About this file
This document is a Questions and Answers release (Release 3 of 3) for Task Order Request W912CH-26-R-2626, concluding the Q&A submission period with an amendment to follow on GSA eBuy that will include a proposal extension.
The task order concerns robotics maintenance and repair services with staffing support, involving multiple locations including CONUS and OCONUS positions (Germany, Kuwait, PACOM). Key clarifications address: fully burdened labor rates (FBLR) apply to overtime calculations at 1.5x and to reporting requirements; OCONUS-related costs including R&R airfare, visas, and hazard uplifts are treated as indirect costs; CDRL A007 staffing reports require weekly submissions until all positions are filled; the Travel Authorization Form will be provided post-award; and subcontractors may be proposed at submission with a required SECRET Facility Clearance. The Government confirmed it will not provide historical workload data, will not apply OASIS+ ceiling rates to this TOR, does not require cross-referencing between proposal volumes, and will not amend evaluation criteria to include corporate experience. Significant amendments forthcoming include removal of Germany (GFPM line 030) and PACOM (line 031) labor categories from pricing, updates to wage determinations, removal of clause 252.226-7002 regarding disabled workforce representation, and clarification of phase-in/phase-out procedures. Annual productive hours are established at 1,912 hours per FTE based on a 40-hour work week excluding federal holidays and annual leave, with no requirement for offerors to add additional hours. The 30-day phase-in period is FFP while travel and ODCs during performance are CNF.

219 Attachment 0004 DD Form 254, Block 13; OASIS TOR, Section L.4.3.1.3.4; Attachment 0008 AVQ, Item 8
DD Form 254 Block 13 states the contractor is not authorized to subcontract without an approved subcontracting plan and written
Confirming that subcontractors may be proposed to at proposal submission. Please reference Section L.4.4.6 of the TOR.
GCA/COR authorization, while the TOR includes subcontractor pricing instructions and the AVQ requires subcontractor FCL documentation if applicable. Please clarify whether subcontractors may be proposed at proposal submission and what approvals are required before subcontractor performance.
220 TOR Section L.2.1.2; Section L.2.2.2
TOR Section L.2.1.2 excludes the title page, table of contents, and list of tables and figures from proposal page counts. Please confirm whether acronym lists, glossaries, reference lists, or reference annexes are also excluded from the applicable volume page limits, or whether they count toward the stated page limits.
Yes, anything other than what is stated in Section L.2.1.2 of the TOR will count against page limitations.
221 TOR Section A.7
Please confirm whether OASIS+ master-contract ceiling labor rates apply to this TOR. If yes, please identify whether the ceiling-rate check applies to all proposed GFPM FBLRs or only to certain non-custom CONUS LH labor categories, and whether Secret-cleared and OCONUS labor rates may exceed OASIS+ ceiling rates.
OASIS+ Master-Contract ceiling rates do not apply to this TOR.
222 Section L.4.1 and L.4.2
To avoid unnecessary duplication between the Robotics Maintenance & Repair and Staffing Plan volumes, may Offerors cross-reference information between volumes where appropriate?
No. Each volume is a standalone evaluation item and must independently contain all information required by Sections L.4.1 and L.4.2 of the TOR, while remaining compliant with the applicable page-count limitations.
223 Section L.4.1; Section M.4.1
Section L.4.1 requires Offerors to provide a detailed technical approach. Will the Government consider amending Section L to require, and Section M to evaluate, relevant corporate experience as part of the Robotics Maintenance and Repair factor, to provide the Government risk reduction and ensure Offerors have demonstrated experience performing requirements of similar scope and complexity?
No. The Government will not amend Sections L.4.1 or M.4.1 of the TOR to add or evaluate corporate experience under the Robotics Maintenance and Repair factor.
