About this file
This is a Table of Contents document for the City of Meriden, Connecticut's boiler replacement project at Fire Station #5. The project scope encompasses furnishing all labor and materials for comprehensive boiler system replacement, including installation of a new gas-fired condensing boiler (Lochinvar Knight XL Model FTXL1000N-120 or approved equivalent), associated mechanical, electrical, and plumbing systems, and provision of temporary domestic hot water during construction. A mandatory site inspection is scheduled for November 19, 2025, at 10:00 a.m., with the deadline for submitting questions set for December 3, 2025, at 4:00 p.m. Sealed electronic bids must be submitted via the City eProcurement Portal no later than 11:00 a.m. on December 10, 2025. The specifications include compliance with the 2022 Connecticut State Building Code, applicable NFPA codes, NEC, and ASME standards, covering divisions for bidding requirements, mechanical and plumbing systems, and electrical work.
Each bid must include a bid bond equal to ten percent of the bid amount, and bidders are required to submit a Non-Collusive Statement, Bidders' Qualification Statement, and Surety Guaranty Form. Contractors must maintain comprehensive insurance coverage, including General Liability ($1,000,000 to $2,000,000), Auto Liability ($1,000,000), and Workers' Compensation at statutory limits. The successful contractor will be required to provide both a Labor and Material Payment Bond and a Performance Bond for 100% of the contract price. The contract includes an 18-month guarantee period from the date of acceptance, during which any defective materials or workmanship must be repaired or replaced at no additional cost to the city. Prevailing wage rates will apply, with hourly rates ranging from $21.42 to $66.72 depending on worker classification. Liquidated damages are set at $250 per calendar day for failure to complete work within the stipulated timeline. The City applies a local preference policy allowing Meriden-based businesses submitting bids within ten percent of the lowest bid to potentially accept the award.
