, site-specific staffing/backfill plans, cleared technician pipeline, OCONUS continuity planning, and platform-specific maintenance/training experience, when those approaches are tied to the Robotics Maintenance and Repair and Staffing Plan factors.

Any “strength” is at the sole, informed, and subjective judgment of the Government’s evaluators, and only when an aspect of an offeror’s proposal demonstrably exceeds the stated requirements in a manner that provides a meaningful benefit or reduces risk to the Government, consistent with the definition of a strength in the solicitation.

20 TOR L.4.1; PWS Part 3 Volume 1 is limited to 5 pages and titled Robotics Maintenance and Repair, but the PWS includes logistics, SETA, program management, warehousing, fielding, and training.

Please confirm Volume 1 should focus on the timely and cost-effective maintenance, repair, reset, and upgrade of PoR and non-standard robotic systems, with discussion of logistics/training/program support only as it directly supports that technical approach.

The Government does not direct offerors on how to structure their proposal. It is at the offeror’s discretion to determine how best to present the information requested in Volume 1 in order to address the applicable evaluation factor.

21 Attachment 0006 DFARS 252.225-7003; PWS 2.4

Attachment 0006 includes reporting for intended performance outside the U.S./Canada if thresholds are met, while OCONUS performance is expressly required by the

PWS.

Please confirm OCONUS performance at Government-directed PWS locations is not considered work that “could be performed inside the United States or Canada” for purposes of DFARS 252.225-7003 reporting, unless the offeror otherwise proposes discretionary outside- U.S./Canada performance.

Confirming OCONUS performance is not work that could be performed inside of the United States or Canada.

22 Can you please confirm whether the solicitation for the Robotics Logistics Support Services (RLSS) opportunity

Confirming solicitation was posted on GSA OASIS+ on June 25, 2026.

Within the “Summary” Worksheet of Attachment 0001 - GFPM, Offerors shall submit a Firm-Fixed-Price (FFP) Phase-In inclusive of all labor costs that precede the beginning of the Base Period and inclusive of all ODC/Travel costs associated with Phase-In

The outcome of this solicitation is a multiple award IDIQ vehicle. The project scope is not defined until the Government issues a Task Order Request for Proposal.

Therefore, what is basis to develop FFP labor and travel costs associated with the transition of an unknown project?

The full solicitation can be found on GSA eBuy.

The FFP is for the phase in period (first 30 days of Task Order performance). The remaining labor will be billed via Labor Hour CLINS, and Travel will be billed via Cost No Fee CLINs. Please reference 2.13.1.1 of Attachment 0002 – PWS for details.

26 RFP M.1.1

Attachment 0002 – PWS. PART 1 INTRODUCTION, 1.1 The Government intends to award a single, 100% small business set aside, hybrid LH – labor and labor overhead, FFP – 30-day Phase-In Period, CNF – Travel, ODC, and CAF Task Order (TO) award as a result of this TOR. Confirming, all work is to be performed at Government facilities.

28 L.2.1.2 L.2.1.2 Each volume shall include a (i) title page, (ii) table of contents, and (iii) list of tables and figures. When applicable, the title page, table of contents, and list of tables and figures are excluded from any page count limit established for a proposal volume. Each page of the proposal shall be numbered, and it is recommended each paragraph of the proposal have a reference number. A list of all attachments and substantiating data shall be provided in the table of contents.

Could the Government please clarify what they mean by listing "A list of all attachments and substantiating data shall be provided in the table of contents.”

Please reference Section L.2.1.2 of the TOR.

The Government’s intent is to ensure that the table of contents includes a complete listing of all attachments and any supporting or substantiating documents submitted with the proposal. In other words, the offeror should identify each attachment and piece of supporting data in the table of contents so the Government can easily locate and review all materials provided.

29 L.4 Evaluation Factors The Government is not referencing any specific section of the PWS.

L.3 All or None Offers in response to this solicitation must be submitted for all the requirements identified in the solicitation. Offers submitted for less than all the requirements called for by this solicitation may be rejected or ineligible for award.

Proposals that contain alternative terms and conditions may be considered as taking exception to the requirements of the solicitation.

M.2.f. The proposal submitted is for less than all the requirements called for by the solicitation.

Given the provisions of Section L.3 (All or None) and Section M.2.f, which indicate that proposals may be rejected if determined non-responsive to solicitation requirements, can the Government provide a definitive list of the PWS sections and subsections that must be addressed in the technical proposal? This clarification will help ensure all offerors respond to the Government's intended scope and avoid differing interpretations of the proposal requirements.

The Government is not referencing any specific section of the PWS.