224 Section L.4.2 and PWS 2.13.1 require an approach for transitioning from an incumbent contractor within the 30 day phase-in period. Please identify the incumbent contract number and incumbent contractor, and confirm whether the incumbent contract is funded and obligated to provide phase-out cooperation, knowledge transfer, and access to records during the 30 day phase-in period, consistent with PWS 2.13.2. Please
For incumbent information please see responses to Questions 2 and 3 in Task Order Request – W912CH-26-R-2626 – Questions and Answers 1 – 60 Release 1 of 3 posted on SAM.gov and released via GSA eBuy.
For predecessor personnel list, please see response to Question 168 in Task Order Request – W912CH-26-R-2626 – Questions also confirm when the Government will provide the predecessor personnel list referenced in PWS 2.13.1.3 relative to award, since the 5 business day right of first refusal window and the 30 day phase-in depend on it.
and Answers 61 – 208 Release 2 of 3 posted on SAM.gov and released via GSA eBuy.
225 Section L.2.1.2 excludes the title page, table of contents, and list of tables and figures from the page count. Please confirm whether tables, charts, figures, and graphics placed within the body of Volume 1 (5 page limit) and Volume 2 (3 page limit) count against the page limits, and whether text within tables, charts, figures, and graphics may use a font smaller than the 10 point minimum in Section L.2.2.3 (for example 8 point) provided it remains legible.
It is the offeror’s responsibility to decide whether to include tables, charts, figures, or graphics, keeping in mind that Volumes I and II have page limits. Section L.2.2.3 of the TOR specifies the minimum font of 10pt that the Government will accept.
226 Section L.2.2.3 states that it is recommended that the proposal be formatted for 8.5 x 11 inch paper with a minimum 10 point font and minimum 0.5 inch margins. Please confirm whether these formatting parameters are requirements whose violation could result in rejection under M.2.1.a, or recommendations.
Yes, TOR Section L.2.2.3 requirements could be cause for rejection under M.2.1(a).
227 Sections L.4.4.6 and M.1.2.d require a SECRET Facility Clearance for the offeror and for subcontractors that will handle classified material. For a subcontractor whose personnel will all hold SECRET personnel clearances and will perform only at Government sites or on unclassified and CUI tasks, with no storage, generation, or handling of classified material at the subcontractor facility, please confirm that a subcontractor facility clearance is not required, consistent with the DD Form 254 (Attachment 0004).
Confirming that IAW Section L.4.4.6 of the TOR, a Subcontractor Facility Clearance is required.
228 Section H.4.2 lists the Indirect Ceiling Rates for ODC and Travel as TBD for all periods. Please confirm that the offeror proposed indirect rates entered in the GFPM (Base tab cells D56 and D61 and the corresponding Option tab cells) will populate Section H.4.2 of the resulting task order as the ceiling rates.
See response to Question 112, in Task Order Request – W912CH- 26-R-2626 – Questions and Answers 61 – 208 Release 2 of 3 posted on SAM.gov and released via GSA eBuy.
229 The GFPM shows no SCA wage determination for the Kuwait, Germany, and PACOM labor categories (IDs 029, 030, 031).
Please confirm that the Service Contract Labor Standards do not apply to these OCONUS positions and identify any minimum direct labor rate, host nation labor requirement, or status of forces consideration the Government expects offerors to apply when pricing them. Please also confirm Attachment 0010 contains all applicable wage determinations.
See response to Question 133, in Task Order Request – W912CH- 26-R-2626 – Questions and Answers 61 – 208 Release 2 of 3 posted on SAM.gov and released via GSA eBuy.
Attachment 0010 - Wage Determinations (WDs) is expected to be updated in a forthcoming amendment.
230 To support a realistic staffing and repair throughput approach in Volumes 1 and 2, will the Government provide historical workload data for the current effort, for example annual work order counts by site, average repair turnaround time, and warehouse requisition volume, or identify where such data is available to offerors?
See response to Question 209.
231 PWS 3.4.3 requires the contractor to use the Government approved System of Record. Please confirm that the contractor may additionally use contractor furnished, CUI compliant workflow, reporting, and dashboard tools at no additional cost to the Government to prepare deliverables such as the PMDAR (CDRL A001) and monthly logistics metrics reports, provided all authoritative data remains in the Government approved System of Record and nothing replaces or interfaces with Government systems without approval.
Confirm.
232 The GFPM auto-calculates Surge Option Labor at 12 percent.
Please confirm the surge amount is included for evaluation purposes only and will be exercised, in whole or in part, only at the Government discretion through the ordering or modification process.
Confirm. See response to Question 37, in Task Order Request – W912CH-26-R-2626 – Questions and Answers 1 – 60 Release 1 of 3 posted on SAM.gov and released via GSA eBuy.
233 Sections L.4.2 and M.4.2 identify Electronics Technical Maintenance III as the key personnel labor category. Please confirm this is the only key personnel category, and whether the Government expects resumes or letters of commitment for key personnel within the 3 page Volume 2 limit or as excluded attachments.
For Volume II evaluation purposes the key personnel position that the Government is evaluating to is Electronics Technical Maintenance III. Refer to Section L.4.2 of the TOR for the Government’s requested information.
234 Government-Furnished Property (GFP)
Please confirm which facilities, test equipment, specialized diagnostic tools, technical data packages, software licenses, and other Government-Furnished Property or Government-Furnished Equipment will be provided, and identify any items the contractor is expected to furnish.
Property will be provided IAW Section 2.19 of the PWS.
235 Attachment 0001 GFPM Base/OPT tabs; TOR G.1.1 (p. 5); PWS 2.10, 2.10.1-2.10.2 (pp. 14-15)
The PWS permits billing only for actual productive hours and excludes holidays, leave, lunch, union time, and other non-worked
Government’s intended annual productive hours are 1,912. They are based on a 40-hour work week, excluding federal holidays and annual leave.
Offerors are not required to add additional hours.
time; however, the solicitation does not clearly state a common annual productive-hour basis for each CONUS and OCONUS FTE. Without a stated basis, offerors may make materially different assumptions regarding leave, holidays, closures, and backfill, impairing price comparability.
Please identify the Government's intended annual productive-hour basis for each GFPM labor row and location, including whether the GFPM hours already account for Federal holidays, paid leave, training, administrative time, Government closures, R&R, and other non-billable time. Please confirm that the hours populated in the GFPM are the sole controlling hours for price evaluation and that offerors are not required to add uncompensated backfill or additional hours to maintain the stated FTE levels unless the Government amends the GFPM.
236 PWS 2.4.1(i) (p. 6); 2.7.4 (p. 11); 2.8-2.9 (pp. 11-14); GFPM Row
Vilseck is identified as a permanent Germany duty location, but the solicitation does not state whether resident personnel must receive German Status of Forces Agreement status, Technical Expert Status Accreditation, or Department of Defense Contractor Personnel Office processing. These determinations affect recruiting eligibility, compensation, taxes, benefits, relocation, housing, and the ability to begin work during the 30-day phase-in.
For the permanent Vilseck, Germany position(s), please identify all required host-nation and U.S. Government approvals, including whether SOFA status, Technical Expert Status Accreditation (TESA), and/or DOCPERS processing is required; identify which labor category or categories are eligible or required to obtain such status; state whether the Government will sponsor and support the submissions; provide the expected processing timeline; and confirm whether personnel may begin performance while an application is pending or whether an alternate staffing approach will be accepted until Government-controlled approvals are completed.
See response to Question 73, in Task Order Request – W912CH- 26-R-2626 – Questions and Answers 1 – 60 Release 1 of 3 posted on SAM.gov and released via GSA eBuy.
OCONUS travel will be IAW Section 2.7 of the PWS.
237 PWS 2.8.1.3-2.9.1.8 (pp. 12-14); PWS 2.4.1(i)-(k) (p. 6) Refer to Section 2.8 and 2.9 of the PWS for LOA and Deployment Processing requirements.
PWS 2.8.1.3 broadly states that personnel rotating or replacing employees in OCONUS locations must process through CRC, while PWS 2.9 limits mandatory CRC processing to personnel supporting a Combatant Commander or declared war zone. It is unclear whether CRC, TSIRT, LOA, and SPOT requirements apply to permanent resident positions in Germany and Kuwait or only contingency deployments.
Please distinguish the deployment-processing requirements applicable to (1) permanent resident personnel in Vilseck, Germany, (2) permanent resident personnel in Kuwait, and (3) temporary personnel deploying to a Combatant Commander or declared war zone. Specifically, please confirm whether CRC, TSIRT, medical/dental validation, CAC/CVS, LOA, SPOT, and related processing are required for each category, and confirm that offerors should include only those processing costs expressly applicable to the identified permanent GFPM positions.
The GFPM will be updated in a forthcoming amendment to remove Labor Category/Locations lines 030 and 031.
Confirming that deployment processing pertaining to Kuwait should include the referenced costs as processing costs in the GFPM.
Please be advised the position in Germany will be removed from the GFPM.
238 PWS 2.9.1.8 (p. 14); TOR A.4 and CLIN structure (pp. 2-4);
GFPM OCONUS rows
The PWS states that personnel mainly working in Germany or Kuwait must provide housing at their own expense and may not invoice additional housing costs. It is unclear whether the Government expects housing, utilities, relocation, transportation, COLA, and other expatriate-support costs to be embedded in the fully burdened labor rate, treated as labor overhead, or excluded from reimbursement entirely.
Please clarify the required pricing treatment for permanent OCONUS employee support costs, including housing, utilities, local transportation, relocation, dependent travel, shipment/storage of household goods, visas/work permits, tax equalization, cost-of-living allowances, and return travel. Please identify which costs, if any, may be included in the fixed fully burdened labor rate or Labor Overhead CLIN, which may be reimbursed as CNF travel/ODCs with prior approval, and which are expressly unallowable, so all offerors price the OCONUS positions on a common basis.
The positions in PACOM and Germany are no longer being filled.
The Government will update the solicitation to reflect this change in a forthcoming amendment.
Pricing treatment - Contractor’s proposed overhead may capture associated costs.
Fixed costs should not be included in FBLR, such costs should be captured from the plug figures.
239 PWS 2.4.4 (pp. 7-8); PWS 2.7.4-2.8.1 (p. 11); GFPM Germany and Kuwait rows
Refer to security requirements in Section 2.16 of the PWS. See response to Question 235.
The solicitation does not state whether OCONUS permanent positions must be filled by U.S. citizens hired in the United States, U.S. expatriates already residing overseas, local nationals, or third-country nationals. The permissible labor pool materially affects security, installation access, labor law, immigration, compensation, and price.
Please identify the citizenship, residency, security-clearance, and host-nation employment restrictions applicable to each permanent OCONUS GFPM position. Please confirm whether the contractor may use qualified local-national, ordinarily resident, or third-country-national employees where permitted by law and access requirements, or whether the Government requires U.S.-citizen expatriate personnel for Germany, Kuwait, and PACOM.
Confirming that the contractor may use qualified local-national, ordinarily resident, or third country-national employees where permitted by law and access requirements, or whether the Government requires U.S.-citizen expatriate personnel for Kuwait.
Please be advised that Germany and PACOM positions are being removed.
240 PWS 2.13.1 Phase-In (pp. 16-18); PWS 2.4.4 (pp. 7-8); PWS 2.7.4-2.9 (pp. 11-14)
The contractor must implement staffing changes within 30 days and execute a 30-day phase-in, but OCONUS visas, SOFA/TESA/DOCPERS actions, CRC reservations, LOAs, CACs, clearances, and installation/network access depend in whole or part on Government or host-nation processing. Requiring full staffing before those approvals are available could impose unquantifiable schedule risk.
Please confirm that timely submitted, complete requests for Government- or host-nation-controlled approvals will satisfy the contractor's phase-in obligation while those approvals are pending, and that delays outside the contractor's control will not be evaluated as deficient performance or subject the contractor to uncompensated backfill. Please also identify the interim performance methods the Government will accept—such as incumbent continuation, remote reach-back, temporary CONUS support, or Government-approved alternate personnel—until required approvals are issued.
The Government is amending the GFPM to remove Labor Category/Locations lines 030 and 031. Refer to Section 2.13 for Phase-in/Phase-out procedures.
Confirming, the Government will not identify interim performance methods.
241 TOR A.4 and B, CLIN 0004 Phase-In FFP and CNF travel/ODC CLINs (pp. 2-4); PWS 2.7-2.9 and 2.13.1 (pp. 9-18)
The 30-day phase-in is FFP, while travel and ODCs are CNF during performance. The solicitation does not clearly allocate pre-performance costs for incumbent outreach, OCONUS travel, Offeror should propose costs in the period of performance of when the cost is expected to be incurred. All transition and OCONUS mobilization costs must be included in the FFP Phase-In period.
CRC/medical processing, visas, SOFA/TESA/DOCPERS submissions, relocation, and access onboarding. Different interpretations could materially affect evaluated price.
Please identify which transition and OCONUS mobilization costs must be included in the FFP Phase-In CLIN and which costs may be charged, with authorization, to the applicable CNF Travel or ODC CLINs. Please specifically address incumbent outreach/onboarding, site visits, CRC travel and medical processing, passports/visas, SOFA/TESA/DOCPERS processing, relocation, installation access, CAC/network onboarding, and OCONUS mobilization travel.
242 PWS 2.16 and 4.2.8-4.2.16 (pp. 19-21, 47-53); DD Form 254 Blocks 10-13; PWS 2.13.1 (pp. 16-18)
The solicitation requires Secret facility clearance and may require classified/CUI access, CACs, and Government information-system accounts, but it does not identify which GFPM positions require an active personnel clearance on day one or whether personnel may perform unclassified duties while adjudication or account provisioning is pending.
Please provide a position-by-position identification of the required personnel security clearance, CAC, installation access, NIPR/SIPR or other system account, and citizenship requirements for each GFPM labor row. Please confirm whether otherwise qualified personnel may begin unclassified or non-system-dependent work while Government-controlled clearance, CAC, or account actions are pending, and whether delays in Government sponsorship or provisioning will be treated as excusable and will not require uncompensated replacement staffing.
Refer to Sections 2.16, 4.2.8 and 4.2.16 in the PWS.
243 Attachment 0001 – Government Format Pricing Model (GFPM);
Attachment 0002 – PWS; TOR; GFPM labor-hour matrices; PWS §2.10, Hours of Operations; TOR §G.1.1
The GFPM appears to use 1,912 annual labor hours per FTE.
That basis is higher than the 1,856 productive-hour assumption commonly used for SCA-covered employees after accounting for federal holidays and typical paid leave. Because this is a labor-hour contract and the PWS states that only actual productive hours worked are billable, it is unclear whether 1,912 hours
See response to Question 235.
represents a mandatory billable-hours requirement, a Government workload estimate, or a pricing convention. Using different assumptions for paid nonproductive time could materially affect hourly rates, staffing coverage, and evaluated price.
Please confirm the basis and intended use of the 1,912 annual hours shown in the GFPM. Specifically, does the Government require offerors to price each full-time position using 1,912 billable productive hours annually, or may offerors use a lower productive-hour assumption—such as 1,856 hours for SCA-covered personnel—provided the proposed staffing approach maintains required coverage and performance? Please also identify which paid nonproductive hours, if any, are included in the 1,912-hour figure, including federal holidays, vacation, sick leave, training, and other administrative time. To ensure a common pricing basis, please confirm whether the Government will revise the GFPM or otherwise direct all offerors to use a single annual productive-hour assumption.
244 For PRS #5 Training, how are "negative comments" defined and documented?
Performance Indicators are stated in the Attachment 0007 – Performance Requirements Summary (PRS).
245 The Government included clause 252.226-7002 Representation for Demonstration Project for Contractors Employing Persons with Disabilities
Can the Government confirm this clause excludes prospective offerors if they do not employ 33% of their workforce with severely disabled individuals?
This clause will be removed in a forthcoming amendment.
